Introduction Our common goal in the next few years = to design and start implementing a strategy for the future Euro-Mediterranean cooperation in statistics Today = we talk only on how to achieve that goal A scoping study 4

Background EU-MED cooperation on statistics was started in 1995 => Main instruments: MEDSTAT I, MEDSTAT II and now MEDSTAT III MEDSTAT is Important, very useful but not enough: Needs of the countries are different (mix of approaches) Capacities and contributions are different => To transform MEDSTAT towards a more strategic relationship 6

Background POST-MEDSTAT: - Discussions started with MEDSTAT II - Task force light - Several papers and other material => Agenda of the 1st DC meeting of MEDSTAT III (Helsinki) and initial proposal 7

Initial findings However: Present time and circumstances are not optimal: - They can potentially open new opportunities for statistics - They make it difficult taking firm commitments for building on the discussions started in Helsinki => Identify key priorities on which to test processes and cooperation systems 8

Objectives The study should assist in: Building progressively a shared, feasible and sustainable approach Drawing a path for the transition to the post-medstat strategy Discussing the contributions from the partners Building a consensus on key issues related to the strategy 9

Implementation plan February to April - Initial consultations (Algeria, Jordan, Lebanon) - Provisional synthesis of the information gathered - draft issues paper April - Discussion of the draft issues paper during the Directors Committee May to October - Additional discussions and contacts - Finalization of the proposals - Circulation of the final issues paper - Presentation/discussion in a special meeting (October-November 2011) 11

Initial findings Satisfaction with what has been achieved in the past Strong commitment of all the partners on the long term for pursuing the EU-MED cooperation for statistics Articulation between the regional and national approaches is crucial Overall consistent vision that takes into account work programmes of other organisations 14
