Shilts 1129 BEACON STREET BROOKLINE, MASSACHUSETTS 02446 Telephone: (617) 277-1344 Facsimile: (617) 277-1344 Professional Commitment: second generation chiropractor attended every FCLB Annual Congress since 2002 (Chicago) attended most every District III & V regional meeting since 2001 (Portland, ME) fully paid my own expenses for every FCLB meeting from my own pocket (note: my state paid a portion toward attending the Montreal meeting) participated in a half-dozen NBCE Part-4 test committees, a Part-3 test committee and multitude of Part-4 examinations Leadership Positions: past treasurer of the Greater Boston Chiropractic Society over 12-years service (including chair) on my state s chiropractic licensing board current elected member (including chair) on my town s Board of Health (11-years) past president of a state environmental association (WRWA) Organizational Service (FCLB): attended all FCLB Annual Congress new attendee orientation breakfasts as chair of FCLB Ethics Task Force, authored white paper for developing greater ethics-based education and assessment within the chiropractic profession. This effort led in-part to the NBCE developing their E&B examination. authored the ethics-based educational standards accepted within the 2007 CCE Accreditation Standards for all U.S. chiropractic programs researched the recordkeeping standards across all FCLB jurisdictions in response to US government, OIG s troubling poor findings. This effort resulted in our FCLB documentation and recordkeeping model standard (Baltimore). authored & proposed four (4) sets of NBCE Bylaw/policy changes since the pivotal (Portland, OR) meeting. Each step has been incrementally planned, and required working with and developing a consensus of NBCE board members. authored complete revision of FCLB bylaws (Hollywood) attended all FCLB Annual Congress bylaws and resolutions meetings (Fridayafternoon sessions) authored FCLB CCCA program manual as chair of FCLB Model Practice Act task-force, authored completed 43-page document. Over a 7-year span, helped forge a favorable attitude from stakeholders in our profession for this project by using transparency and persistent stakeholder communications. authored FCLB PASSPORT program manual (pending board acceptance)
Community Service (MA): developed and implemented an orientation program for all new Massachusetts chiropractic licentiates. This effort led to a documented 74% reduction in complaints lodged against newly-licensed doctors. organized multi-stakeholder meeting of MA state legislators, gubernatorial administration, state s AG office, state insurance division, state licensing division, MA automobile insurance fraud agency, state chiropractic society, and our chiropractic licensing board to combat PIP-related insurance fraud. This effort resulted in new statutory laws requiring the licensing of chiropractic facilities in MA. Helped develop new state regulations on health-care facility licensing for chiropractic as well as physical therapy & massage therapy. authored seven (7) sets of public health regulations addressing a variety of topics including tobacco sales, work-place smoking, bodywork licensing, mandated recycling, and food establishment supplemental safety standards led the effort and authored the language accepted into Massachusetts state regulation (governing our state s health insurance exchange) that includes a provision to protect against a non-discrimination in health insurer providernetwork design. This state regulation codifies a direct nexus to the federal PHSA Title 42 USC c. 6A, 300-gg-5, 2706 provision. (aka: section 2706 ) led the effort to reverse an established prohibition in our state s Essential Health Benefit (part of the PPACA) that excluded child populations, ages 16 and younger, from having chiropractic insurance benefits. This issue was argued by health insurers before the Division of Insurance as a matter child public safety. Fortunately, this 2013 effort was successful and resulted in most every MA insurer abandoning their age-based exclusions toward chiropractic services. leading a current effort to include chiropractors within the MA Dept. of Public Health s regulations that oversee Concussion Management in school athletes Goal: to avail my leadership, knowledge, affability and skills to the FCLB in a greater leadership role (January 2015)
