Standards NENA i3: Text-to-9-1-1 is SMS based i3 supports multimedia messaging emergency service (MMES) MSRP with location PIDF-LO included in the SIP invite message ATIS: J-STD-110 defines the text flow from the point of origination through the TCC Defines TCC gateway to NG9-1-1 i3 protocol Defines the three text delivery methods: Direct IP, Web Interface, TTY What the ATIS Standard does not provide: MMS support Multi-targeted SMS text communication, Prioritization or Roaming Logging Until NG9-1-1 both ATIS and NENA i3 together are needed to ensure delivery of text from the originating point to the PSAP
TCC Text Control Center There are two TCC providers: Intrado and TCS Major carriers work with one TCC provider: Verizon Wireless - TCS T-Mobile - TCS AT&T - Intrado Sprint Intrado Both Intrado and TCS aggregate texts in their TCC and support carrier interoperability Other vendors have Terminating TCC (T-TCC) functionality and will receive text routed through Intrado or TCS
