Resource Persons Mr. Pardo indicated Behavioral Science Research (BSR) staff as resource individuals. Elizabeth Ross reminded members that all committee meetings are recorded and the meeting recordings are available to the public. III. Floor Open to the Public Ms. Kenneally opened the floor to the public with the following statement: Page 1 of 5

During the 2013 session, the Florida Legislature passed Senate Bill 50 which requires state, county and municipal boards to provide members of the public a reasonable opportunity to be heard on items and matters before the board. On items that are on today s agenda, members of the public have an opportunity to be heard concerning each of the items. If there is anyone who wishes to be heard, I invite you to speak now. Each person will be given three minutes to speak. Please begin by stating your name and address for the record before you talk about your concerns. The floor was opened to the public; there were no comments, questions, or concerns. V. Review/Approve Minutes of June 25, 2015 Meeting Members reviewed the meeting minutes of June 25, 2015; no changes were made. Motion to approve the minutes of June 25, 2015 as presented. Moved: Freddy Pardo Second: Lori Jordahl Motion: Passed VI. Membership All Elizabeth Ross reported that Morneque Moore-Ramos is interested in joining the committee. Staff is expecting her application before the next committee meeting. There are no non-compliant members. There are six vacancies on this committee. VII. Standing Business Partnership Report Elizabeth Ross Ms. Ross reviewed the July 13, 2015 Partnership Report (copy on file); there were no questions, comments or concerns. MSM Collaborative Update Alex Barros Alex Barros reported that the HIV Prevention 2.0 Capacity Training had over 40 people in attendance. Topics discussed were PrEP and npep, and the training provided tools to community based organizations on how to market PrEP. During the last meeting, David Forrest requested if Mr. Barros could provide a summary presentation on the HIV Prevention 2.0 Training. Mr. Barros referenced Creating New Revenue Streams for HIV Prevention 2.0 presentation (copy on file) and highlighted the topics discussed during this segment of the capacity training. Members briefly discussed the cost and funding streams of PrEP. The Florida Department of Health in Miami-Dade County (FDOH-MDC) co-sponsored a series of events for Miami Beach Brothers. The FDOH-MDC is in the process of drafting the 2015 MSM Fact Sheet. Mr. Barros stated that once the FDOH-MDC approves the fact sheet, he will distribute it to the community. Mr. Barros distributed the MSM Community Locations Guide (copy on file) that had 34 most frequented Miami-Dade County locations by MSM. Page 2 of 5

TRANSform Dade Update Alex Barros Francesco Duberli and Mr. Barros reported that TRANSform Dade selected Mr. Duberli as their interim chair. Their meeting is next week. VIII. New Business Update on Healthy Teen Exposition Lori Jordahl Last month, Lori Jordahl agreed to give the committee an update on the healthy teen exposition. Ms. Jordahl reported that the FDOH-MDC has completed HIV testing in 20 schools and had an eight percent (8%) positivity rate for Gonorrhea and Chlamydia. Ms. Jordahl participated in a conference call with other STD teams in Florida that would like to schedule listening tours. The first listening tour will be held in Jacksonville, Florida. The STD teams are also planning to administer a survey to providers to determine how STD teams can increase the community s utilization and engagement of their adolescent services. The Florida Public Health Association accepted FDOH-MDC s poster on the Healthy Teen Exposition; therefore, FDOH-MDC will present results on the Healthy Teen Exposition during the Florida Public Health Association annual conference meeting. Ms. Jordahl will receive new fact sheets on Chlamydia, Gonorrhea, and Syphilis. Ms. Jordahl agreed to present the fact sheets to the committee once they are available. M-DCPS Re-structuring Kenia Sanchez Last month, Kenia Sanchez stated that she would speak with Jen at the Miami-Dade County Public Schools (M-DCPS) Office of Student Services about M-DCPS employee changes. Ms. Sanchez stated that Mia LaFrance still works for M-DCPS and that M-DCPS replaced Chuck Miggliacio. M-DCPS confirmed they will continue to support the Healthy Teen Exposition. Ms. Sanchez also reported that M-DCPS will introduce their SMART sex health education curriculum to the schools. The 20 priority high schools will have additional requirements to follow. Ms. Sanchez reviewed the Florida Sexuality Education Law and Policy, and the State Policies in Brief-Sex and HIV Education (copies on file). Ms. Sanchez spoke with Susy Castillo at M-DCPS about encouraging M-DCPS to enact a policy that will require school principals to teach sex health education in the schools. Currently, M-DCPS does not require school principals to implement sex health education classes. Ms. Sanchez asked BSR staff if it would be feasible for the Miami-Dade HIV/AIDS Partnership to send a letter to the M-DCPS School Board asking that they require principals to implement a sex health education curriculum. Beth Hayden clarified that the Partnership cannot tell the M-DCPS School Board which sex health education curriculum to implement; however, the Partnership can send a letter to the M-DCPS School Board educating them on the perilous effects on adolescents of not having sex health education taught in schools. Ms. Ross further clarified that the Partnership is not limited to writing letters. If necessary, the Partnership can authorize the Partnership chair to speak with M-DCPS School Board members at their board meeting. The committee recommended that the Partnership write a letter to M-DCPS and that the Partnership chair request to be added to the M-DCPS School Board meeting agenda to discuss the importance and need for a comprehensive sex health education class in M-DCPS. Motion that the Partnership chair write a letter to M-DCPS to encourage M-DCPS to adopt a policy to require M-DCPS principals to include sex health education classes, and that the Partnership chair request to be added to the M-DCPS School Board meeting agenda to discuss the importance and need for comprehensive sex health education. Moved: Luigi Ferrer Seconded: Stephen Williams Motion: Passed Members asked that staff provide an update on this letter to the committee next month. Summary Presentation on HIV Prevention 2.0 Alex Barros Mr. Barros gave a report on this presentation during the MSM Collaborative Update. HIV Density Maps Sarah Kenneally Ms. Keneally reviewed the Florida Department of Health in Miami-Dade County, Density Surface Map per square mile Among Newly Diagnosed HIV Cases 2012-2014 (copy on file). The map indicates that most of the HIV cases in 2012-2014 were in northwest Miami-Dade and Cities of South Beach and Miami Beach. Ms. Hayden reported that the Ryan White Part A Program is sharing data with the Florida Department of Health AIDS Surveillance. Featured HIV Prevention Method: HIV Testing and Treatment for Inmates at Rikers Island Ms. Kenneally reviewed The AIDS Beacon s article, New Point of Service Program will Focus on HIV Testing and Treatment for Inmates at Rikers Island (copy on file). Members briefly discussed Miami-Dade County s jail linkage program and HIV testing initiatives for Miami- Dade County jails. Ms. Kenneally informed the committee that there is a new Department of Corrections and Rehabilitation contact. Kira Villamizar plans to meet with the new contact to discuss the jail linkage contract. Ms. Kenneally will find out more information on the jail linkage contract and report to the committee next month. IX. Announcements Ms. Ross reviewed the flyers (copies on file) in the packets. X.
