Services- The contractor shall provide State and Local agencies face-to-face interpreting services, written translation services, and over-the-phone interpreting services (client-emergency basis only) on an as needed basis. Over-the-phone interpreting services (client-emergency basis only) cannot exceed 5% of total interpretation provided under this contract. The services provided are for consecutive and simultaneous interpretation, summarization and sight translation. Interpreters are to be able and skilled to respond to both. 2. Population- The specifics of the interpreting and translation services may be impacted if the service is provided for a member of the state s refugee population. A refugee is legally defined as a person who is outside his or her country of nationality and is unable to return due to a well-founded fear of persecution because of his or her race, religion, nationality, political opinion, or membership in a particular social group. Newly arrived refugees are a often a unique population with specific needs that frequently differ from other non-english speaking populations. Refugee Population: Contractors providing services for the state s refugee population are to have access to at least one interpreter for 80% of the following priority languages: Arabic (Iraqi, Sudanese) Chin Nepali (Bhutanese) Rohingya Somali Farsi Kinyarwanda Tigrinya Burmese Korean Karen Tamil Karenni

Testing and Training Plan- In addition to the training/certifications that interpreters may independently possess, contractors are to have an established testing and training plan in place for the interpreters they employ or contract with. At a minimum the plan shall seek to: develop objective language tests that screen prospective interpreters for competent ability to perform in both English and in each interpreter s target language(s) and assign only qualified interpreters to requestors of services develop interpreter skills programs and require that all interpreters complete annual skills development instruction. specify the number of interpreting/translation hours, number of hours of required continuing education/training hours, etc. For medical interpreters, vendor shall require interpreters to participate in the nationally recognized, 40 hour Bridging the Gap Medical Interpreter Training (with 60 hours required in 2016) or similar at least once a year. For interpreters used in Legal situations, the Vendor shall encourage each qualified interpreter to seek certification as an interpreter through tests approved by the National Center for State Courts (NCSC), the National Association of Judiciary Interpreters and Translators (NAJIT), the National Consortium of Interpreter Education Centers (NCIEC), the Administrative Office of the United States Courts, or any other entity that purports to certify foreign language interpreters. 4. Administrative Support- Contractors are to have strong administrative support in place with at least one person identified as the main interpreter coordinator, and a clear system in place for feedback/accountability. 5. Background Check- Contractors are to perform annual criminal background checks on all interpreters providing educational services (K-12) under this contract. Contractor must be able to provide documentation of an annual criminal background check upon request (UCA 53A-3-410). Per Utah Code 53A-3-410 a School District, Charter School shall request a background check. Those that are going to be working with the schools must go through the schools requirements for obtaining that background check which does require the submission of fingerprints to Bureau of Criminal Investigations and Technical Services Division (BCI) of the Utah Department of Public Safety. The school would determine the cost to the applicant and pass along any fees to BCI who will then pass along fees to the FBI. This includes contractors. Translators/interpreters that provide services offsite must abide by the requirements of that school or district. 6. Spanish Interpreting- When interpreting Spanish the contractor will be required to use Utah State Department of Human Service s Spanish English glossary. This glossary can be located at http://hs.utah.gov/overview/glossary-2/.

Travel- If requested services are farther than 100 miles from contractor s place of work, the contractor will be reimbursed at then-current State per diem rates. It is required for the contractor to inform the agency at the time the services are scheduled for the need to utilize per diem/travel expenses. 8. Curricula of Instruction- Vendor shall seek to develop and have available to requesters of services, curricula of instruction in diversity and in effective use of interpreters. 9. Reporting- In addition to the Mandatory Quarterly Reports, the Vendor shall make available management reports to assist in efforts to improve quality of interpreter services, to deliver more effective and efficient services, and to reduce costs. a. Costs and frequency of use by language; b. Such other reports as will assist in efforts to improve the quality of service. c. feedback results from providers and clients 10. Performance Evaluation- Vendor shall design and execute an interpreter performance evaluation process that includes input from users of their services. 11. Medical Interpreters- Medical Language Interpreters providing services in Spanish, Russian, Bosnian, Mandarin, Cantonese, Navajo, and Somali are to have both a Utah certificate: (http://www.dopl.utah.gov/licensing/medical_language_interpreter.html), and a copy of the Medical Interpreter s Bridging the Gap certification. Medical Translators are to be certified. Rule R156-80a-203a requires that "an applicant for certification shall complete and pass the Bridging the GAP (BTG) Interpreter Training program with a minimum passing score established by CCHCP." Bridging the Gap training and DOPL certification are required for Medical interpreters providing services in one of the certification listed languages. However, since Statute does not allow for languages not listed in UCA 58-80a-303(1) to receive certification as a Medical Interpreter, Medical Interpreters providing services in another language are required to provide evidence of similar annual training.
