Only ordinances and laws currently in effect are listed in the table. Combo: Several states include an additional row (see combo rows) listing the percent the state s population covered by the combination overlapping state and local laws. For example, 100% Colorado s population is covered by the state smokefree restaurant and bar law while 10.8% Colorado s population is covered by local smokefree workplace laws. Thus, while the state law does not qualify as for workplaces, in practice 10.8% the state population has coverage in all three categories due to the overlap local laws and the state law. American Samoa, a U.S. territory, enacted a restaurant law, which went into effect on 1/19/2011. Commonwealth Northern Mariana Islands, a U.S. Commonwealth, enacted a law for all workplaces, which went into effect on 9/29/2009. E-cigarette use is prohibited in all smokefree venues as 2/11/2016. Guam, a U.S. territory, enacted a law for all restaurants and bars, which is went into effect on 1/1/2017. Puerto Rico, a U.S. Commonwealth, enacted a law for all workplaces, restaurants, bars and casinos, which went into effect on 3/2/2007. U.S. Virgin Islands, a U.S. territory, enacted a law for all workplaces, restaurants, bars and gaming, which went into effect on 2/1/2011. Altogether, there are 22,665 municipalities covered by either local, state, or commonwealth laws in at least one the three main categories (, workplaces, restaurants, and bars). Since some have coverage in more than one category, the numbers are not mutually exclusive. Due to the possibility overlap, it can be confusing to understand what each the figures on our lists mean.
