Health and Housing Collaboration Aneurin Bevan Health Board Region
Context
Challenges with Engagement Health is a big fish in its own pond Internal financial pressures are immense Are you after money? there isn t any (spare) Huge organisational and cultural change underway What s our offer?
What does the NHS in Wales look like? 7 Health Boards 3 NHS Trusts 91,000 people employed 6.5bn per year 22m patient contacts each year 1m A&E cases each year 54m items prescribed each year It s BIG business!
But. Executives in the (Aneurin Bevan) health sector want to engage with housing They know it makes sense There just isn t a lot of space to make sense of it They are aware of good examples of joint working but they are around projects not programmes of work Service alignment and service integration is now part of their world (typically with social care)
So what s happening? Healthy Homes Healthy Lives conference 3 November 2011 Attended by Ministers for Health and Housing Ministers challenge stop talking and do something (and tell us what within a month) Health Board approved proposals for collaboration between health, social care and housing on 25 January 2012
How did it start? Health, social care and housing forum Chaired by the Chief Executive of the health board Reports to ABHB at least twice per year Focus upon key health challenges (prevention/ DTOCS/ Mental Health/ out of county placements), and. What our offer and ask could be
Where are we now? We re In One Place.. There is a real opportunity to: Deliver local, affordable, high quality housing accommodation solutions; Shape services around the needs and choices of individuals; Evidence value for money; and Develop a shared planned programme of work and move away from one off projects.
Creating a Model for Collaboration Health Local Authorities SPV Housing Associations
What could be the advantages? Alignment of planning processes All accommodation issues dealt with In One Place Access to existing and new build accommodation Will save money No OJEU
Continuing Health Care (CHC) Average all inclusive cost - 200,000 per year per person Case study of 4 out of region placements Savings accommodation only - 34,000 Savings accommodation and care - 285,000 Currently 24 out of region placements, 78 in total plus 29 young people in the system
Summing Up (All Wales not just ABHB) The offer we make needs to be a head turner We need to evidence our contribution collectively as we did in respect of economic impact and then keep doing it We need to engage (are we represented on every SRG and LSB?) It s a marathon not a sprint (health love processes we prefer outcomes) The prize? strategic collaboration based upon long term programmes of work
