Marion County Board of Health Meeting Minutes December 18, 2012 7:00 P.M. Board Members Present: Richard Haney, Mike Morton, Tom Turner, Keith Kessler, Elizabeth Franczyk, Stan Morrison, Paula Strother, and Creighton Engel. Others Present: Lori Ryan, Administrator; Melissa Mallow, Environmental Health Director; Shelley Yoder, Director of Nursing; Tara DeWitt, Health Educator; Cathy Hays, Administrative Secretary; and Will Doolen, WJBD Radio. I. CALL TO ORDER The Marion County Board of Health met on December 18, 2012, at the Marion County Health Department, Salem office. Tom Turner called the meeting to order at 7:00 p.m. II. QUORUM A quorum of eight board members were present. III. MINUTES Tom Turner made a motion to accept the September 18, 2012, quarterly Board of Health meeting minutes as presented; Mike Morton seconded the motion. All were in favor; none opposed. The minutes were approved. IV. SPECIAL ORDERS a. New Board Appointments Letter from County Board reappointed Dr. Stan Morrison for December 1, 2012 November 30, 2015. New appointment of County Board Representative Dr. Creighton Engel for December 1, 2012 - November 30, 2013. V. FINANCIAL REPORT Turner called for a review of the financial report. Lori Ryan reported the cash flow balance at the end of the 4th Quarter is $750,450.99. The revenue for the end of the 4th Quarter was $1,185,739.68, 105.33% of the budgeted amount. Expenditures for the end of the 4th Quarter is $1,235,218.52 which is 116.26% of the budget. Expenditures over revenue was $49,478.84. Mortgage was paid off, budgeted $23,050.00; pay off was $140,781,22 / Difference of $117,731.22. All were in favor; none opposed. The financial report was approved. Mike Morton made a motion to put $50,000 into the building fund. Dr. Morrison seconded the motion. All were in favor; none opposed. $50,000 will be transferred into the building fund. Discussed the possibility to purchase lots to the south of the Health Department for additional parking; will table until a further meeting. VI. NEW BUSINESS a. Activities: 1. Health Education: Tara DeWitt, Health Educator Heart Smart for Teens - The 1st nine weeks started Thursday, Nov. 8th at Franklin Park Middle School targeting 6th and 8th grade girls P.E. classes. The girls are targeted because the grant is through the Office of Women's Health. We are reaching 55 girls this 1st nine weeks. The Salem Times Commoner featured the Heart Smart for Teens program on their front page. Tobacco - New objective this year, to target the disparity group working toward their GED with Quitline information. This quarter, posters were made with Quitline information and distributed to 7 locations that work with people who are in this disparity population. Posters and Quitline cards were delivered to: Youth Build, Civicorp, Workforce Center, Salem Kaskaskia Center, Family Success Center, BCMW and Kaskaskia College. Page 2 of 8
CADEA - The CADEA Coalition participated in the Great American Smoke Out by providing 420 handouts for 1s t- 3rd grades at Jordan & Schiller School; 1,100 for Centralia area schools 5th - 8th and Centralia High School Freshman class. The handouts were provided by Marion County Health Department. The purpose of the GASO is to encourage users to stop using tobacco for at least a day. The handouts had an age appropriate student side that provided information on Tobacco Health issues, SHS, the Social Norm, how Tobacco Companies Target Youth and Quitline information. The parent side gave Tips on How to Quit, Staying Quit, the Health Benefits of Quitting and Quitline information. Ms. DeWitt left Quitline Cards for your business. 2. Environmental Health: Melissa Mallow, Director of Environmental Health West Nile Virus Illinois has had 278 human cases in FY 12; there have been 10 deaths. Marion County has had no positive human cases, horses, birds or mosquito batches. Smoke Free Illinois The health department has received smoking complaints against 6 facilities in Marion County. Sherry s Sports Bar (Sandoval), Crossroads Bar (Sandoval), AC Pitstop Bar (Walnut Hill), Downtown Lounge (Centralia), Bill s Breakfast Café (Sandoval), and Marion County EMS (Salem). All of the restaurant/bars were inspected after the health department received the complaint. The inspector informed the business of the complaint, verified compliance with the law and educated the facility about the importance of complying. The Marion County Health Department did not issue any smoking citations. In 2012 the Centralia Police Department issued smoking citations to individuals and business Skipper s Inn, Downtown Lounge and Manning s Bar. Page 3 of 8

Breastfeeding Progress: Breastfeeding initiation with a goal of 85% The calculations are based on clients enrolled prenatally with information on breastfeeding obtained during infant s certification visit. Centralia: 75% in Sept, 75% Oct, 75% in November Salem: 40% in Sept, 69% Oct, 50% in November 6 month duration with a goal of 50% Centralia: 21% in Sept, 18% Oct, 18% in November Salem: 24% in Sept, 7% Oct, 8% in November 12 month duration with a goal of 15%. Centralia: 13% in Sept, 0% Oct, 0% in November Salem: 11% in Sept, 17% Oct, 0% in November Bright Smiles: The health department at both Salem and Centralia locations are now offering a new service to clients from 6 months up to 3 years of age. All children 6 months up to 3 years of age who are being seen through WIC will be screened by the WIC clerk using a standard assessment form. If the child has teeth, the parent may give consent to have fluoride varnish applied to their child s teeth at the end of the WIC visit by the nurse. The nurse will complete the dental assessment and apply the varnish, which may be applied up to three times a year. We are able to bill Medicaid for the service and receive $26.00 for each application of fluoride varnish. Fluoride varnish is a material that is painted on children s teeth to help the teeth remain healthy and stop cavities. Fluoride varnish may also help stop cavities that have already started. Fluoride varnish makes the teeth hard. The stronger the teeth the less chance the child will get cavities and tooth decay. All nurses applying the varnish have completed an on-site training accredited through the American Academy of Pediatrics. STD Testing: 9 HIV tests were done this quarter with no positive results. 32 GC and Chlamydia tests were done with 2 positive results for Chlamydia and 2 positive results for GC. 18 syphilis tests were done with 1 positive result. STD Testing Report from IDPH: From January through September 2012 Marion County Health Department completed 83 urine tests for GC and Chlamydia. 18 or (21.7%) were positive for Chlamydia. 5 were positive out of the 15-19 yr. age group, 8 were + out of the 20-24 yr. age group and 5 were positive out of the 25-29 yr. age group. 4 or (4.8%) were positive for GC. 2 were positive out of the 15-19 yr. age group and 2 were positive out of the 20-24 yr. age group. Lead Poisoning Prevention Services: 4 th Quarter, 158 lead tests were completed. 9 children are currently being followed for lead poisoning case management services. 1 lead nursing home visit was conducted this quarter. 1 child had chelation treatment due to high lead level of >45ug/dl. Communicable Diseases: This quarter 88 communicable disease reports were investigated. Out of those investigations 81 cases met criteria to be reported as cases. The following were counted as cases. 42-Chlamydia, 6-GC, 11-HCV, 4-RMSF, 4-salmonella, 4-chickenpox, 1-erlichia, 2-HBV, 2-syphilis, 1-norovirus outbreak. This year Ms. Yoder has currently investigated 15 Salmonella cases. 7 of the cases were children and 8 cases were adults. Was an increase of 88% over the number of cases reported in 2011 (8). The specimens are DNA fingerprinted by the IDPH lab. The genetic DNA fingerprints help to identify similarities in the strains. Yoder noted some similar DNA numbers and have contacted the communicable disease section at IDPH with the DNA and case numbers. IDPH reviewed the information and contacted Ms. Yoder with their findings on December 18, 2012. The lab determined that the 2 different DNA patterns were 96.3% similar, so the cases could be related. IDPH requested a hypothesis questionnaire to be completed on the December 2012 case and on any future cases to try to pinpoint the causative agent. TB Monitoring: 2 clients required screening for TB this quarter d/t either a positive TB skin test or from being a new nursing home resident with a history of being an old + TB reactor. Lab Testing: 149 lab draws were conducted this quarter for clients requesting lab services. Off-site Influenza clinics: 27 off-site clinics were scheduled and 342 influenza shots were administered at those clinics. A total of approximately 1,614 influenza shots are anticipated to be administered this year. The health department continues to offer on-site walk-in flu clinics for adult clients and continue to schedule appointments for pediatric clients at both of our offices. (approximately 1,564 have been administered) Out reach: On Saturday November 3 rd, Yoder along with employee, Cheryl Back, attended the St. Mary s Good Samaritan Health Fair. The fair was held at the Centralia High School Gymnasium. An exhibit table was set up and health information was provided as well as flu shots being administered. 32 shots were given at the fair. Shelly Yoder would like to thank Dr. Franczyk for completing the bright smiles training as well as signing our standing orders for immunizations and other services we offer, VFC enrollment and recently helping clients needing Zostavax vaccine by signing the applications through the Merck patient assistance program for those who qualify. Ms. Yoder also would like to thank Dr. Aziz for signing all of our individual CXR orders for each client that is screened d/t a positive TB skin test, as well as signing our adult service orders. The health department could not do our jobs without their assistance. 4. Administration: Lori Ryan 1. Credit / Debit Card Processing The Marion County Health Department is now ready to accept debit / credit cards. The health department has contracted with Govpaynow. The client will be charged a small fee for that service, with the health department not incurring any charges. Govpaynow will send a monthly check for services rendered. 2. Insurance Billing Ms. Ryan has signed a contract with UPP Technology Inc. to get Insurance contracting in place of Blue Cross / Blue Shield and United Health Care Cost. $500.00 per successful contract. 3. Health & Wellness Committee and Policies As of October 1, 2012, the Marion County Health Department in Salem and Centralia are Smoke Free Campuses. The health department is starting a Health & Wellness Committee in January, the committee comprised of staff members working to encourage employees to be health conscious. Examples are: walking during breaks and healthier eating habits. 4. 2014 Grants Application Administration has written three grants for 2014. The Vector Grant, Local Health Protection Grant, and Lead. b. Insurance Committee 2013 As of meeting date Tom Champion does not have information on 2013 Insurance rates. A committee of Tom Turner, Stan Morrison and Keith Kessler will be notified when rates are available and a Luncheon Meeting will be scheduled. Page 7 of 8
Richard Haney requested the March 19, 2013 Board of Health Meeting be moved to March 26 th, as he will be out of town. Tom Turner made a motion to accept date change and Stan Morrison seconded motion. All in favor; none opposed. The March meeting has been changed to March 26, 2013. VII. CLOSED SESSION Closed Session was not needed at this time. VIII. ADJOURNMENT Tom Turner made a motion for adjournment at 7:25 p.m.; Keith Kessler seconded the motion.
