Rose Bowl Operating Company Agenda Report TO: FROM: Rose Bowl Operating Company (RBOC) Darryl Dunn, General Manager SUBJECT: Approval of Tailgating Guidelines For Major Events Held at The Rose Bowl Stadium RECOMMENDATION: It is recommended that the RBOC approve Tailgating Guidelines for all major events held at the Rose Bowl Stadium. BACKGROUND: Tailgating prior to major events at the Rose Bowl is one of the great assets of our facility. UCLA fans, in particular, look forward to enjoying camaraderie with friends and family as a way to enjoy games at the Rose Bowl. Rose Bowl and UCLA staff recognize the importance of this activity and at the beginning of the 2010 UCLA season, developed a working group to review the experience for fans outside the stadium fence, particularly as it related to tailgating. The working group consisted of Rose Bowl staff, UCLA staff, Tournament of Roses staff, and representatives from Police, Fire and Parking, as well as a consultant, Jim Steeg. Mr. Steeg was the former Vice President of Special Events of the National Football League, and was the lead person for putting on Super Bowls for 26 years, including four of the Super Bowls held at the Rose Bowl. He is also the former Chief Operating Officer of the San Diego Chargers. The working group spent the bulk of the time reviewing the practices, policies and experience of the fans, and there were regular updates to the entire event management team. It was determined that although a "Code of Conduct," had already existed for UCLA Games, as well as for the Rose Bowl Game, it would be prudent to have specific tailgating guidelines established for all major events taking place at the Rose Bowl.
RBOC Agenda - Tailgating guidelines Page 2 of5 Rose Bowl Staff, subsequently in collaboration with the working group, developed the attached Rose Bowl Tailgating Guidelines (see Attachment A).The stated purpose of these guidelines are to provide a safe, family friendly and clean environment for fans to enjoy pre-game tailgating. To achieve this goal, we are committed to providing the necessary resources by means of personnel and through dissemination of information and will not tolerate any behavior that does not comply with the Fan Code of Conduct and Rose Bowl Tailgating Guidelines. Other guidelines that are proposed to be implemented include: (1) a requirement of responsible alcohol consumption on the part of the fan; (2) restrictions to hours and places during and at which alcohol may be consumed; (3) a prohibition on alcohol consumption by minors; (4) a requirement that excessively boisterous fans be reported to security; and (5) alcohol consumption at tailgates will be prohibited entirely after kick off. In addition, the tailgating hours have been reduced so that the parking lots will open six hours prior to game time, rather than eight hours as was the previous practice. The Rose Bowl is also committed to working on ways to better utilize technology in order to promote public safety, as well as set up additional customer service locations throughout the parking lots. It is the intent that that these guidelines will provide notice to fans attending events at the Rose Bowl as to what is the appropriate conduct expected with regards to tailgating at the Stadium. The Tailgating Guidelines will be distributed to all UCLA Season Ticket Holders, as well as posted on both the UCLA Athletics' website and the Rose Bowl Stadium website. The Rose Bowl will require any other event promoters to post the guidelines on their website as well for all future events held at the Stadium. It is the intent that there be a consistent set of tailgating guidelines for all events held at the Rose Bowl, while also recognizing the need to provide for some variations depending on the particular event. Thus, the attached Rose Bowl Tailgating Guidelines are intended to provide a consistent baseline for all events; however, it should be noted that the specific details of the guidelines may vary slightly from event to event. Furthermore, it should be recognized that the development of the Tailgating Guidelines will be a continuing process, and that they will be periodically reviewed and modified as needed by the working group. In addition, our working group team suggested that a Southern California all venue meeting occur to review best practices related to tailgating, but also to focus on ways to address fan behavior issues among all venues in Southern California. This event was hosted by the Los Angeles Sports Council, which has representatives from virtually all venues and teams in Southern California as part of its Board of Directors. The meeting occurred on June 16,2011, and was very well attended by venues, teams, security providers, parking contractors and public safety officials. Among the action items that were discussed included: establishment of a code of conduct for all Southern California venues, as well as the establishment of an ongoing committee
RBOC Agenda- Tailgating guidelines Page 3 of5 under the auspices of the Los Angeles Sports Council in order to provide additional resources to all venues who host major events. FISCAL IMPACT: The incremental costs associated with any additional expenses associated with enforcement of the guidelines will be shared equally between RBOC and UCLA or the particular event promoter. We are commihed to creating a fan friendly environment that is safe for all to enjoy. For most fans, tailgating is a time for celebrating team and school spirit among family and friends. You as fans play an important role in helping to preserve tailgating as that type of experience. For your safety and the enjoyment of all, we ask that you please help by observing these tailgating guidelines: Public intoxication and alcohol impaired behavior will be addressed aggressively by law enforcement. If you see alcohol related behavior which you feel may result in an incident, please email [a special email account will be established], call [a special number will be established], or go to the nearest customer service stand to report the location and to describe the situation. Pasadena Police, security and parking personnel will be present to ensure that you enjoy the game in a safe and comfortable environment. Fights and threatening behavior will also be addressed aggressively by law enforcement. If you see conduct you believe constitutes a threat of violence, please email [a special email account will be established] or call [a special number will be established] to report the location and to describe the incident. Tailgating Ambassadors will patrol the lots to provide information and assistance and to ensure that tailgaters comply with established guidelines. Tailgating Ambassadors will be dressed in green uniforms and will be on bicycles. General parking lots (golf course, ball diamonds, Area H, West Drive RV parking) open six (6) hours prior to kick-off. When entering the parking lot, it is important to follow directions from parking personnel. Please note that there are no "in and out" privileges for vehicles. Overnight parking is prohibited. Parking lots close 90 minutes following the conclusion of the game. Parking is first come-first served. No saving of parking spaces is permihed. Please be respectful to fans around you, other vehicles and stadium property. Roadways, aisles and other parking areas must be kept clear of tailgating equipment so that other vehicles and emergency personnel may park or pass through. Tailgating at your vehicle should not interfere with the normal flow of traffic. Tailgating Ambassadors will patrol these areas to ensure compliance. Guests must tailgate in front of or behind their vehicle only.
RBOC Agenda - Tailgating Page 5 of5 guidelines A small tent (not larger than 10'x10') may be erected in front of or behind your vehicle only. Open flames are not permihed in any tailgate or parking area. Charcoal grills are permihed in most tailgate areas. All barbecue grills must be raised oh the ground. Please dispose of charcoal properly after use. Glass containers are prohibited. All drinks should be placed in plastic/disposable cups. Please clean up your tailgating area before entering the game. Bring trash bags with you to dispose of trash. Neatly tied trash bags can be left at your tailgate area or taken to dumpsters located throughout the parking lot areas. Please refrain from leaving loose trash and liher in the parking areas. Playing of games that involve the consumption of alcohol or use of alcohol-related paraphernalia are prohibited. Use of controlled substances and underage drinking are against the law. The consumption of alcoholic beverages in tailgating areas after kick-oh is prohibited. Selling of items or soliciting of any promotional or marketing activities are prohibited without wrihen authorization from the event promoter and the Rose Bowl Operating Company. Music with inappropriate language is prohibited in the tailgating areas. Box trucks, trailers, grill in-tow or any catering service from an outside source are not permihed in parking lots. Tailgate areas are for tailgating only. Organized, large-scale parties will be accommodated only in specific areas of Rose Bowl Stadium parking lots and must be arranged in advance through Rose Bowl Stadium Management. Examples of organized, large-scale parties include, but are not limited to: tents larger than 10'x 10'; rental furniture, on-site catered food; fencing; reserved space; amplified sound; commercial grills, corporate or commercially sponsored parties.
