JOB DESCRIPTION DIRECTOR OF PALLIATIVE CARE Reporting to: The Chief Executive Employment Status: Permanent FTE 1.0 Direct Reports: Hospice Medical Team Education Research Quality Improvement Date Prepared: 29 January 2018 POSITION PURPOSE To lead palliative care medicine and support the Chief Executive to deliver the Mary Potter Hospice strategy by providing advice for clinical, research, education and quality improvement, while also contributing to the clinical practice of the Hospice. To successfully fulfill this position the incumbent will: Demonstrate strong clinical and people leadership skills Fulfill a strategic clinical leadership role in developing and delivering Mary Potter Hospice strategy Establish effective collaborative relationships with key clinical stakeholders, including the CCDHB, Palliative care team and Primary care physicians Provide the Chief Executive and the Executive Team with frequent strategic Palliative Care updates (within role scope), Works as an effective team member with the Hospice Executive Team. RESPONSIBILITIES 1. To implement the Board s strategic direction Provides the Chief Executive with Palliative care clinical advice at a strategic level Prepares monthly and annual reports for the Chief Executive on the key issues, within areas of role and expertise Actively participates in the Executive Team at a strategic level Participates in the leadership of strategic and business plans where appropriate

Clinical service provision Provide clinical leadership for the multi-disciplinary team to ensure quality palliative care Incorporate the Hospice s values in care provision Participate at a consultant level within the in-patient and/or community teams and provides clinical consultation for primary care colleagues as required, within the assigned clinical hours Participate in the on-call roster (first on call), including supervision of registrars (second on call). Provide analysis and advice regarding service gaps and complaints As a medical practitioner, the Director Palliative Care, is required to undertake their responsibilities in accordance with best practice and relevant ethical and professional standards and guidelines, as determined from time to time by: o The New Zealand Medical Association; o The practitioner s relevant medical colleges(s) and/or professional associations(s); o The New Zealand Medical Council; o The Health and Disability Commissioner; and o The employer s policies and procedures except to the extent that they may be inconsistent with any other provision of the ASMS agreement. Ensure both personal and professional development are maintained. 3. Strategic clinical leadership between Primary Health Care providers and Mary Potter Hospice Identify and maintain relationships with key stakeholders. In particular deepen palliative care clinical relationships with General Practitioners and General Practice, support primary care to deliver generalist palliative care and support clinically appropriate transitions between service providers Work in collaboration with the CCDHB, including with both the Hospital Palliative Care Team and the Strategy, Innovation and Performance Directorate Initiate projects/contracts where there is mutual benefit Understand the principles of EEO and the Treaty of Waitangi and the implications for Mary Potter Hospice and its partners. 4. Promote Education, Research and Quality Improvement Provide leadership and management of the Hospice education program supporting a regional approach as able and contribute to palliative care development both nationally and internationally Act as a professional palliative care resource for both internal and external healthcare professionals Represent Mary Potter Hospice nationally and internationally as a leader in specialist palliative care Provide leadership and management of the research program, primarily meeting the research needs of Mary Potter Hospice Support the education and development of medical students in collaboration with Otago Medical School. 2
5. Staff Management Ensure direct reports are aware of the strategic direction for Mary Potter Hospice and that this information is cascaded to all staff Co-ordinate and supervise the Hospice medical team providing specialist palliative care services Provide professional leadership for the medical staff in consultation with other clinical leaders Encourage, develop and support leadership in others Manage the performance and development of staff on a regular basis, using appropriate methodologies Ensure business plans align with the strategic direction of the Hospice, and are implemented accordingly Ensure all staff have an understanding of the principles of EEO and the Treaty of Waitangi and the implications for Mary Potter Hospice. HEALTH AND SAFETY Identify and report all hazards, incidents (including near-misses) and accidents to the appropriate area Manager or Chief Executive as applicable Practise within Mary Potter Hospice health and safety policies and procedures as outlined in the Health and Safety Policies Contribute to ensuring that a safe working environment is maintained at all times Participate in mandatory health and safety training as required. EDUCATIONAL AND PROFESSIONAL REQUIREMENTS Specialist qualification and Vocational registration within the scope of Palliative Medicine Fellowship of Australasian Chapter of Palliative Medicine Annual Practicing Certificate with NZMC Current professional indemnity insurance (e.g. Medical Protection Society). PERSON SPECIFICATION The following attributes are sought for this position: Recognised professional leadership in palliative care discipline Wide experience within the hospice (system) at a strategic level and palliative care Experience in, and understanding of, education and research methodologies and how these could apply to palliative care and Mary Potter Hospice A high level of integrity An ability to build relationships with a wide range of people Excellent presentation skills An understanding of how contracts are operated and monitored An understanding of EEO and Treaty principles and their application to Mary Potter Hospice An understanding of financial management principles. Job Description Appendix About Mary Potter Hospice For nearly 40 years, Mary Potter Hospice has provided the highest quality specialist palliative care to people whose illnesses are incurable. We support patients and their families to deal with the host of significant and challenging changes. At Mary Potter Hospice our vision is that people in our communities who need palliative care have access to compassionate and quality care, when and where they need it. To achieve this, we work alongside our many health partners to promote and provide education on quality palliative care and care planning services. We provide high quality specialist palliative care in our In-Patient Unit, in other care facilities and the community. The Hospice assists patients and their families with the quality of their life, their dying and their bereavement. Our values are based on respect, compassion, dignity, hospitality, and stewardship. In 2017/18 it will cost approximately $12 million to run the Hospice. Government contract income currently funds 50% of this with the balance to be raised from the community.
