PART 1 PRESENTATIONS 1 Introductions 2 Young people s transport concerns Following questions raised at Young People s Question Time in November 2012, a group of young people have been working with elected members and others to explore their concerns about transport in Salford. Representatives of the group attended the meeting to present their concerns to the Board and report on progress made to date. Members were requested to note the concerns raised by the young people and to take account of them within their individual setting. The Board noted that some of the issues are local, some are regional, and some are national. The Board asked the group to write an action plan including when they expect changes to be achieved. Nick Page will raise appropriate issues with the Minister for Children and Families. Mel Sirotkin thanked the group for attending and reporting their concerns. PART 2 TRUST PRIORITIES 6 Emotional Health and Wellbeing update presented an update from the task group, with support from Jo Hannan. The Board noted and agreed: The Emotional Health and Wellbeing Strategy is in development and will be presented for ratification by the Board at the next meeting. Targeted CAMH (Child and Adolescent Mental Health) provision is under review; further details will be presented at a future meeting. The Emotional Health and Wellbeing Partnership held a successful briefing event for potential providers on 16 th April. The current CAMH service works with young people up to the age of 25. The Board recognised there is work to be done alongside adult services. Jo to send Andy Pownall the link to the new Emotional Health and Wellbeing directory, and further brief him on the strategy, so he can include it in forthcoming firefighter safeguarding training. Jo Hannan Andy Pownall This item also included a presentation on self-harm from Carmen Martinez. The Board noted and discussed: Salford has the highest number of A&E attendances due to self-harm in Greater Manchester, particularly among young people between the ages of 14 and 19. The top three reasons given for self-harm are bullying, relationships, and to a lesser extent, school work. Self-harm may affect some groups more than others, for example young women, or young people who are LGBT (Lesbian, Gay, Bisexual or Transgender). Anecdotally, school heads feel this is a common issue amongst young people. We need to be creative to address self-harm, for example by providing appropriate training and communication. Mel suggested we use the Clinical Commissioning Group (CCG) Innovation Fund to support this. The partnership working group will further discuss the approach. 7 Alcohol and Drug Reduction update Steve Myers presented an update from the task group. The Board noted and agreed: The task group now has a communications expert from the Safeguarding Children Board Communications sub-group to help them develop a campaign to warn parents of the risks of supplying alcohol to their children. In developing the campaign, we will: o use the learning from the 2010 research commissioned by NHS Salford: Social marketing insight to develop alcohol interventions. o take into account any campaigns by the Health and Wellbeing Board targeted at adult alcohol users. Two of the three key indicators for the Trust are based on survey data gathered through schools and there is a risk that the responses are not representative of all young people in Salford. The task group will consider how this can be improved. The Board agreed that the timescale for consultation will be extended and members will consult with their own agencies, young people s representatives, and partners. PART 3 OTHER TRUST BUSINESS 9 Reshape of Trust strategy provided an update. The Board noted that some of the Trust s priorities overlap with the work of other strategic partnerships. Board members agreed to: Discuss Early Help further at the development session on 14 May. Invite members of the Health and Wellbeing Board to the development session. 10 Salford Safeguarding Children Board (SSCB) update Dan Kearns David Barnes gave an update on the work of the Safeguarding Children Board. The Board noted: Trust board members would be welcome at a planned SSCB event in September 2013 which will focus on learning from Serious Case Reviews. (David will send the invitation in due course.) All Board members David Barnes 11 Gypsy Roma Traveller action research project In March 2013 presentations were delivered to Salford CYP Trust by EMTAS, regarding the situation of some Gypsy Roma and Traveller (GRT) children and young people in Salford. During the meeting members discussed how to address the issues raised and how they could give support to GRT children and young people. Natalie Stables returned to this meeting to present a proposal to members for an action research project involving a small cohort of GRT children and young people and their families who are currently experiencing difficulties in accessing mainstream services. The Board approved the proposal. The Board agreed that the findings of this project will be included in Salford s Joint Strategic Needs Assessment (JSNA). Public Health will provide support for Natalie to do this. Salford University will support this work. Natalie to present information to the voluntary sector about the issues and the project. 12 Working Together published March 2013 Nick Page drew board members attention to the government s revised guidance on safeguarding, Working Together to Safeguard Children (2013), which was launched on 22 March. All organisations need to be familiar with the contents. All Board members. The SSCB will be publishing guidance on the document. 13 Child Health Profile 2013 Mel Sirotkin presented the Child Health Profile, which provides a snapshot of child health in the area. The Board agreed that this information would be taken into account at the development session on 14 May. 14 Public Sector Reform Nick Page briefed the Board on a new Greater Manchester approach to Public Sector Reform. All Local Authorities in Greater Manchester have agreed to produce proposals, by June, to reduce demand on services by intervening early where people are at risk of becoming vulnerable. The agreed projects will form part of a regional budget settlement guaranteed for 3-5 years. The Board agreed that they will discuss this further at the development session on 14 May. 15 Any other matters None raised. 16 Forward look The Board noted the forward look.
