Recmmendatins fr Risk Management at Swine Exhibitins and fr Shw Pigs August 2012 Backgrund: The Natinal Prk Bard facilitated in develping this dcument. These recmmendatins were develped by a wrking grup f peple invlved in swine exhibitins. Input was sught frm varius stakehlder audiences including public health, veterinary medicine, regulatry veterinary medicine, influenza researchers and ther cmmercial prducers. The purpse f this dcument is t prvide guidelines abut infrming the public and reducing the risk f transmissin f influenza A at fairs, sales and exhibitins. These guidelines make n guarantee that exhibitrs and patrns wh attend fairs r shws with swine will avid infectin with the influenza A virus, even if they take all recmmended precautins. Exhibitrs and patrns assume the risk f influenza A infectin by attending a fair r shw at which pigs are being shwn. Fr general questins related t this dcument, please cntact the Natinal Prk Bard Service Center at 1-800-456-7675. Fr specific questins related t yur state, please cntact yu state animal health fficial. Definitins Terminal shws Exhibitins where all animals exhibited are sent directly t slaughter fllwing the shw Breeding shws Exhibitins where the animals exhibited are cnsidered t be breeding stck. The animals may return t their riginal farm f rigin r be sld t a new prducer thrugh a sale at the shw. The animals exhibited return t a farm fr entry int the breeding herd. Recmmended practice is t islate these animals fr 30 days prir t entry int the breeding herd. Jackpt and ther nn-terminal market hg shws Exhibitins fr market hgs that wuld nt be sent t slaughter immediately fllwing the shw. These animals may return t their hme premises and/r g t subsequent exhibitins. General Risk Management Recmmendatins Swine Health The temperature f all pigs shuld be taken at entry t the fair. Any pigs with elevated temperatures shuld return hme immediately r, if that is nt advised by the veterinarian in charge, be islated in a facility with a separate air space frm ther pigs under the supervisin f the veterinarian in charge. Additinal diagnstics and/r instructins fr fllw-up shuld be established by the veterinarian in charge BEFORE the animal is transprted hme. The nrmal temperature range fr pigs is 101.5 F t 102.5 F and the nrmal respiratin rate is 25-30 breaths per minute. Fevers in naïve pigs experimentally infected with influenza tend t peak 24-48 hurs after infectin. Temperatures in the range f 103.0 F t 105.0 F are typical. Pigs with partial immunity may nt have elevated temperatures r have a reduced febrile respnse. 1
Temperatures f 103.5 F r greater in a cl rested pig shuld be an ther signs f illness such as discharge frm eyes r nse, increased Pigs shuld be bserved daily fr signs f disease r infectin. If influenza-like signs are bserved, a veterinarian shuld be cntacted fr diagnsis. Prject pigs with clinical signs f any disease r in the early treatment phases fr disease shuld islated in a facility with a separate air space frm ther pigs under the directin f the veterinarian in charge. Pigs with clinical signs f influenza-like illness are cnsidered gd candidates fr inclusin in the United States Department f Agriculture s (USDA) Natinal Surveillance Plan fr Swine Influenza Virus in Pigs. The veterinarian in charge shuld be cnsulted t determine the apprpriate sample cllectin prtcl. Human Health Exhibitrs and ther animal caretakers experiencing influenza-like illness (fever, cugh, runny nse, sre thrat, muscle aches) shuld nt be in cntact with swine fr at least 24 hurs after the fever ends withut the use f feverreducing medicine r until a physician has ruled ut influenza as a diagnsis. Terminal Shws Risk Management Recmmendatins Shw Cmmittee/Organizers Terminal shws shuld be held fllwing breeding shws. Shws shuld be scheduled s that pigs are nt allwed t stay n the shw grunds fr mre than three (3) days and that there are n hldvers allwed. Measures shuld be taken t increase separatin f spectatrs frm pigs including, if pssible, physical separatin and signage t discurage clse cntact. An increased number f hand washing statins, stcked with disinfectant, will be maintained during the exhibitin. Signage t encurage use f these hand washing statins shuld be psted. Disinfectant hand gel shuld als be supplied. 2
Animal dispsitin t packing plants r lckers fllwing the shw shuld be verified. Exhibitrs Exhibitrs shuld wrk with their veterinarian t determine if vaccinatin fr endemic strains f swine influenza is beneficial. If pigs are vaccinated, withdrawal perids befre slaughter need t be bserved. Mvement recrds shuld be maintained fr each pig brught t the shw. Exhibitr may sign an affidavit declaring that exhibitr, exhibitr s clse cntacts, shw animal r animals that shw pig has had clse cntact with have nt exhibited influenza-like symptms during the previus seven (7) days. Disinfectant hand gel shuld als be supplied. The shw barn shuld be clean and well ventilated. Recrds f animals sld thrugh the sale shuld be sent t the state veterinarian t facilitate any necessary trace back. 3
Exhibitrs Prducers shuld wrk with their veterinarian t determine if vaccinatin fr endemic strains f swine influenza is beneficial. If pigs are vaccinated, withdrawal perids befre slaughter need t be bserved. Mvement recrds shuld be maintained fr each pig brught t the shw. Veterinary health inspectins/certificates f veterinary inspectin: Veterinary inspectin shuld ideally be cnducted within 72 hurs prir, r as clse as pssible, t the animal leaving their farm t attend the exhibitin but a certificate f veterinary inspectin, verifying verall animal health, shuld be issued n mre than 30 days prir t the animal leaving their farm t attend the exhibitin r accrding t state regulatin. T facilitate veterinary inspectin as clse t the shw date as pssible, the certificate f veterinary inspectin culd be required t be specific t that shw n multiple certificates f veterinary inspectin. All purchasers must have a certificate f veterinary inspectin issued prir t leaving the shw. Exhibitr may sign an affidavit declaring that exhibitr, exhibitr s clse cntacts, shw animal r animals that shw pig has had clse cntact with have nt exhibited influenza-like symptms during the previus seven (7) days. Animals returning frm shws shuld be islated in a separate facility with apprpriate bisecurity fr at least 30 days prir t entry int the herd. Animals returning frm breeding shws and sales are nt t be exhibited at subsequent shws Jackpt Shws and Nn-terminal Market Hg Shws Risk Management Recmmendatins Nn-terminal market hg shws shuld bserve all risk management strategies recmmended fr terminal shws. Pigs shuld nt be allwed t attend a subsequent shw within 14 days. Mvement recrds shuld be maintained t track all intra- and inter-state mvements. Certificates f veterinary inspectin shuld ideally include a veterinary inspectin within 72 hurs f the animal leaving the farm. Pints Outside f Exhibitin Settings Risk Management Recmmendatins On-Farm Sales Risk Management Recmmendatins Sellers require the buyers (and clse cntacts), and animals within their wn herds, have n influenza-like illness within seven (7) days f entering seller s premises Sellers inquire abut the herd health at previus premises visited and shuld adjust dwn time requirements between visits if necessary. Buyers shuld shwer-in, r wash hands, wear barn-specific clthing and maintain separatin frm the animals. Animals entering a new herd shuld be islated in a facility with a separate air space and apprpriate bisecurity fr at least 30 days prir t entry int the herd r accrding t the directin f the herd veterinarian. 4
Public Sales Risk Management Recmmendatins Take measures t increase separatin f spectatrs frm pigs including, if pssible, physical separatin and signage t discurage clse cntact. Install and maintain increased hand washing statins, supplied with disinfectant and paper twels. Display signage t encurage use f these hand washing statins. Stress that peple exhibiting influenza-like illness, r thse that have been in cntact with peple exhibiting influenza-like illness, shuld nt attend the sale. Maintain sales and mvement recrds. Animals entering a new herd shuld be islated in a separate facility with apprpriate bisecurity fr at least 30 days prir t entry int the herd r accrding t the directin f the herd veterinarian. Transprtatin Risk Management Recmmendatins Clean and disinfect trailers and equipment. Ensure that transprter, and ther persns handling the pigs, have nt had influenza-like illness within seven (7) days. Mvement recrds shuld be maintained t track all intra- and inter-state mvements. Certificates f veterinary inspectin shuld include a veterinary inspectin ideally within 72 hurs f the animal leaving the farm. Infrm exhibitrs wh share transprt vehicles abut the imprtance f ntifying thers wh shared transprt if ne pig gets sick within the islatin perid. Weigh, Tag and Validatin Risk Management Recmmendatins T minimize cmmingling f swine, exhibitrs and their parents/prject leaders shuld develp prtcls fr self-validatin f shw requirements. If self-validatin cannt be perfrmed, heightened bisecurity at validatin events shuld be initiated. This wuld include: Exhibitr may sign an affidavit declaring that exhibitr, exhibitr s clse cntacts, shw animal r animals that shw pig has had clse cntact with have nt exhibited influenza-like symptms fr the last seven (7) days. Educatin n bisecurity and need t clean and disinfect trailers and equipment. Cnduct event n hard surfaced lt, and prvide ample space between trailers. Crews shuld wear bts and glves that are changed between each trailer and any equipment shuld be prperly disinfected accrding t label instructins. 5
