AMMU AND KASHMIR LEGISLATIVE ASSEMBLY SECRETARIAT JAMMU BULLETIN Wednesday, January 11, 2018 The House met at 10:00 A.M in the Jammu and Kashmir Legislative Assembly Hall, Jammu. Shri Kavinder Gupta, Hon ble Speaker in the Chair. At the commencement of the day s proceedings, Hon ble Members, Mr. Devender Singh Rana (NC), Mr. Abdul Majid Larmi (NC), Mr. Kamal Verma (NC) and Mr. Ghulam Muhammad Saroori (INC) waving banners supported by other Hon ble Members of the Opposition stood up from their seats and raised the issue regarding non activation of newly created Tehsils and Sub-Divisions in their respective Constituencies and demanded one-hour discussion in the House on the said issue. The Hon ble Speaker requested them to take their seats but they were not acceded and came into the well of the House. Subsequently, Mr. Abdul Rehman Veeri, Hon ble Minister for Revenue and Parliamentary Affairs stated that the Hon ble Members could raise the issue related to newly created Administrative units during the Demands for Grants of Revenue Department and the Government would give a detailed reply in this behalf. But the agitated Members were not satisfied with the reply of the Government and staged a walk out from the House in protest. Meanwhile, the Hon ble Member Chaudhary Sukhnandan (BJP) raised an issue of excavation of minings by the contractors in his Constituency. While replying, Shri Chander Prakash Ganga, Hon ble Minister for Industries and Commerce assured the House that he would examine the matter and take appropriate action in the matter. Subsequently, Hon ble Member, Er. Abdul Rashid (Indp) came into the well of the House and raised an issue of the shortage of staff at PHE Sub-Division, Handwara. In response, Syed Basharat Ahmad Bukhari, Minister for Horticulture endorsed the issue raised by the Hon ble

Member and assured that in the wake of its importance the matter would be examined by the Government at an earliest. STARRED QUESTIONS Out of 19 Starred Questions set down in the Question List, only 07 Questions were called and orally answered 18 Supplementary Questions were raised and answers given. Note: - A.Q. No. 864 at S.No. 8 and A. Q. No. 171 at S.No. 3 were taken up in clubbed form under the directions of the Chair. Un-Starred Questions Written replies to 17 Un-starred Questions set down in the Question list were placed on the Table of the House. Note: - (i) At this stage Hon ble Member, Sheikh Abdul Jabbar (NC) raised an issue regarding the death of a person due to the ongoing strike of doctors in SKIMS. He also alleged that the statement given by the Hon ble Minister for Health and Medical Education, the other day that emergency and OPD was functional there, is not based on facts. Meanwhile, Hon ble Members Mian Altaf Ahmad (NC), Mr. Mubarak Gul (NC), Mr. Abdul Majeed Larmi (NC) and Sheikh Abdul Jabbar (NC) demanded a statement from the Government about the reasons for suspension and attachment of the Director, SKIMS. While responding the issue raised by the Hon ble Member, Sheikh Abdul Jabbar (NC), Hon ble Minister for Health and Medical Education stated that the Government would conduct an enquiry in this behalf and as far as suspension of the Director, SKIMS is concerned, the matter is sub-judice but they were not satisfied with the reply of the Hon ble Minister and staged a walk out from the House in protest alongwith the other Hon ble Members of opposition except Hon ble Member, Shri Pawan Gupta(Indp). (ii) Hon ble Member, Hakeem Muhammad Yaseen (PDF) staged a walkout from the House in protest alleging that he was not allowed by the Chair to raise his issue.

(iii) Hon ble Member, Raja Manzoor Ahmad(PDP) also expressed his dissatisfaction over the reply of the Government in respect of his A.Q. No. 75 at S.No. 7 of the day s Question List and staged a walkout from the House in protest. (iv) Hon ble Member, Mr. Vikar Rasool Wani (INC) supported by Hon ble Members, Mr. Usman Abdul Majid (INC), Mr. Mohammad Amin Bhat (INC) and Shri Pawan Gupta (Indp) alleged that the Government had given wrong reply to A.Q. No 761 enlisted at S.No. 5 of the day s Question List and demanded that the Question be deferred. While pacifying the agitated Members, the Hon ble Speaker assured them that he would examine the matter and inform accordingly. PAPERS LAID ON THE TABLE OF THE HOUSE 1) Mr. Nayeem Akhtar, Hon ble Minister for Works on behalf of the Hon ble Chief Minister laid on the Table of the House a copy of the 4 th Annual Report of the State Vigilance Commission for the year 2016, as provide under Section 13 of Jammu and Kashmir State Vigilance Commission Act,2011. 2) Mr. Nayeem Akhtar, Hon ble Minister for Works on behalf of the Hon ble Chief Minister laid on the Table of the House a copy of the Jammu and Kashmir Public Property (Prevention of Damage) (Amendment) Ordinance, 2017 (Ordinance No. III of 2017), as required under Section 91 of Constitution of Jammu and Kashmir. 3) Mr. Abdul Haq Khan, Hon ble Minister for Rural Development, Panchayati Raj, Law & Justice laid on the Table of the House a copy of the Jammu and Kashmir Panchayati Raj (Amendment) Ordinance,2017 (Ordinance No. IV of 2017), as required in terms of clause (a) to sub-section (2) of Section 91 of the Constitution of Jammu and Kashmir. ZERO HOUR The following Hon ble Members raised their issues during the Zero hour: -

1) Adv. Mohammad Yousuf Bhat. 2) Shri Neelam Langah. Shri Bali Bhagat, Hon ble Minister for Health and Medical Education replied the points raised by the Hon ble Member. Note: - Mr. Nazir Ahmad Gurezi, Hon ble Deputy Speaker in the Chair. 3) Jenab Omar Abdullah. 4) Mr. Aijaz Ahmad Khan. 5) Adv. Bashir Ahmad Dar. Note: - (i) At this stage Mr. Abdul Haq Khan, Hon ble Minister for Rural Development, Panchayati Raj, Law & Justice replied the points raised by the Hon ble Member regarding alleged murder of a trader in Sopore. (ii) Hon ble Deputy Speaker directed the Government to furnish the action taken on the points raised by the Hon ble Members and the assurances thereof given by the Government in the House during Zero Hour. While responding, Mr. Abdul Rehman Veeri, Hon ble Minister for Revenue and Parliamentary Affairs stated that a copy of the action taken report on the assurances would be made available to the Hon ble Members concerned. 6) Hakeem Mohammad Yaseen. 7) Mr. Ali Mohammad Sagar. Note: - On the issue raised by Hon ble Member, Mr. Ali Mohammad Sagar, the Hon ble Deputy Speaker directed the Government that pending enquiry, the Director SKIMS should be reinstated. 8) Shri Satpaul Sharma. 9) Mr. Abdul Rahim Rather. 10)Ch. Drabu, Hon ble Minister for Finance presented the Annual Financial Statement for the year 2018-2019. PRESENATTION OF STATEMENT OF SUPPLEMENTARY EXPENDITURE FOR THE YEAR 2017-2018. Mr. Haseeb A. Drabu, Hon ble Minister for Finance presented the statement of Supplementary Expenditure for the year 2017-2018 and delivered the Budget Speech. Thereafter a copy of the Budget speech was placed on the table of the House under the orders of the Chair. The House then adjourned to meet again on Friday, the 12 th of January,2018 at 10:00 hrs.
