American Diabetes Association 2017 Advocacy Priorities LaShawn McIver, MD, MPH Friday, February 17, 2017 4:30 p.m. 5:15 p.m. Each year the American Diabetes Association establishes its legislative and regulatory advocacy priorities. The four main priority areas will be addressed including increasing federal and state funding for diabetes prevention, treatment and research; improving the availability of accessible, adequate and affordable health care; and eliminating discrimination against people with diabetes.

Increase federal and state funding for diabetes prevention, treatment and research 2. Prevent diabetes 3. Improve the availability of accessible, adequate and affordable health care 4. Eliminate discrimination against people with diabetes In all areas, there is an ongoing commitment to ending health disparities. 2016 HIGHLIGHTS FEDERAL Enacting Public Policies: Secured Medicare coverage of the National Diabetes Prevention Program for seniors at risk for diabetes Achieved significant bipartisan support for the Special Diabetes Program 3 4 4 2016 HIGHLIGHTS STATE 2016 HIGHLIGHTS: KEEPING OUR CHILDREN SAFE AT SCHOOL 15 victories on health insurance issues Passed Safe at School (SAS) legislation in Idaho, Maryland, and Pennsylvania. 12 victories on prevention issues 4 Diabetes Action Plan victories Supported successful legislation in Hawaii, Louisiana, Ohio, and Virginia to improve existing SAS laws Fought off attempts to weaken existing laws or regulation in Illinois and Utah. 5 5 6 6

2016 HIGHLIGHTS LEGAL ADVOCACY Increased number of volunteers in the fight against discrimination More than doubled the number of people receiving help from an Association Legal Advocate Filed a lawsuit against the U.S. Army Child, Youth & School Services for its policy prohibiting the administration of insulin and glucagon 2016 HIGHLIGHTS FEDERAL Strengthening Our Voice: Capitol Hill Advocacy Day (CHAD) 110 in district meetings with members of Congress 7 7 8 8 2016 HIGHLIGHTS BUILDING CAPACITY 192,807 Americans joined as advocates, growing our numbers by 65% Over 150,000 signed the insulin affordability petition in the first weeks of the campaign 9 9 10 The Road Ahead: Our 2017 Legislative & Regulatory Federal and State Priorities Federal Priorities 11 12 12

FEDERAL FUNDING FOR DIABETES RESEARCH AND PROGRAMS Increase funding, and promote policies to further diabetes research and programs, at: The National Institutes of Health s National Institute of Diabetes and Digestive and Kidney Diseases The Centers for Disease Control and Prevention s Division of Diabetes Translation Funding for the National Diabetes Prevention Program to support community based programs to prevent type 2 diabetes 13 13 FEDERAL FUNDING FOR DIABETES RESEARCH AND PROGRAMS Funding for the Special Diabetes Programs for: Programs in American Indian/ Alaska Native communities Type 1 research 14 14 FEDERAL FUNDING FOR DIABETES RESEARCH AND PROGRAMS Seek innovative ways to increase overall federal funding dedicated to diabetes research and programs. HEALTH INSURANCE AND AFFORDABILITY Ensure public and private health insurance options, including those under: The Affordable Care Act Medicare Children s Health Insurance Program Medicaid Provide affordable access to the physical and mental health services, medications, devices, technology, and education necessary to meet the needs of people with diabetes and prediabetes. 15 15 16 16 HEALTH INSURANCE Advocate for improved delivery of care through system reforms that lead to: high quality affordable effective, efficient collaborative care for people with diabetes. PREVENTION Prevention of type 2 diabetes for individuals with prediabetes and in the general population, including efforts to reduce obesity and improve nutrition and physical activity. Promote regulatory pathway for discoveries that could prevent type 1 diabetes. 17 17 17 18 18

DISCRIMINATION Ensure fair treatment of people with diabetes, focusing on employment. HEALTH DISPARITIES Specific initiatives to reduce the disparate impact of diabetes in minority communities. 19 19 20 20 HEALTH INSURANCE AND AFFORDABILITY State Priorities Ensure public and private health insurance options, including those under the Affordable Care Act and Medicaid Provide affordable access to the physical and mental health services, medications, devices, technology, and education necessary to meet the needs of people with diabetes and prediabetes. 21 22 22 HEALTH INSURANCE DISCRIMINATION: SAFE AT SCHOOL Oppose efforts to repeal or create loopholes in laws in 46 states and the District of Columbia mandating diabetes coverage in stateregulated insurance plans. Ensure students with diabetes are medically safe and have access to the same educational opportunities as peers without diabetes. Legislation and regulation focus on: Permitting students who are able to do so to self manage their disease. Making sure trained school personnel are available to perform routine and emergency diabetes care tasks. 23 23 24 24

DISCRIMINATION Law Enforcement: Support efforts to train law enforcement officers about diabetes. Driver s Licenses: Ensure laws and policies for private and commercial licenses result in fair treatment of people with diabetes. DISPARITIES Specific initiatives to reduce the disparate impact of diabetes in minority communities. 25 25 26 26 2017 LEGAL ADVOCACY PRIORITIES: FIGHTING FOR FAIRNESS SAFE AT SCHOOL Legal Advocacy Enable young people with diabetes to be safe and have the same opportunities as their peers at: school and school related activities, in primary, secondary, postsecondary education day care summer camp, other recreational programs 27 28 28 2017 LEGAL ADVOCACY PRIORITIES: FIGHTING FOR FAIRNESS EMPLOYMENT Enable workers with diabetes to: Successfully manage their diabetes Be free from discrimination Advocate for adoption of rules and policies that reflect appropriate use of diabetes science and medicine in employment decisions. 2017 LEGAL ADVOCACY PRIORITIES: FIGHTING FOR FAIRNESS PUBLIC ACCOMMODATIONS, GOVERNMENT PROGRAMS AND SERVICES Enable people with diabetes to safely manage their diabetes in, and have equal access to: places of public accommodation, government programs and services, including licensing and airport security Ensure appropriate law enforcement response and medical care in custody and detention 29 29 30 30
