Glossary Goal: There is usually one goal per component. A goal should be broad and overarching and will typically reflect national disease-control program goals. The results achieved will usually be due to collective action undertaken by a range of partners. Examples include Reduced HIV-related mortality, Reduced burden of tuberculosis and Reduced transmission of malaria. Impact s: List national behavioral and disease surveillance s linked to each goal. Annex A contains globally agree-upon s for measuring disease impact. Other s and descriptions can also be included. Baselines: If previous surveys have already been implemented, give details of last survey results for the particular. Targets: List targets to be reached at, or towards, the end of the proposal. If the method of collecting this information (e.g. survey) is only employed every several years, include the target for the year in which the data collection will take place, and specify the year. Technical partners involved in measurement: List the organizations that are involved in monitoring the given. These should include both national and international organizations, and should list organizations even if they are not involved in all aspects of measurement (e.g. if an organization is involved purely in survey design and does not participate in data collection or analysis, it should be included). Data source: Specific information is required about the data source for each and its baseline. For example, if a national demographic and health survey is to be used to measure an, indicate to which survey year the baseline survey relates. For s linked to service delivery areas, the data source will most likely be the implementing agencies at the district and/or provincial levels, so these agencies should be listed as the data sources. Additionally, if these data are to be centralized at the national level, give the source that will provide aggregate, national-level data. Directly Tied: Input Yes if results for this service delivery area are directly tied to Global Fund Financing. Input No if results reflect a broader program to which Global Fund resources contribute. Frequency of data collection: Indicate the frequency of data collection. This will vary considerably, depending on the type of data being collected. Service delivery coverage data (e.g. numbers trained or clients reached) may be collected monthly or quarterly, whereas data relating to impact s may only be collected annually or every two, three or five years. : The Global Fund aims to reach more people with highquality services. A central aim is to increase coverage of prevention, treatment and care of HIV/AIDS, TB and malaria, and to measure this. The service delivery area is a defined service that is being provided for example, antiretroviral therapy, support for orphans, control of TB drug resistance and indoor residual malaria spraying. A standard list of service delivery areas agreed and used by partners is provided (above and in the M&E toolkit). s form the core of performance evaluation; it is in these areas that performance is measured. s at the three levels (,, ): The Global Fund does not create new s but uses those already developed and agreed by technical partners. However, as a Fund, it needs to report on coverage across projects using common metrics not always captured by national-level s. The Fund needs to show that its activities are improving coverage in prevention, treatment and care. includes the number of people reached by services, the number of people trained and the number of service points financially supported. These should be included, where possible, in reporting to the Global Fund, even when they do not always fully fit into a traditional M&E framework. : : Process Indicators levels in providing services 31

: : delivery points supported by the funding Number of people reached by the services Main activities: List the key for tracking progress made towards achieving this activity and list the implementing partners involved in it, preferably including the names of the organizations to be involved. If this is not possible, then at least list the categories of implementing partners involved (e.g. academic/educational sector; government; nongovernmental and community-based organizations; people living with HIV/AIDS, tuberculosis and/or malaria; the private sector; religious/faith-based organizations; multi- or bilateral development partners). 32
