Licensing Act 20 General Prohibition It is prohibited (amongst others) to keep spirits or foods containing spirits for sale in vending machines to sell alcoholic beverages to observably drunken persons to sell non-alcoholic beverages solely on condition that alcoholic drinks are ordered too, or to increase the price if no alcoholic drinks are ordered Seite 13

2. Problems linked to legal age limits Seite 14

Legal Problems Existing laws should be more clear-cut there are: - to many different age limits and - to many exemptions Constitutional changes are necessary - Mystery shopping is not allowed in accordance with the constitution Seite 15

Costs and Societal Attitude But more important The enforcement fails because, - it is personnel-intensive > cost-intensive - parts of society are playing down the negative consequences of alcohol consumption - some media and lobbys jointly insinuate a climate of prohibition Seite 16

but: Growing awareness of risks of juvenil alcohol consumption, particularly Binge drinking Alcohol related coma and deaths of young people Alcohol related violence Seite 17

and: Growing awareness of the need for special action in order to reduce alcoholrelated problems among young people. Particularly by establishing new practices within the communities reducing the availability of alcohol for young persons enforcing existing laws achieving the support of relevant media informing the public Seite 18

3. New Approaches and Advancements Seite 19

Governmental Approaches The government is discussing a new alcohol strategy which will be integrated in the German Drug Action Plan - this, as a fact on its own, is a signal - one strategic goal discussed is age limit 18 years for all alcoholic beverages - campaign directed to retailers: Protection of minors - We stick to it! Seite 20

Further Legal Approaches - No sales of alcoholic beverages at gas stations (Länder responsibility) - Abolition or modification of the parents privilege and the definition of the status Person with Parental Power (constitutional change) Seite 21

Municipal Approaches Multidisciplinary initiatives Awards for innovative municipal prevention projects and programmes, which are integrating structural and behavioural elements The project HaLT (evaluated). Cooperation between hospitals, youth welfare services, families, municipal administration, festival organisers, schools and police. Media support Seite 22

Municipal Approaches Seasonal approaches Carnival: No nips for nippers. Cooperation between municipal administration, enforcement authorities, retailers, gastronomy and schools, supported by media in order to reduce the availability of alcohol for young people. Wine and beer festivals ( Oktoberfest ) Implementable instruments and actions: - differently colored admissory wristbands according to age - forward displacement of controls to counteract predrinking - parallel alcohol-free youth events and festivals Seite 23

Enforcement Authorities Police and enforcement authorities Strict enforcement of JuSchG, GaStG: - Age limits, Licensing, Opening Hours, Fines forward displacement of controls to counteract predrinking Alcohol free zones Parents of children and adolescents who attract attention in the public because of alcohol consumption shall receive a warning notice Seite 24

Sports Cooperation with sportsclubs. Campaigns during the World Championship Activities during the Addiction Awareness Week The German Soccer Association (DFB) published guidance principles for ban of alcohol in football stadiums Seite 25

Commerce and Civil Sector Supermarkets Strengthening enforcement of JuSchG Cooperation with supermarkets (making age control easier) Implementation of age control disks at cash desks Introduction of cash boxes which automatically require the birthday of the purchaser buying alcohol Local network activities Cooperation of the youth welfare and the addiction prevention system Parents initiatives against flatrate parties Toxin Hotlines and Websites Warnings of intoxication potential of alcohol Seite 26

Alcohol Industry Campaigns I am under 16/18 and I am alcoholfree! This is a remarkable and mature attitude, and therefore we are glad to support the campaign of the German Brewers Seite 27

Alcohol Industry Campaigns Protection of Minors -Campaign of the German Brewers Association: Those who drink beer and beermix-drinks and are aged under 16 or sell beer or beer-mix-drinks to people aged under 16 will be punished by chamomile tea not less than 10 cups. Really! Seite 28

4. Conclusions Seite 29

Conclusions Achievements public awareness political will Challenges changes in law costs joint strategy of the different stakeholders Seite 30

Conclusions Too much Belief in behavioural interventions Too little Lack of one clear message Seite 31

Thank you for your attention! Seite 32
