PROCEEDINGS OF THE CITY OF MINDEN, STATE OF LOUISIANA, TAKEN IN REGULAR SESSION HELD ON MONDAY, NOVEMBER 7, 2016. The Minden City Council met in Regular Session at City Hall, Minden, Louisiana, on Monday, November 7, 2016, beginning at 7:00 p.m. with the following members present: Mayor Tommy Davis, Wayne Edwards, Fayrine A. Kennon-Gilbert, Vincen Bradford, Mike Toland and Benny Gray. Absent: None. The prayer was offered by Mike Toland and Wayne Edwards led the Pledge of Allegiance. Mayor Tommy Davis welcomed everyone to the meeting. A Public Hearing was held for the consideration of the adoption of ordinances levying sales taxes of up to two percent and hotel occupancy taxes of up to two percent in Minden Economic Development Districts 1, 2, 3 & 4. After a brief question and answer period and with no further comments from the audience, the Mayor declared the Public Hearing closed and the Regular Session convened at 7:09 p.m. At the request of Mayor Tommy Davis, Wayne Edwards moved to amend the printed agenda to delete Item (N) Adopt Ordinance No. 1086 Surplus Property (Airport Hangar) and Item (O) Approve a Cooperative Endeavor Agreement between the City of Minden and the City of Springhill, Louisiana. The motion was duly seconded by Mike Toland and carried unanimously. Upon motion by Benny Gray and duly seconded by Fayrine A. Kennon-Gilbert, the council unanimously adopted the minutes of Council Regular Session held on Monday, October 3, 2016, as presented. Fayrine A. Kennon-Gilbert, National Night Out Chairperson, recognized and thanked the 2016 Block Party Hosts and along with the council, declared the campaign a success. Upon the recommendation of the Personnel Committee, Fayrine A. Kennon- Gilbert moved to adopt the revisions to the City of Minden Employee Manual adding the following in Section 3. Benefits, Paid Leaves of Absence, Vacations Donation of Vacation Time to Fellow Employees and Use of Donated Vacation Time Benefits, as presented. The motion was duly seconded by Mike Toland and carried unanimously.

Mike Toland moved to adopt the Policy for Temporary Street Closure Request, as presented. The motion was duly seconded by Benny Gray and the vote was as follows: Ayes: Wayne Edwards, Fayrine A. Kennon-Gilbert, Mike Toland and Benny Gray. Nay: Vincen Bradford. Absent: None. Abstain: None. The motion carried. Said Policy is attached to and made a part of these minutes. Wayne Edwards moved to approve a Cooperative Endeavor Agreement between the City of Minden and the Consortium of Minden/Webster Parish, as presented. The motion was duly seconded by Mike Toland and carried unanimously. Wayne Edwards moved to adopt Ordinance No. 1078, an ordinance levying an additional sales tax of two percent in Minden Economic Development District No. 1, seconded by Mike Toland and carried unanimously. Benny Gray moved to adopt Ordinance No. 1079, an ordinance levying an additional sales tax of two percent in Minden Economic Development District No. 2, seconded by Vincen Bradford and carried unanimously.

Mike Toland moved to adopt Ordinance No. 1080, an ordinance levying an additional sales tax of two percent in Minden Economic Development District No. 3, seconded by Fayrine A. Kennon-Gilbert and carried unanimously. Vincen Bradford moved to adopt Ordinance No. 1081, an ordinance levying an additional sales tax of two percent in Minden Economic Development District No. 4, seconded by Fayrine A. Kennon-Gilbert and carried unanimously. Benny Gray moved to adopt Ordinance No. 1082, an ordinance levying a hotel occupancy tax of two percent in Minden Economic Development District No. 1, State of connection with the foregoing, as presented. The motion was duly seconded by Mike Toland and carried unanimously.

Fayrine A. Kennon-Gilbert moved to adopt Ordinance No. 1083, an ordinance levying a hotel occupancy tax of two percent in Minden Economic Development District No. 2, State of Louisiana, to be used for economic development projects in or benefitting properties in the District in accordance with and as authorized by Part II, Chapter 27, Title 33 of the Louisiana Revised Statutes of 1950, as amended; and providing for other matters in connection with the foregoing, as presented. The motion was duly seconded by Wayne Edwards and carried unanimously. Mike Toland moved to adopt Ordinance No. 1084, an ordinance levying a hotel occupancy tax of two percent in Minden Economic Development District No. 3, State of connection with the foregoing, as presented. The motion was duly seconded by Benny Gray and carried unanimously. Mike Toland moved to adopt Ordinance No. 1085, an ordinance levying a hotel occupancy tax of two percent in Minden Economic Development District No. 4, State of connection with the foregoing, as presented. The motion was duly seconded by Benny Gray and carried unanimously. Item (N), Adopt Ordinance No. 1086 Surplus Property (Airport Hangar) was deleted from the agenda. Item (O), Approve Cooperative Endeavor Agreement between the City of Minden and the City of Springhill, Louisiana was deleted from the agenda. Wayne Edwards moved to adopt the Resolution for Municipal Water Pollution Prevention, as presented. The motion was duly seconded by Fayrine A. Kennon-Gilbert and carried unanimously. Said Resolution is attached to and made a part of these minutes. The Police Report for October of 2016 was unanimously accepted upon motion by Fayrine A. Kennon-Gilbert and duly seconded by Vincen Bradford.
