1. INTRODUCTION 1.1 NOSA COMPETITION CRITERIA TO BE FOLLOWED DURING AWARDS During preparatin fr NOSA reginal cmpetitins, the fllwing criteria shuld be fllwed t determine the cmpetitin winners. Reginal banquets shuld nrmally take place well befre NOSCHON f each year t enable Reginal SIC winners t be cnsidered fr the Internatinal Cmpetitins and NOSCAR status. The review perid fr Reginal cmpetitins will be frm 1st April t 31st March f the fllwing year. Banquets will be arranged at the discretin f the Reginal Manager f each regin and all eligible clients shuld be cnsidered in the cmpetitins. Regins may decide whether they will award third places and secnd places per categry r nly winners. Hwever, nly eligible first place winners may be entered int the Internatinal Cmpetitins. Current NOSCAR cmpanies may nt enter a system and prgramme cmpetitin. Individuals perfrmance recgnitin awards are pen t all cmpanies that have a valid grading. Internatinal NOSA peratins and NOSA Reginal peratins may submit eligible entries directly int the Internatinal Cmpetitins n the basis f ne eligible entry per cmpetitin frm each cuntry where NOSA audits have taken place. 2. SYSTEM COMPETION BASED ON THE SIC S 2.1 QUALIFYING CRITERIA SYSTEMS COMPETITION Cmpanies must cmply, fr the perid f expsure, with the fllwing minimum qualifying criteria t be able t enter the systems cmpetitin. They must - Satisfy the criteria fr the NOSA Five Star System; the NOSA Integrated Five Star System r the NOSA Integrated and Aligned Five Star System. Achieve a valid rating. Experience n fatal accidents. Experience n diagnsis f an irreversible ccupatinal health case. Fr the NOSA Integrated System cmpetitins, experience n majr envirnmental incident. Achieve the highest effrt scre and star grading utcme, prvided that all entries int the Internatinal Cmpetitin shall als meet NOSCAR criteria. 2.2 SECTOR INDUSTRIAL CATEGORIES (SICS) Entries int the systems cmpetitin shuld be per system, per SIC. In ttal, 18 winners can be annunced in the NOSA Five Star System; 18 winners in the NOSA Integrated Five Star System and 18 winners in the NOSA Integrated and Aligned Five Star Systems. Internatinal NOSA peratins and Reginal NOSA peratins may submit eligible entries directly int the Internatinal Systems Cmpetitin n the basis f ne eligible entry per system, per SIC and per cuntry utside the brders f RSA. The winners f each internatinal SIC cmpetitin shall receive a first NOSCAR award at NOSHCON prvided that that each winning entry als meets all NOSCAR criteria fr bth effrt and experience. Cmpanies that have achieved NOSCAR status may nt cmpete in this sectin. The prgrammes cmpetitin ffers five rutes, namely the NOSA Five Star System rute (green); the NOSA Integrated Five Star System rute (platinum); the NOSA Integrated and Aligned Five Star System (three-dimensinal platinum), NOSA Vetting Systems, and NOSA Cntractr Evaluatin System. QUALIFYING CRITERIA FOR THE NOSA PROGRAMMES COMPETITION Cmpanies entering the NOSA prgrammes cmpetitins must cmply with the minimum qualifying criteria fr each applicable cmpetitin. In additin they must: Recrd n diagnsis f an irreversible ccupatinal health case (excluding NIHL). INDIVIDUALS PERFORMANCE RECOGNITION AWARD Only NOSA client cmpanies individuals, including NOSCAR cmpanies individuals, wh have a valid star rating can participate fr the perfrmance recgnitin awards. Other recgnitin and special awards may be made at the discretin f each Reginal Manager. Hwever, nly the individual awards listed in this sectin may be entered int the Internatinal Cmpetitin. The Reginal Manager will be respnsible fr awarding the individual awards f the year in his/her regin. 4.1 OBJECTIVES The purpse f the perfrmance recgnitin awards is t identify and reward the: best individuals fulfilling a functinal rle best cmpanies n a reginal and internatinal level and internatinally utstanding publicatins and ther media prmting safety, health and envirnmental risk management in the wrkplace, ver the expsure perid. Nminatins frm cmpanies audited by NOSA Internatinal peratins shuld be frwarded t the mst senir manager f the relevant NOSA internatinal peratins fr entry directly int the Internatinal Cmpetitin. 4.3 CRITERIA Nminatins fr individual perfrmance awards may be made frm a reginal level. The winners will be annunced at the reginal banquets. Reginal winners will autmatically qualify fr the internatinal perfrmance awards. Nminatins and mtivatins shuld be submitted by the Reginal Managers and internatinal peratins t the Managing Directr NOSA. Bth NOSA Reginal Managers and Internatinal NOSA peratins shuld frward the winner f each sectr r tp achievers in each sectr in the case f NOSA internatinal peratins t the MD f NOSA fr entry int the internatinal tp Cmpany Recgnitin Awards. 5.2 MINING SECTOR This will be the typical mining cmpanies and peratins e.g. surface mining, undergrund mining, marine mining, etc. 5.3 COMMERCIAL SECTOR This will be the typical cmpanies wrking with service related activities e.g. warehusing, strage, distributin, administratin, etc. 5.4 MANUFACTURING SECTOR This will be the typical cmpany wrking with prduct related activities e.g. manufacturing and prcessing f prduct. Specific minimum criteria: Achieve a platinum grading during perid f expsure Attain scres and utcmes amngst the tp 30 within a reginal unit Have experienced n fatalities, n diagnses f irreversible ccupatinal health cases and n majr envirnmental incidents during the perid f expsure 6. QUALIFICATION FOR NEW NOSCAR STATUS Criteria fr NOSCAR: DIFR less r equal t 0.8 and all the ther HSE severity rates within NOSCAR limits Effrt scre f 95% r higher. There are tw rutes t btain NOSCAR status: Cmpanies must be audited n the NOSA Five Star System, the NOSA Integrated Five Star System r NOSA Integrated and Aligned Five Star System. They must have a valid grading (grading is valid fr 12 mnths) 1. Cmpany must cmply with NOSCAR incident rating and effrt scre criteria and win the internatinal cmpetitin in their specific sectr industry categry. Each regin in Suth Africa will have an annual banquet where a cmpetitin will be held fr the different sectr industry categries (SIC). The winners f each SIC reginally g frward t the internatinal cmpetitin and the best cmpany per SIC are then chsen as the tp winner fr that specific SIC. 2. Cmpany must maintain NOSCAR criteria fr 3 cnsecutive gradings. The cmpany then qualifies fr NOSCAR status. The cmpany btaining their first NOSCAR thrugh this rute will be awarded NOSCAR status during the NOSCAR banquet f that specific year. (Cut-ff date end f March f each year) Nte that cmpanies wh hld NOSCAR status n lnger have t be audited n a calendar year basis; the grading can be dne anytime during the year within a year f the previus grading date. NOSCAR awards will n lnger represent calendar years, but will rather represent the past twelve mnths. Cut ff dates fr NOSCAR awards will be March f each year. Lsing a NOSCAR: If a cmpany des nt meet the NOSCAR criteria during an audit, the cmpany has three years in which t regain their status, withut ging thrugh ptin 1 and 2 abve. If three years has lapsed, a cmpany must meet either ptins 1 r 2 befre btaining NOSCAR status again. 7. FAQ s ABOUT NOSCAR AWARDS 1 When are NOSCAR awards issued? At NOSHCON fr winners f the internatinal SIC cmpetitins and thereafter at the NOSCAR banquet. 2 3 4 5 6 7 Hw can a cmpany achieve a NOSCAR award? Can a cmpany just shift their audit date a bit t exclude an excessive experience rating during the 3 year cycle when they are attempting t achieve their first NOSCAR award? Will a cmpany be eligible if they scheduled their 3 successive audits at intervals f 12 15 14 mnths t achieve their first NOSCAR award? S when shuld the cmpany trying t achieve their first NOSCAR schedule their audits? Is the NOSCAR status valid immediately after attaining the effrt and experience criteria fr the 3 rd successive audit? What is meant by the cutff date fr NOSCAR audits? There are actually tw pssible ways. The first is by attaining all the required effrt and experience criteria fr three years in successin. The secnd is by winning the Internatinal SIC cmpetitin n yur cmpany s categry. N cmpanies may nt try and use lphles such as that t exclude DI s and remain in the game as this will exclude their results and they will have t start the 3 year cycle all ver again. N, because that wuld mean that the auditrs 12 mnth review perid used at each audit wuld result in gaps that were nt audited during the 3 year perid. They shuld schedule grading audits every 12 mnths. A slight verlap (nt exceeding a mnth) in review perids wuld be acceptable but a gap f a full mnth r mre wuld nt be acceptable. The NOSCAR status may be displayed as sn as the audit utcme has been apprved, hwever, NOSCAR awards shall nly be handed ver at the next NOSCAR banquet. What wuld happen if a cmpany was successful at its 4th NOSCAR grading audit n 9 April 2009 but then fails t meet the requirements 12 mnths later at a grading audit that takes place n 8 April 2010? S when shuld an existing NOSCAR cmpany stp displaying the NOSCAR status publically n the exterir f their premises? What expsure perid shuld I use t calculate the incident frequencies? Hw can a cmpany regain its NOSCAR status after it has been lst? Hw many times can the cmpany attempt t regain its NOSCAR status? What will happen if a cmpany gets its 8th NOSCAR in 2007, then des nt meet the criteria in 2008, then attains the criteria again in 2009? In that case the cmpany results shall be entered int the next perid i.e. 1 April 2010 31 March 2011 and be eligible fr the 2011 NOSCAR banquet awards. It is an award fr a past achievement. Hwever, the cmpany may display the NOSCAR status n their HSE Perfrmance NOSA bard and fly the NOSCAR flag until the fllwing NOSCAR Award banquet, subject t certain cnditins. If the cmpany experienced a fatality after the last grading audit, it shuld nt display the NOSCAR status r the NOSCAR flag publically n the exterir f its premises. (The certificate and trphy may always be displayed inside the cmpany premises). If the NOSCAR cmpany lses its NOSCAR status thrugh nt achieving the required effrt and experience at a NOSA grading audit it may nt display the NOSCAR status r the NOSCAR flag publically n exterir f its premises. (The certificate and trphy may always be displayed inside the cmpany premises). Yes - The cmpany will still receive the award but NOSA wuld strngly discurage the cmpany representative frm publically walking up t cllect the award at the award ceremny. We wuld rather slip the award t the cmpany quietly. The cmpany shuld attend the May 2010 NOSCAR banquet and cllect their NOSCAR trphy and certificate. Hwever, the cmpany shuld nt display the NOSCAR status publically n the exterir f their premises because they lst that status at the last audit that tk place n 8 April 2010. Hwever, the cmpany may always shw their certificate and trphy t the rest f the Wrld because that is an award fr a past achievement. They shuld remve the NOSCAR status immediately after a wrk related fatality ccurs. (In fact, it is a sign f respect t actually cver up their grading status immediately n their HSE Experience Grading Bard). They shuld als remve their NOSCAR status as sn as it is cnfirmed that the cmpany has failed t meet the NOSCAR effrt and experience criteria at an fficial NOSA grading audit. Only use the 12 calendar mnths (r multiples theref) immediately preceding the mnth f the audit. E.g. If the audit takes place in July, then yur expsure perid shuld be 1 July 30 June. The cmpany can reschedule anther full grading audit at the earliest pprtunity afterwards when it feels that they will be able t meet the criteria again. If successful at that audit, then they will receive their NOSCAR award at the next NOSCAR banquet. The cmpany may attempt several further grading audits, hwever, it nly has a 3 year windw f pprtunity t attain the criteria again thrugh an fficial grading audit. In this instance the cmpany wuld nt attend and receive the NOSCAR award at the banquet after the audit in 2008.
