Co-Chairs Robert and Jason chaired the meeting. 1. Introductions and Apologies Robert welcomed everyone to the meeting. 2. Minutes of the last meeting We looked at the minutes of the last meeting to make sure they were right and to make sure jobs had been done. Alun has sent the procurement dates to Poojanum. 3

3. MP Updates What the MPs have been doing since the last meeting: MP News Robert said that sadly Lana has resigned. The meeting agreed that Lana did a great job and passed on their thanks. Karen is still unwell. The MPs now are: MP News Carrie Ann Debbie Eveline Lorraine Robert Moving On Health Choice & Jobs Housing Control 4

TfL Big Day Robert had been to the TfL Big Day in February. At the meeting they spoke about Freedom Passes and the Taxicard scheme. They also spoke about the changes at underground stations. There will not be a ticket office anymore. Atlas House Work Robert told the meeting about some work he had done with Eveline at Atlas House. They had supported a group to make a booklet of Top Tips for New Patients from Older Patients. This was part of a project funded by the Department of Health to improve Self Advocacy in Assessment and Treatment Units. Winterbourne View Update Carrie Ann, Debbie and Eveline had been to an event at London Councils about advocacy in Assessment and Treatment Units. They found out about advocacy and the Care Act. 5

MP Training Day In April the MPs had a training day. They talked about the Self Assessment Framework, No Voice Unheard, No Right Ignored and they updated their leaflets and website. London Forum Carrie Ann co chaired the London Regional Forum meeting in March. The meeting was about the Self Assessment Framework, No Voice Unheard, No Right Ignored and the General Election. Lots of people said they had been put off voting because people at the Polling Station had not let them have help to read the ballot paper. Learning Disability Strategic Network Carrie Ann had been to the Learning Disability Strategic Network meeting in February. The meeting talked about Care and Treatment Reviews across London. Carrie Ann found out that there are 277 6

people in Assessment and Treatment Units in London and this is more than last year. Luke s Leaving Do MPs said they had been to Luke s leaving do and they would miss him. Autism Awareness Day Some of the MPs had a stall at the Autism Awareness Day in Woolwich. MPs spoke to people about the People s Parliament and what they do in their job as MPs. Winterbourne View Never Again Debbie told everyone about the Winterbourne View Never Again event that some of the MPs went to. They spoke about Co Production, this means working together. The meeting wanted to make sure that what happened at Winterbourne View never happens again. 7

South East London Health Consultation A group of the MPs had been to a meeting to talk about health services in South East London. The MPs made sure that people who plan services remember people with a learning disability. Citizen Forum Feedback There have been 3 Citizen Forums: 25 th February The Forum at Greenwich 25 th March Shooters Hill college 22 nd April Sherard Road The feedback is in the Citizen Forum Reports. 8

4. Feedback about the 5 priorities and the work groups Choice and Control Eveline introduced herself as the new MP for Choice and Control. John said that he will talk about the focus of the priority at the Away Day. Jobs to do and who will do them: John and Eveline to meet up 9

Health Debbie Debbie fed back about the work of the Health Quaility Checkers. GP Surgery checks so far the quality checkers have checked 22 GP surgeries. Debbie said that some of the group will be going to an event for GPs at Charlton Football Ground to tell GPs about the Pharmacy Card and to try and sign up more GPs for the checks. Debbie said that the group have started work on Quality Checking Pharmacies to make sure that they know about the Pharmacy Card. 10

Debbie said that some of the group have started to practice delivering I m a Person Too Health Training and they will be training staff from Public Health in July. Debbie said that the MPs held a Health Forum on the 15 th April and the report will be ready soon. Alun said that the Health Quality Checks are going well and that the Health sub group spoke about sending the reports to the Care Quality Commission. Alun said that 2,000 (2 thousand) more Pharmacy Cards had been ordered. Jobs to do and who will do them: Alun to get an update about the Black Books from Lorraine. John said that will be a new Health Liaison Officer who will be part of CLDT and work from Queen Elizabeth Hospital. 11

Moving On Carrie Ann said there had been a Citizen Forum at Shooters Hill College. MPs spoke to 36 students. None of the students had heard of Black Books and only 1 had heard of Annual Health Checks. MPs gave out Pharmacy Cards. John said that there is still no funding for the Moving On Forum and that his team will be organising events once they have new team members. 12

Jobs Lorraine said that she had met with Jason and Sacha to talk about setting up a jobs sub group. Lorraine said that she would soon be meeting with Terry from Work Train to find out more about Work Train. Jason said that Sacha had now moved to a new job and that Jobs would be talked about at the Away Day. 13

Housing Robert said that he and Eveline had run a workshop about housing at the Citizen Forum in February. Some people had signed tenancy agreements that they did not really understand. Robert said there should be easy read tenancy agreements. Jason said he will write a new Housing Action Plan after the Away Day. 14

5. Carers Report Avril and Sue gave the carers report: Residential Care Review Avril and Sue said the review should take time and involve parents and carers. Hydro Pool at Goldie Leigh Avril and Sue asked when the pool would be open to people who want to use the service? They said it has been closed since the end of November. Cycling, Horticultural Project and Riding Bernard was asked for an update about the cycling as Avril and Sue thought that another venue may be available. 15

Bernard said that this was the case but they needed to arrange for the shed and the bikes to be moved to the new venue. Avril and Sue asked about Riding at Hadlow College. They said that this was promised as part of the Olympic legacy but has not yet happened. Carers Support in Hospital Avril and Sue asked about support for carers and people with a learning disability at Queen Elizabeth Hospital. Carers meeting with Day Opportunities Staff Sue and Avril fed back from the carers meeting with Day Opportunities staff. They were given updates about the work at the new hubs, changes to transport and plans for new weekend/evening activities. At the meeting people also talked about how there were not enough spaces at the Hydro Pool, the new Peer Support Coordinator at Greenwich Mencap and about Kemsing Road. 16

Personal Budgets Sue and Avril raised a concern that personal budgets do not allow for the increase in personal assistant fees and the increased rates at Kemsing Road. They are worried that people will loose support and residential care hours. Reprovision of Woolwich Dockyard Sue and Avril gave an update on the new bases that are part of the changes at Woolwich Dockyard. Jobs to do and who will do them: Everyone to let Alun know about issues at the Hydro Pool. Alun to check the Carer s Charter and update Sue and Avril. Alun to meet with Paul Hodson at Queen Elizabeth Hospital. Invite Paul Hodson to the next Partnership Board. 17

6. Care Act Update Jason said that the Care Act is an important new law that changes the way that adult services should work with people. Adrienne said that all councils have to have an Adult Safeguarding Board. John A said that people should now have an independent advocate when they are being assessed. Jobs to do and who will do them: Jason to send round information about the Care Act 18

7. Workshop about the 5 priorities Jason said that the MPs and co leads will talk about the 5 priorities and how they fit with the Care Act at the Away Day. 8. Anything else Simon Pearce is the new Director for Adults and Older People Services. Anita said that there is an event for people with a learning disability and family carers to talk about the No Voice Unheard, No Right Ignored Green Paper. The event is on the 13 th May 2015. Andrew from Mencap was not at the meeting to give his presentation. 19

Terry from Work Train gave an update about what Work Train have been doing. Terry said he has made contact with the Federation of Small Businesses and the Chamber of Commerce. Terry has made good links with potential employers including the Albany. Rajinder has started a new role in the Safeguarding Team.
