SPF History In 2004 DSHS through the Governor s Office entered an agreement with Center for Substance Abuse Prevention to oversee a 5 year project (SPF-SIG). Seven high-risk counties must work to meet the goals. This work is to be done through Local Coalitions. The Circles of San Antonio Community Coalition (COSA) is responsible for Bexar county.
Strategic Prevention Framework State Incentive Grant (SPF-SIG) MISSION Reduce the percentage of binge drinking among underage drinkers and young adults (12-25) Reduce the percentage of intoxicated drivers involved in motor vehicle fatalities
Why SPF? In 2005, out of 168 total motor fatalities in Bexar County, (74) fortyfour percent were alcohol related! 17% of adults admit to binge drinking.

Indicator Data Promotion of Alcohol Use Social Access and Norms Retail Access and Pricing Behavior and Perceived Risk Enforcement Motor Vehicle Fatalities
Promotion of Alcohol Use (CAMY) examined 144,296 ad placements for alcoholic beverages in the San Antonio TV market in 2004. (Center on Alcohol Marketing and Youth at Georgetown University, 2005). Underage youth were more likely than adults of legal drinking age to have seen 39,692 alcohol television ads during 2004 in the San Antonio market.
Promotion cont. College Newspapers. The coalition is currently working on obtaining this data from the local colleges and universities. Alcohol and Community Events. The coalition is currently working on obtaining this data.
Social Access cont. COSA is working diligently to obtain the Texas School Survey (TSS) data from the three local school districts that participated in the TSS in the past 5 years: Edgewood ISD, San Antonio ISD, and Northside ISD.
Social Access and Norms Shoulder Tap Campaigns. COSA contacted TABC and they stated they do not conduct such campaigns. To our knowledge, no other groups in the area have conducted such campaigns.

Retail Access cont. There are 3,221 locations in San Antonio that sell alcohol. There are more locations that sell alcohol for on-site consumption than there are locations that sell alcohol for off-site consumption of alcohol.
TABC Compliance Checks One fourth of stores failed alcohol compliance checks. The TABC conducted alcohol compliance checks from 2002 to 2006. During this time, they checked 1,380 stores. Out of those, 320, twenty-three percent failed. * * (TABC, San Antonio Enforcement District, 2006).
Behavior Perceived University Data. The coalition is working to obtain survey data from local universities. Focus Group Data. The South Texas Injury Prevention and Research Center conducted focus groups with Hispanic males between the ages of 21-34 years in San Antonio.
Behavior Perceived cont. They found that participants had a disassociation between individual highrisk driving after drinking behavior and the negative consequences or outcomes associated with driving after drinking. * *South Texas Injury Prevention and Research Center, n.d.
Behavior Perceived The Center also found that participants felt that other factors played a role in their decision to drive after drinking.
This assessment combined data collected by DSHS in 2004 and 2005 to estimate rates countywide and for six sectors of the community. Bexar County Sectors as defined by the 2006 Bexar County Community Assessment

An estimated 15% of residents in East Bexar County are chronic drinkers.
The North Central sector has the highest rate of current drinkers.
Enforcement In 2005, more arrests for DWI happened in July than any other month. Hispanic males (under the age of 18) are more likely to be arrested for public intoxication. The rate of arrest of juveniles for Public Intoxication has declined.
