THL s statutory duties To promote health and welfare, prevent diseases and social problems, and to develop social welfare and health care activities and services. THL is active in research, development, evaluation and follow-up; THL engages in extensive international co-operation. THL performs official tasks and is the statutory statistical authority in health and welfare, maintaining a strong knowledge base within its field. THL is also responsible for the application of this knowledge. 3.4.2012 THL 5

THL s challenges People in Finland are healthier and feel better than ever before, but there are still many challenges. These include: to increase disability-free life expectancy to reduce health and welfare inequalities to prevent social exclusion lifestyle-related challenges: to reduce smoking and alcohol use, and to promote healthy diets and physical activity to increase the attractiveness of working life and coping at work population ageing, functional capacity of older people pandemic and biohazard preparedness. 3.4.2012 THL 9
THL s challenges: the Service Delivery System The service delivery system in the social welfare and health care sector in Finland is impressive even by international standards. It has the support and appreciation of the public. It is important to maintain this. Challenges linked with the service delivery system include: to control growing costs to meet increased public demand for services to ensure the supply of trained professionals to efficiently steer and manage the service system to maintain an information system that supports information steering. 3.4.2012 THL 10
Guidance through information and exerting an influence THL's key goal is to ensure that issues of welfare and health have a strong impact on decision-making at all levels.
