CINE PARA TODOS Jaifa Margarita Mezher Arango The Ministry of ICT COLOMBIA IT Solutions Supporting People who are Deaf Thursday 22 nd February

The essence of our project Ministry of ICT s Cine Para Todos project, literally meaning Cinema for Everyone, is a space of entertainment and inclusive culture that allows people with visual, auditory and/or cognitive disability to enjoy accessible cinema functions for free in 12 cities throughout Columbia, thanks to: Audio Technologies Description: Allows blind people to listen through a device in the room (simultaneous translation equipment) or a free mobile application, the description/narration of the whole story and what appears on the screen. Interpretation in Colombian sign language: Allows deaf people to have the interpretation of the film in Colombian sign language, through a tablet or a free mobile application. Special subtitling: Allows deaf or low-vision people to read the subtitles with high contrast colors on the screen, facilitating the understanding of the film.

The innovative aspect Cine Para Todos has 4 pillars: regular functions, Functions in PVD (Puntos Vive Digital Live Digital Points), Radiocine (Radio cinema) and inclusive SmarTIC. Regular functions: Projection of accessible films for people with disabilities in the Cine Colombia s cinemas of 12 cities of the country, the last Saturdays of each month.bogotá, Medellín, Cali, Bucaramanga, Montería, Barranquilla, Ibague, Pereira, Armenia, Manizales, Villavicencio and Cartagena. At the end of September we hope to include Popayán within our offer. Functions in Puntos Vive Digital: Accessible functions in 34 PVD of municipalities and cities where there are no cinemas, we are present in areas like Bojayá, Puerto Guzmán or La Macarena. These functions are performed on the second Saturday of each month.

The innovative aspect Radio Cinema: Transmission of films with Audio description (modern version of the Radionovela), through the 51 frequencies of the Colombian National Radio, including holidays at 7:00 p.m. with the Ministry of ICT, Ministry of Culture and National Radio of Colombia. Inclusive SmarTIC: Cinema creation workshops with mobile devices for people with visual, auditory and physical impairment: from April to June 2016, the ICT ministry with the support of Smart films, conducted 3 theoretical workshops on film creation with mobile devices that were given to people with visual, auditory and physical disabilities. As a result, the first 96 film-makers with disabilities of the country were certified. The main objective of these activities was to provide basic knowledge to motivate these people to make short films to participate in inclusive SmarTIC.

The impact created Cine para Todos has benefited 80.032 people 601 free functions 12 cities of the country 79 accessible films

More evolution, more inclusion Cine Para Todos APP: we have developed an app Cine Para Todos. It is free to download, allowing people with disabilities to enjoy a wide catalogue of audio description, sign language and subtitles corresponding to the audiovisual content developed by the Cine Para Todos project. Sustainability Study: We are advancing a sustainability study for the project, which will allow us to identify what actions we can take so that more and more Colombians may participate in the experience of accessible cinema.

Projection 2018 During 2018, Cine Para Todos will continue performing regular functions in 12 cities of the country. We hope to perform special functions in cities where we have not previously performed. We will continue with our functions in PVD. We'll develop the inclusive SmarTIC category in the SmartFilms festival.
