Foreword On behalf of Dumfries and Galloway Alcohol and Drug Partnership (ADP), I am pleased to present our 3-year Strategy for 2017 2020. The strategy aims to encourage more responsible use of alcohol, reduce drug related harm and to ensure that those most affected, including their families, have access to the help they need. In order to achieve the aims of the Strategy we will work closely with partners, with service users and families to make sure that services are delivered in ways which best meet the needs of those affected wherever possible. The past 2 years have not been without challenge, particularly around resources and much of the learning from this period had been incorporated in to the current Strategy. For example, we have been able to expand out evidence base as a result of significant pieces of review work that were completed in 2015 and 2016. This has allowed us to consider new opportunities around the commissioning of services and how we can embed the principles of co-production into our new Commissioning Strategy. This will be a significant piece of work that we will take forward during 2017 and 2018 and which we hope will result on a more collaborative approach where service users and their families have a greater say in the he services that are provided. Similarly, we have brought greater focus in the Strategy to areas such as alcohol licensing and communication and, again we will take these forward during 2018. The Strategy will also see us bring greater focus to some of the more challenging areas of performance around Alcohol Brief Interventions and alcohol related deaths, where we will explore ways of addressing these challenges though closer working with partners and by engaging with those most affected. As we move forward our Strategy will be the subject of continuous review by the ADP Executive Group to ensure that we are delivering on the commitments we have made. This will be monitored through a series of detailed yearly work plan setting out the priorities that will be addressed. We will also ensure that progress is regularly reported to the Dumfries and Galloway Integration Joint Board. In developing this Strategy, we have worked with a wide range of partners, supporting organisations and service users, all of whom made significant contributions to the process that led to this document and I would like to extend my thanks to all of those involved. I firmly believe that the Strategy will allow us to move forwards and to make a significant difference to those most affected by substance abuse and its wider impacts. 1. Introduction 1.1 Background Dumfries and Galloway Alcohol and Drug Partnership (ADP) was established in 2009 to bring together a range of agencies and organisations working together to tackle the harmful effects of drugs and alcohol. The ADP is responsible for commissioning evidence based person centred treatment and recovery focussed services to meet the needs of drug and alcohol users across Dumfries and Galloway as well as coordinating prevention and education initiatives to the wider population. This strategy will be underpinned by annual work plans which will be continuously reviewed and adapted to meet the local and national outcomes and targets. 1.2 Aim The aim of the Dumfries and Galloway Alcohol and Drug Partnership (ADP) is to encourage the people living in our communities to have a responsible relationship with alcohol and to reduce drug related harm. Underpinning this aim is a set of values which shape the way D&G ADP operates. Diversity, Equality and Inclusion Empowerment Evidence based decisions Promoting recovery Quality Improvement Service user participation 1.3 National Context The ADP is directed by the outcomes provided in the Scottish Government s Drug Strategy The Road to Recovery (2008) and Alcohol Plan Changing Scotland s Relationship with Alcohol. (2009) Health People are healthier and experience fewer risks as a result of alcohol and drug use. Prevalence Fewer adults and children are drinking or using drugs at levels or patterns that are damaging to themselves or others. Recovery Individuals are improving their health, well-being and life-chances by recovering from problematic drug and alcohol use. CAPSM/Families Children and family members of people misusing alcohol and drugs are safe, well-supported and have improved life-chances. Community Safety Communities and individuals are safe from alcohol and drug related offending and antisocial behaviour. 4
Environment People live in positive, health-promoting local environments where alcohol and drugs are less readily available. Services Alcohol and drugs prevention, treatment and support services are high quality, continually improving, efficient, evidence-based and responsive, ensuring people move through treatment into sustained recovery. 2. Strategic Priorities 2.1 Governance and Links ADP is accountable to Dumfries and Galloway Integrated Joint Board by way of the Health and Social Care Senior Management Team and the Chief Officers Group: People Protection (Public Protection from 2018). ADP also links with Public Protection (which includes Child Protection, Adult Support and Protection and Domestic Abuse and Violence Against Women), Community Justice, Youth Justice and Children and Families Social Work 2.2 National Priorities The table below lists the nine strategic national priorities and describes how these fit into the work of the Dumfries & Galloway ADP. National Priorities Waiting Times The Scottish Government introduced a National HEAT standard (Health improvement, Efficiency, Access, Treatment) for Drug and Alcohol Treatment Waiting Times. The standard states that 90% of people who need help with their drug or alcohol problem will wait no longer than 3 weeks from referral received to appropriate drug or alcohol treatment that supports their recovery. ABIs Dumfries and Galloway are required to deliver a minimum of 1,743 ABIs annually, of which 80% are required for the priority settings of Primary Care, A&E and Antenatal. The remaining 20% is required to come from wider settings such as Criminal Justice, Mental Health Services and community services. DAISy DAISy is a national system that will replace the current Waiting Times and Scottish Drug Misuse Databases and will include a new tool for measuring service user outcomes. Workforce Development Dumfries and Galloway have developed a strategy to take forward workforce development that will ensure that all services who work with people with alcohol and drug problems receive quality services across a variety of agencies. 5
Alcohol Related Deaths ADP is required to explore and develop initiatives to reduce the number of alcohol related deaths across Dumfries and Galloway. Drug Related Deaths The 2017 2020 Drug Deaths Prevention Strategy includes an Action Plan that will form the main pieces of work to prevent drug deaths over the next 3 years. Whole Population Approach ADP will explore and put in place prevention and education initiatives to promote responsible drinking and to highlight alcohol related harm. Naloxone Naloxone training and supply will be rolled out across Third Sector services and pilot projects developed with service users providing training. Prison Throughcare ADP will work with the prison to ensure links and transitions from prison to the community are in place. 2.3 Local Priorities The table below lists the strategic local priorities which were identified as gaps within local needs assessments, service evaluations, and within ADP as part of its core business. The priorities describe how they fit into the work of the Dumfries & Galloway ADP. Local Priorities Harm Reduction Improve harm reduction services and programmes that work to reduce the harms to individuals and communities. Explore a variety of options with Health Protection, NHS Specialist Drug and Alcohol Service and Injecting Equipment Providers (IEP) service users to provide future IEP outreach services for injecting drug users. Commissioning Strategy The Strategy will outline the commissioning process and contractual elements of commissioning, the ADP responsibilities and remit of quality and outcomes monitoring. The strategy will encompass Co production, working with the Third Sector Interface, service providers, service users and their families to ensure we have a strategy that gives them a voice to meet their needs. Licensing Increase engagement with local Licensing Boards. Maximise opportunities to provide evidence and expertise to the Licensing Board to ensure the Policies and Overprovision Statements in Dumfries & Galloway can impact on the availability and accessibility of alcohol. Improved understanding 6
amongst partners and communities of licensing policy and decision making. Communication Improvement of the communication strategies, exploring alternative communication channels to communicate key messages. Exploring ways of communication through social media outlets and also making use of other partners who have a more extensive reach. Using traditional communication methods such as banners and literature at high profile local events and festivals. The communication Strategy will also include how ADP communicates between its commissioned services as well as the statutory services, ensuring that staff and service users can have clear channels of communication with ADP and other wider ROSC agencies Service & Service User Self Assessments Implementation of annual service and service user self assessments. Working with alcohol and drug service providers to ensure service quality is paramount. Prevention and Education Provide support to schools around educational input for drugs and alcohol. Ensure a whole population approach is developed for local festivals, events and gala/community days. Coordinate health alerts to relevant organisations and agencies to ensure the public are suitably warned of any potential health risks. Co Production Co production will be fundamental to all aspects of ADPs work. In developing new contracts ensure that services and service providers work together with service users, potential service users and their families/carers to design, plan and deliver support together. Stakeholder Engagement Widen the engagement with the communities in Dumfries & Galloway. Exploration of the means of accessing different groups within the community. Develop ways to support information sharing and capacity building within these community groups to build resilience, knowledge and skills within the wider community. Develop scoping exercises around how housing issues and welfare reforms impact on service users recovery. Older Drug Users Ensure the needs of older drug users are identified, establishing the health and treatment issues associated with this group, the challenges they bring and determining ways to address these issues among healthcare professionals as well as recovery services. Sexual Health Continue engagement with Sexual Health services, ensuring drug and alcohol users are able to access appropriate information and services. Build on the joint substance misuse and sexual health education work within schools. 7
2.4 Challenges The main challenges for the ADP will be providing high quality treatment and recovery services within a Recovery Orientated System of Care (ROSC) together with Prevention and Education initiatives within the current financial climate. The ADP will explore innovative ways of delivering on its priorities and identify who the appropriate partners are that can work together to take forward the following challenges ABIs - The expected ABI target of 1,743 in 2016-17 was not achieved. Various factors contributed to the decline in numbers; lack of ABI trainers, recording issues, reduction in ADP funding. Challenges remain around ensuring recording systems in primary care are capable of collecting and reporting ABI delivery. Staff and agencies across all settings are trained in ABI delivery. Alcohol Related Deaths Determine what data is available on alcohol related deaths, identifying local patterns and trends. A data scoping exercise will provide the baseline of information that can be used to establish working partnerships and initiatives that aim to reduce alcohol related deaths Whole Population Approach - Explore new ways of raising awareness of alcohol issues. Create links with other groups and organisations, to promote responsible drinking and to highlight alcohol related harms. Identify gaps in delivery of Whole Population Approach for harder to reach groups such as older people. 3.
