ENIQ network changed to NUGENIA TA8 TA1: Safety and risk of NPPs TA2: Severe accidents TA3: Core and reactor operation TA4: System and component integrity TA5: Fuel, waste and decommissioning TA6: Innovative LWR design & technology TA7: Harmonisation TA8: Inspection Qualification and Risk-Informed Inspection Planning (ENIQ) 1
ENIQ network changed to NUGENIA TA8 ENIQ European Network for Inspection and Qualification was integrated as Technical Area 8 (TA8) into NUGENIA NUGENIA is an International non-profit-making association, according to 1921 Belgian law, established in Brussels on 14 Nov. 2011. TA8: Inspection Qualification and Risk-Informed Inspection Planning (ENIQ) Group Qualification (TGQ) 8.2 Task Group Risk (T8.1 Task GR) 8.3 TG Inspection Qualification Bodies (TG IQB) http://www.nugenia.org/ 2
Comparison Basic information ASME SECTION XI APPENDIX VIII PERFORMANCE DEMONSTRATION (PD) FOR ULTRASONIC EXAMINATION SYSTEMS A part of ASME Code Section XI - Rules for In-service Inspection of Nuclear Power Plant Components Mandatory Appendix - written in prescriptive way EUROPEAN METHODOLOGY FOR QUALIFICATION OF NON-DESTRUCTIVE TESTING (EMQ) Recommended Guideline for Qualification of Nondestructive testing In general applicable to all NDE methods 3
Comparison Basic information (cont.) ASME SECTION XI APPENDIX VIII PERFORMANCE DEMONSTRATION (PD) FOR ULTRASONIC EXAMINATION SYSTEMS Devoted to ultrasonic examination only PD of inspection procedure, equipment and personnel performed altogether (not a separate PD of inspection procedure) EUROPEAN METHODOLOGY FOR QUALIFICATION OF NON-DESTRUCTIVE TESTING (EMQ) Applied mainly for volumetric examinations (UT, ET, RT) Qualification of inspection procedure and equipment separate from personnel qualification 4
5 Comparison Main Principles and rules ASME Section XI Appendix VIII provides requirements (reqs) for ultrasonic examination procedures, equipment, and personnel used to detect and size flaws. Each organization that performs ultrasonic examinations shall qualify its procedures, equipment, and personnel in accordance with this Appendix. PD reqs apply to personnel who size flaws or detect, record, or interpret indications in welds or components. ENIQ/NUGENIA TA 8 Qualification of an inspection means assessment of NDT system, composed of combination of NDT procedure, equipment and personnel. Considered as the sum of the two items: Technical justification (TJ) and Practical trials (PT - blind or open). The mix of TJ and PT must be judged separately, use of TJ highly recommended in all cases.
Comparison Qualification Procedure (QP) ASME Section XI Appendix VIII Appendix VIII written in a detailed prescriptive way necessary to be followed Written Qualification procedure described in ENIQ/NUGENIA TA8 can be regarded as useless ENIQ/NUGENIA TA 8 Part of Qualification Dossier as a written agreement between the involved parties on the qualification approach required. In the qualification procedure is described the way the qualification will be implemented in practice. QP should contain, at least: objectives of the inspection qualification, qualification level, the way the TJ and IP will be assessed, details of how the practical OT/BT will be conducted, details of the qualification OT pieces, the way the results of the qualification will be evaluated. 6
Comparison Inspection procedure (IP) ASME Section XI Appendix VIII Examination procedure is not qualified as a separate item Provided for PD of examination procedure, equipment and personnel ENIQ/NUGENIA TA 8 Initial IP is a part of qualification input data. IP can be optimized using practice test pieces and the results obtained can be used in the TJ. Only qualified IP and equipment can be used for Personnel qualification 7
Comparison Technical justification (TJ) ASME Section XI Appendix VIII Not required within PD Sometimes used within the preparation for PD in a similar way like within ENIQ/NUGENIA TA8 ENIQ/NUGENIA TA 8 TJ involves assembling all the supporting evidence for inspection capability like results of capability evaluation exercises, feedback from site experience, applicable and validated theoretical models, physical reasoning and may include practical trials using deliberately defective test pieces. TJ can contain: measurements on practice/development test pieces, physical reasoning, feedback from field experience, the results from mathematical models, relevant RRT round trials, laboratory studies, description of the equipment, experimental development results. 8
Comparison Open Practical Trials (OT) ASME Section XI Appendix VIII OT are not required as a mandatory component of PD OT, if any, are performed by the inspection vendor usually on site specific specimens under site supervision as a site specific training just before the job ENIQ/NUGENIA TA 8 OT should be performed for the NDT procedure, where a sufficient demonstration of its adequacy through technical justification is not possible. Qualification of Personnel, using qualified NDT procedures and equipment, should be performed through one or any combination of the following: a) certification through a national NDT personnel certification scheme, b) theoretical and/or open practical examination, c) blind trials 9
Comparison - Blind Practical Trials (BT) ASME Section XI Appendix VIII All PD tests are blind - Flaw location and specimen identification shall be obscured to maintain a "blind test. PD tests are performed on Detection specimens and Sizing specimens ENIQ/NUGENIA TA 8 Blind practical trials are not mandatory, can be part of QP Qualification of Personnel (QP), using qualified NDT procedures and equipment, should be performed through one or any combination of the following: a) certification through a national NDT personnel certification scheme, b) theoretical and/or open practical examination, c) blind trials 10
