Present: Chairman: John Alberghini, Rob Paccione, Ed Mikolinski, David Kelly and Alternate Kent Moffatt Absent: Charles Viveiros Continued Hearing 2017-145 Century Bank The petition of Barlo Signs for Century Bank for the property located at 134 Cambridge Street, as shown on Map # 29, Parcel # 114-1 on the Burlington Assessor s Map. The applicant is seeking a Special Sign Permit for a Marquee sign. The proposed sign is to be 2 4 x 10-0 to read "CENTURY BANK and to be located on the front (west) elevation. Burlington Zoning Law, Article 13, Section 13.1.3.4.2 limits a maximum of six (6) square feet. The proposed sign is 23 square feet. As shown on plans filed on February 27, 2017 with this Board and a copy of which is on file with the Town Clerk s office Chairman Alberghini stated the applicant for Century Bank has requested the application be withdrawn without prejudice. Motion made and seconded to accept the request to withdraw without prejudice. All members voted in favor. The petition of Rebel Restaurants, Inc. for the property located at 2 Wall Street in a General Business Zoning District, as shown on Map # 48, Parcel # 37 on the Burlington Assessor s Map. The applicant is seeking a Special Sign Permit pursuant to Article 13, Sections 13.1.3.4.2 (Marquee Signs) and 13.1.3.2.4 (Wall Sign) and 13.1.3.2.5 (Directory Signs) of the applicable By-Laws to permit six (6) signs as follows. Proposed project signage is as shown on plans and application materials filed on May 16, 2017 with this Board and a copy of which is on file with the Town Clerk s office. Attorney Mark Vaughan introduced himself, Sean McDonald, Corporate Executive Chef and Joe Correia from Sign Wraps. Attorney Vaughan stated he was in front of the Board because his client is looking to obtain approval for a signage package for the restaurants going into the former Papa Razzi. He explained this is one, if not the largest restaurant in town and it is unique because of the 2 floors. The applicant plans to occupy the building by placing two different theme restaurants, a Mexican and a casual family; however they will share the same kitchen and be under the same management and control. He added the exterior will remain the same with just some remodeling in the interior. In addition the signage is in similar spaces as the previous ones were. He proceeded to explain the locations of the signs. Mr. Paccione asked about the elevation facing the parking lot and if there would be any signage facing Chuck E Cheese. He was informed there would be no signage on that side and the elevation was explained. It was also pointed out the 3 season awning would remain. Mr. Mikolinski wanted to know if the awnings would have any lettering on them and was informed they will not. He also asked about the façade with the 45% angle. He stated he felt the bright orange awning and the signage was a lot. He expressed he doesn t like the awnings and he doesn t think the signage fits Wall St. 2
Attorney Vaughan stated when they went in front of the Planning Board, they suggested the side of the building have the awnings and the color is the color of their logo. The awnings have been up for about 2-3 weeks and they were there for sun block and decoration. He stated when they meet with the Planning Board, they requested something on that wall because the side looks bland. He reminded the Board the reason they were in front of them was because the signage is on the second floor and requires a special sign permit. He believes it is appropriate signage to alert motorist of the new business. Mr. Paccione asked for clarification on the rendering specifically with the lack of Tequila Cantina sign on all the drawings. He also asked about how the letters, specifically the Y go below the molding. He was informed it was due to the rendering and could be corrected. He also asked about the placement of the restaurants and was informed the Mexican restaurant will be on both floors. Mr. Kelly questioned if there was an entrance on the Cambridge Street side and was informed the doors were for deliveries and the emergency egress. Mr. Kelly stated he feels the Tony sign on the Cambridge Street elevation looks out of place. Mr. Alberghini feels there is a lot of signage for the space. He stated he likes the signage package just would like to see them scaled down. He asked about the lighting for the signs and was informed the Monkey sign would have goose neck lighting, it was noted the rendering do not show the fixtures and was told that was because they are already some there. The monkey sign on Cambridge St will be LED defused lighting that is placed on the back side of the sign and bounces off the wall. The Circle sign will illuminate only with the red and white shining through. Mr. Alberghini stated he would like to have seen a night time rendering. He suggested with the exception of the Tequila Cantina Sign he would like to see more accurate renderings. Mr. McDonald stated Tequila Cantina is opening soon and there is a soft opening occurring now. Tony s is planning on opening in 6-8 weeks. A discussion about the best way the Board could visualize the size of the signs. The Tequila Cantina sign has already been fabricated and the applicant asked if they could install it. This was agreed upon with the understanding when the Board views it and if they feel it is inappropriate they will be required to remove it. Attorney Vaughan stated that was agreeable to condition. The applicant is seeking a Special Sign Permit pursuant to Article 7, Sections 2 (Special Sign Permits) and 4.i. (Wall Sign) of the applicable By-Laws to permit two (2) signs as follows. North Elevation - One Wall Sign to read Residence Inn Marriott with said sign to be 3-10 West Elevation - One Wall Sign to read Residence Inn Marriott with said sign to be 3-10 Proposed project signage is as shown on plans and application materials filed on May 16, 2017 with this Board and a copy of which is on file with the Town Clerk s office. Attorney Mark Vaughan introduced himself along with Todd Finard from NEEP Development and Tom Garrity. He explained he was in front of the Board because the Marriott Residence Inn building will be opening in the fall. He stated there are 4 signs to go on the building, 2 are compliant with the Zoning By-Laws and 2 require relief. He explained the North and West elevation are modestly sized and are the same dimensions. Mr. Moffatt requested clarification of the location of all the signs. Mr. Paccione questioned if there would be a sign request for the restaurant going into the hotel. Attorney Vaughan responded he has not seen any signage plan, but he is expecting to receive it. It will be a full service restaurant named Black and Blue from New York. Mr. Paccione stated he doesn t like raceway signage and it was explained with a raceway sign you only need to have the electricity into 1 point verses 20+ penetrations. He also feels the sign on the West elevation, facing the mall, seems close to the window especially on the night time view. He added the proportions seem ok, but wondered if it could be moved up away from the window. 4
Mr. Alberghini asked if it was to scale and was told the size of the sign is to scale to the size of the space. Hearing Open to the Public. No one present to speak for or against. Note the night time view dated 5-11-2017 doesn t represent the internally lite lighting as indicated on the construction detail. The Special Sign permit was granted with the conditions there are no other signs on the building even if by right with the exception of the proposed East and South Elevation signs as shown in the packet submitted.
