SUMMARYIDISCUSSIONIFINDINGS: The California Department of Public Health (CDPH) has designated the County of Alameda as Fiscal Agent, or "Grantee", for the purpose of administering the Ryan White Care Act Part A and B funds in Contra Costa County. The Ryan White Part A and B grants provide funding for case management, mental health, medical and other support services to persons with HIVIAIDS and their families. On July 22,2008, your Board approved the Ryan White Part A Fiscal Agent agreements between Contra Costa County and the Public Health Department, Office of AIDS Administration, in the amount of $1,188,009 for the period March 1,2008 through February 29, 2009. On December 9, 2008 your Board approved the Ryan White Part A Fiscal Agent Agreement Amendment from $1,188,009 to $1,225,000, an increase of $36,991. In order to maximize the Ryan White Part A funding, the Alameda/Contra Costa HIV Collaborative Community Panning Council has approved a reallocation of Quality Management savings of $21,796 on February 10, 2009 to Contra Costa County. This additional funding will be used to develop and implement on-going Quality Management processes, plans, and provide technical assistance to CBOs to ensure quality data processes. The Public Health Department is therefore requesting a second amendment to the contract for an increase of $21,796 from $1,225,000 to $1,246,796.

BACKGROUND: The U.S. Department ofhealth and Human Services has designated the County ofalameda as "Grantee" for the purpose of administering the Ryan White HIV/AIDS Treatment Modernization Act of2006, Part A funds for coordination of essential services to County Costa County residence with HIV disease and their families. On June 3, 2008, the Board of Supervisors approved Agreement #28-528-34 (as amended by Amendment Agreement #28-528-35) with the County ofalameda, as the Grantee of Federal Ryan White HIV/AIDS Treatment Modernization Act of2006, Part A funds, for the period from March 1,2008 through February 28, 2009, for coordination of essential services to County Costa County residence with HIV disease and their families. Approval of this Agreement (Amendment) #28-528-36 will increase payment to the County, in amount not to exceed $21,796 for these services, make technical adjustments, and aliow services to continue through February 28,2009. Four sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the County of Alameda.
