AGENDA ITEM I. WELCOME & INTRODUCTIONS SUMMARY OF DISCUSSION AND FOLLOW- UP Ana Rodriguez, Chair, called the meeting to order at 10:05 a.m. and asked everyone to introduce themselves. Kristina Chung, Field Specialist, explained that with the Health Education Trainings, the meetings might run over a few minutes. This has been observed from other RCAC meetings. Ms. Chung stated that if members have to leave at 12:30 pm, they will be mailed a stipend check, instead of receiving the gift card at the end of the meeting. This is to ensure that the meeting is not disrupted. o Ms. Cooper expressed her concern because she said that this issue was not on the agenda and that members should not be restricted in receiving their stipend. o Janis Henderson also expressed that not receiving a stipend is not fair. o Ms. Chung clarified that members will still receive a stipend but instead of gift cards, they will receive a check in the mail. o Ms. Cooper objected to this and will file a complaint. o Ricardo Rivas, Liaison, and Idalia De La Torre, Supervisor, explained that staff will try their best to end the meeting on time. o Estela Lara shared that in order to end on time, members need to be mindful of time and limit interruptions. II. BUSINESS Approval of Agenda & Summary Ana Rodriguez, Chair Cultural Celebrations Starting this year, L.!. Care will be highlighting various groups and their contributions to L! s diversity. Black History Month - During the month of February, we will celebrate the contributions that African Americans have made in healthcare: o Dr. Charles Drew is the inventor of how we store blood plasma for transfusions. o Daniel Hale Williams is the first person to successfully complete open heart surgery o Dr. Ben Carson revolutionized neurosurgery by separating conjoined twins attached at the back of the head. Lunar Year Celebration This holiday is celebrated by many Asian countries. This year s lunar celebrations starts February 16 th and it is the year of the dog. Approval of Agenda & Meeting Summary Ms. Rodriguez asked the group to review the agenda. The meeting agenda was approved by the group with one abstention. Ms. Rodriguez asked the group to review the December 2017 meeting summary. Due to the summary arriving late in the mail, the members voted to postpone the approval of the December summary to the next meeting. Page 2 of 6

January 2018 ECAC Report (Estela Lara) ECAC had their elections and the following members were chosen: o Cristina Deh-Lee (RCAC 9) Chair o Ana Rodriguez (RCAC 2) Vice-Chair February 2018 ECAC Report (Janet Henderson) President Trump blocked DACA on January 8, 2018. There is a new order that directs people to refile their request for an extension. January 2018 BOG Report There was no meeting in January. February 2018 BOG Report (Elizabeth Cooper) There was an update on the grant to address homelessness. Ms. Cooper is concerned about tenants rights and feels that the focus should also be on preventing homelessness. ECAC Meeting Attendance Channary Lim will attend the March 14, 2018 ECAC meeting at L.A. Care Health Plan. Virginia Martinez will attend the April 11, 2018 ECAC meeting at L.A. Care Health Plan. Board of Governors (BOG) Meeting Attendance The BOG meeting is scheduled for March 8, 2018 and it is a placeholder. Sina Nhek will attend if the meeting takes place. Maria Ramos is scheduled to attend the April 5, 2018 BOG meeting at L.A. Care Health Plan. If the March meeting does not take place, Sina will attend the April meeting and Maria will have the option to attend the next meeting. CO&E Report Kristina Chung, Field Specialist I-Speak Advocacy L.A. Care is starting a new education program called I-Speak!dvocacy. The following RCAC 2 members were selected to participate in the Program. o Socrates Rodriguez o Chun (Michael) Choe o Estela Lara Page 3 of 6

2018 RCAC Chair and Vice-Chair Elections The nominations for RCAC Chair and Vice-Chair have opened. Members received the following materials: 1. Election Letter 2. Chair and Vice-Chair nomination forms 3. Chair and Vice-Chair Responsibilities Members can nominate themselves or another RCAC member by completing a nomination form. Nominations can be turned in during the meeting, mailed, or faxed. Members can also call their Field Specialist to inform them of their nomination. Nominations will close prior to the elections which will happen at the April RCAC 2 meeting. Member Acknowledgement Form Kristina Chung, Field Specialist, reviewed the revision to the Member Acknowledgement Form. o For the community outreach events under the work plan project, members will be required to participate in 2-3 tabling events. o Ms. Cooper stated that if members are required to participate in these events, transportation needs to be provided. o Ms. De La Torre explained that for work plan events, members receive childcare and transportation reimbursement. Members were given two copies of the form to sign. One copy is for L.A. Care and the other copy is for members to take home. Stipend Due to a full agenda that includes health topic trainings for the community projects, members were informed that the request for a discussion on increasing the member stipend will be on the agenda for the August meeting. III. GET UP & MOVE There was a 10 minute break for stretching. IV. REGIONAL ISSUES Member Issues Ms. Cooper shared that members need to know how to file and respond to grievances. Ms. Henderson wanted to know how she could get information on dental services since the benefits have been restored. o L.A. Care does not provide dental benefits. For information on dental services, members need to contact Denti-Cal at 1-800-322-6384. Page 4 of 6

o Ms. Cooper shared that L.A. Care members who are dual eligible do not have to pay for dental services. V. RCAC/COMMUNITY WORK-PLAN Kristina Chung, Field Specialist 2018 RCAC Work Plan Project 1. Community Partnerships RCAC 2 chose Diabetes for the focus of the Community Partnership. Members were asked to identify clinics, agencies, and/or organizations that focus on diabetes prevention and management. Applications have been forwarded to clinics and organizations. The application deadline is March 30 th. The following members signed up to be a part of the Review Committee for the applications: o Ms. Cooper o Janet Henderson o Ana Rodriguez, Chair o Estela Lara o Virginia Martinez o Alternate: Soriya Sun 2. Health Education Training Diabetes 101: Sugar in the Blood Ms. Chung and Ricardo Rivas, Liaison, provided a training on Diabetes. Members learned the following: o What is Diabetes? o Risk Factors Family history Being overweight or obese Being over 45 History of gestational diabetes or delivering a baby over 9 pounds African American, Latino or Native Americans descent o Symptoms of Diabetes o Complications of Diabetes o Resources Members took a pre and post test to measure how much they learned from the training. VI. VII. FUTURE AGENDA ITEMS MEETING EVALUATIONS 3. Outreach Events RCAC 2 will participate in the San Fernando Street Festival as part of the work plan project. Date: March 31, 2018 (Saturday) Time: 9:30 am 2:00 pm Location: The streets will be closed to traffic and the festival will take place along San Fernando Road and Maclay Avenue. RC!C 2 s second outreach event will take place in July at the Family Resource Center Pacoima. The date will be forwarded once it becomes available. No items were discussed. Members were reminded to complete and turn in the meeting evaluation included in their packets. VIII. PUBLIC COMMENT There were no public comments. IX. ADJOURNMENT The meeting was adjourned at 12:43 P.M. The next RCAC 2 meeting is scheduled for Monday, April 16, 2018 from 10:00 am to 12:30 pm at L.A.
