Code Office of the Senior Deputy Director 3010 Responsible Individual Name Michael Kharfen Responsible Individual Title Senior Deputy Director Number of FTEs 12.49 The mission of the HAHSTA is to reduce the HIV-related, STD, TB and hepatitis morbidity and mortality of residents of the District of Columbia by the application of sound public health policies, practices, care and treatment, surveillance and epidemiology, prevention, and health interventions. The Senior Deputy Director provides overall oversight of all of the programs and operations of HAHSTA. The Senior Deputy Director provides strategic direction for the agency. The Senior Deputy Director represents the agency within District government and to the community stakeholders. The Senior Deputy Director sets priorities for agency activities. The Deputy Director of Operations oversees divisions of the agency that provide cross-cutting support to HAHSTA s programs. The Deputy Director of Operations ensures that the resources needed for HAHSTA program are adequately supported and accounted. The Deputy Director of Operations oversees Quality Management to ensure best practices and benchmark achievements within HAHSTA. The Chief Medical Officer (CMO) is responsible for the overall clinical components of HAHSTA programs. The CMO also serves as the Division Chief for STD/TB Control. The CMO develops and implements plans heath and support services for the prevention, care and treatment of HIV, Hepatitis, STD and TB. The CMO ensures that HAHSTA programs incorporate the latest scientific and programmatic developments. Code Care, Housing, and Support Services Division - 3020 Responsible Individual Name Clover Barnes Responsible Individual Title Bureau Chief Number of FTEs 18.05 Provides a comprehensive range of primary medical care and supportive services for persons living with HIV and AIDS. The CHSS Division is responsible for managing grant funds for the care, treatment and housing of people living with HIV/AIDS and their families. The six federal and one local grant total approximately $66 Million and support services to residents of the District of Columbia and neighbor jurisdictions, consistent with the design of federal programs. Core activities of the staff of the CHSS Bureau include managing all program oversight functions, liaising with local and federal partners, and managing enrollment into and services provided by the AIDS Drug Assistance Program. Code Strategic Information Division - 3030 Responsible Individual Name Garret Lum Responsible Individual Title Interim Bureau Chief Number of FTEs 19 Provides a comprehensive picture of the HIV/AIDS, hepatitis, STD and TB infections in the District of Columbia for purposes of informing programs and policy makers of the status of the diseases among residents so that they can ensure the needs of persons living with disease, or at risk of infection, are met in the delivery of prevention, care and treatment activities. The Strategic Information Division (SID) is primarily responsible for the collection, analysis and security and confidentiality of client level disease surveillance data. Although providers are required to report infections to the health department, investigative surveillance staff members have authority to access, review, and copy information from medical records for the purposes of public health surveillance and disease interruption. This is a service provided to reduce the burden of reporting by providers as well as conduct data quality assurances. The dissemination of aggregated surveillance and program data is meant to inform programs and policies with the intent of reducing new infections, increasing access to care, reducing health disparities, and creating a coordinated response. Surveillance data is also used to initiate partner services activities; to provide counseling, testing, and linkage to care to those newly diagnosed; and to identify individuals that may have fallen out of care in order to initiate provider reengagement. SID provides technical oversight to HIV prevention, care and treatment programs through routine, rapid and robust data analysis for programmatic and policy decisions, as well as monitoring and evaluation (M&E) of HIV, STD, Hepatitis and TB prevention, care, and treatment outcomes (quality management). This includes the provision of technical assistance in all HAHSTA data collection, data quality and data use activities and serves as the overall responsible party (ORP) for security and confidentiality of client level data. Code Prevention & Intervention Services Division - 3040 Responsible Individual Name Nestor Rocha Responsible Individual Title Bureau Chief Number of FTEs 22 Provides comprehensive HIV prevention programs and services through community organizations to the residents of the District of Columbia. Prevention programs offer a myriad of services that include health education, HIV testing and counseling services, science-based prevention programs and other support services, including condom distribution. In addition, the program monitors organizations to ensure that quality prevention services are being delivered through thorough program evaluation and quality assurance activities, as well as through the provision of capacitybuilding, training, and technical assistance to sub-grantees. The PISD is responsible for managing grant funds for the prevention and intervention services for people living with and at high risk for HIV infection. Federal and local grants total approximately $10 Million to determine strategies and support innovative programming that serve residents of the District of Columbia. Programs managed by PISD are: HIV counseling and testing services, Hepatitis education, prevention of mother to child transmission (PMTC), faithbased initiatives, needle exchange services, and behavioral interventions for residents of the District of Columbia. Code AIDS Drugs Assistance Program - 3060 Responsible Individual Name Clover Barnes Responsible Individual Title Bureau Chief Number of FTEs Included in Activity 3020 The District of Columbia AIDS Drug Assistance Program (DC ADAP) is funded through the Ryan White Care Program and provides HIV/AIDS medications, as well as other drugs associated with HIV disease. DC ADAP assists with deductibles, co-payments, and health insurance/medicare Part D premiums. DC ADAP also provides an entry point for other District health programs available to people living with HIV/AIDS. Code STD/TB Control Division 3080 Responsible Individual Name Dr. Travis Gayles Responsible Individual Title Chief Medical Officer Number of FTEs 27 The Sexually Transmitted Diseases (STD) Control Program prevents and controls sexually transmitted diseases in the District of Columbia through the provision of clinical services, partnerships with local communities by promoting and maintaining healthy sexual behavior; the program also conducts surveillance for statistical purposes to track diseases and partner notification. The STD Control Division is responsible for the prevention and control of sexually transmitted diseases including, but not limited to, syphilis, gonorrhea, chlamydia, and HIV in the District of Columbia. The Division develops and promotes regulations and policies that are consistent with national guidelines for STD prevention and control. The Division provides evaluation, diagnosis, and treatment services to persons infected with or suspected of having an STD; assures that partner services are offered or provided to those infected with, and exposed to, STDs; provides outreach, education and screening to groups at risk for acquiring STDs; assures appropriate reporting and follow up by laboratories and private providers; and serves as the expert resource for STD consultation and education for District health care and community providers and the general public. The Division develops and promotes regulations and policies that are consistent with national guidelines for TB prevention and control. The Division assures the evaluation, diagnosis, and treatment of persons infected with or suspected of having TB; conducting small and large scale contact investigations when TB exposure is suspected and evaluates all contacts; assures the evaluation, diagnosis and treatment, as appropriate, of any TB contacts who have latent TB infection or active disease; conducts targeted testing for TB in high risk settings; assures appropriate reporting and follow up by laboratories and private providers; and serves as the expert resource for TB consultation and education for District health care, community, and institutional providers and the general public. Through the Housing Opportunities for Persons With AIDS (HOPWA), provides long-term tenant based rental assistance, supportive housing settings, short-term and emergency housing assistance, centralized entry into the housing program, counseling and referrals for applicants on housing assistance. With the Bridges Fund, provides payments for immediate housing assistance (back rent, mortgage payments, etc.) to maintain persons with HIV in their current housing setting.
