GRANTS AND CONTRACTS AWARDED Current K01 (Burns, Marguerite) 6/21/11 4/30/16 National Institute of Mental Health Role: PI (75% FTE) K01 MH092338-01A1 Converting Public Health Insurance into Guideline Concordant Mental Health Care. The proposed Career Development Award will allow Dr. Burns to supplement her expertise in health policy and economics with the clinical, methodological, and additional economic training necessary to lead clinically and policy-relevant research on the economics of public health insurance design for adults with serious mental illness (SMI). The proposed studies will examine how Medicaid policy changes that foreshadow potential state responses to the new ACA and MHPAEA federal regulations affect mental health care access, concordance with treatment guidelines, and cost for adults with SMI. State of Wisconsin Department of Health Services (PI: Friedsam, Donna) 8/1/2013 8/30/2014 Badger Care and Badger Care for Childless Adults Evaluations Role: Co-I (10% FTE) This evaluation assesses the effects of new cost-sharing and anti-crowd out provisions that the Wisconsin Badger Care program implemented in July 2012 on beneficiaries enrollment, health care use and expenditures. Specifically, this project evaluates the effects on these outcomes of the: 1) 12-month restrictive re-enrollment period; 2) change in premium structure; and 3) new affordability test for access to other insurance Wisconsin Partnership Program (PI: Pandhi, Nancy) 1/1/2014 12/31/2015 University of Wisconsin Role: Co-I (5% FTE In Kind) The Effectiveness of an integrated mental health and primary care model for Wisconsin patients with severe mental illness. In this study, we will compare the effectiveness of an integrated model of care relative to usual care on the volume of health care use and on the receipt of recommended cancer screening and secondary diabetes preventive care for adults with bipolar disorder or schizophrenia. Under Review State Health Access Reform Evaluation (SHARE) (PI: Burns, Marguerite) 10/1/2014 3/1/2016 Robert Wood Johnson Foundation Role: PI Effects of extending parity for behavioral health care to adult Medicaid beneficiaries. In the proposed study, we will exploit a natural experiment to evaluate parity s effects for childless adult Medicaid beneficiaries on: 1) the use and costs of MHSUD and medical care; and 2) the type of provider from whom beneficiaries obtain outpatient MHSUD care. Past Funded Projects and Activities ICTR-CAP Type 2 Translational Research Award (DeLeire, Thomas) 7/1/2012 6/30/2013 Role: Co-PI How insurance coverage of low-income childless adults affect their health care utilization: Learning from the Marshfield Clinic. This study evaluates the change in service utilization of low-income childless adults as the move from being uninsured patients to publicly insured. Additionally, the project assesses whether the newly insured who had previously received services from a safety net program demonstrate lower pent-up demand and acute care utilization relative to other newly insured. Faculty Grant (Burns, Marguerite) 2/1/11 6/30/12 Harvard Medical School Department of Population Medicine Role: PI (10%FTE) The impact of co-morbid mental illness on hospital readmission risk, cost, and responsiveness to intervention. This study examines the extent to which co-morbid mental illness increases the frequency and cost of readmission, and modifies the effectiveness of a post-discharge care transition intervention to reduce the probability and cost of readmission within a safety net health care system. U58 1U58DP002719N (Ross-Degnan, Dennis) 2010-2011 Centers for Disease Control and Prevention Role: Co-I The Impact of Emerging Health Insurance Designs on Diabetes Outcomes and Disparities Using a national database of 1.9 million insurance system members, this project aims to determine the impact of high deductible health plans on disease monitoring and clinical outcomes among diabetes patients overall and among black, Hispanic, low SES, and high morbidity diabetic populations.
