Fellowship for Health Quality Innovation The Phyllis Torda Memorial Fellowship for Health Quality Innovation, established as a capstone to NCQA s 25th anniversary celebration, funds research and activities that advance performance measurement and improvement, while cultivating health care quality leaders.
