Prject Descriptin Backgrund Human develpment r the human develpment apprach - is abut expanding the richness f human life, rather than simply the richness f the ecnmy in which human beings live. It is an apprach that is fcused n peple and their pprtunities and chices (UNDP). Human develpment is abut the real freedm rdinary peple have t decide wh t be, what t d, and hw t live. The human develpment cncept was develped by ecnmist Mahbub ul Haq, wh argued in the 1970s and 1980s that existing measures f human prgress failed t accunt fr the true purpse f develpment t imprve peple s lives. In particular, he believed that the cmmnly used measure f Grss Dmestic Prduct failed t adequately measure well-being. Wrking with Nbel Laureate Amartya Sen and ther ecnmists, in 1990 Dr. Haq published the first Human Develpment Reprt, which was cmmissined by the United Natins Develpment Prgramme Underlying the cncept human develpment as defined abve is the capabilities apprach. Capabilities what peple can d and what they can becme. Basic capabilities valued by virtually everyne include: gd health, access t knwledge, and a decent material standard f living. Other capabilities central t a fulfilling life culd include the ability t participate in the decisins that affect ne s life, t have cntrl ver ne s living envirnment, t enjy freedm frm vilence, t have scietal respect, and t relax and have fun (Scial Research Cuncil f America). It is in this framewrk that the Natinal Institute f Statistics (NISR) in cllabratin with the United Natins Develpment Prgram (UNDP) Rwanda have started a capacity building prgram that will upgrade the skills f the entire natinal system including planners and plicy makers. The prgramme aims at develping a training mdule in human develpment that will prvide new insights t plicy makers n the cncept fhuman develpment, measurements using the mst innvative appraches and the evlving applicatin f the same. B. Scpe f Wrk
The prpsed wrk f develping a training manual builds upn the earlier supprt prvided by UNDP t NISR t develp Rwanda multi-dimensinal pverty analysis reprts. Several NISR staff were already trained in multi-dimensinal pverty analysis as a part f this prgram and are ready t train ther members f NISR. Thrugh this cllabratin, UNDP is supprting the NISR t braden its capacities in understanding Human Develpment beynd multidimensinal pverty metrics by develping training manuals t be used by NISR staff at the NISR training center. The manual will be used t train a number f NISR staff, ther staffs frm gvernment ministries and departments as well as nn-gvernment plicy staffs. The manuals will als be shared with Academic Institutins (public r private) thrugh mutual cnsent between NISR and UNDP t be used in the design f tailred Prgrammes in applied ecnmics curses. This will help build a critical mass f persnnel in the cuntry with the cmprehensive knwledge and skills n human develpment. C. Expected Outputs and Deliverables The primary deliverable f the prject is a training manual n human develpment. The audience r participants t the trainings based n the prduced training manuals will have enhanced knwledge and understanding f Human Develpment bth at glbal and cuntry level. They will gain apprpriate skills in cnstructin, interpretatin, and use f the key human develpment metrics, such as the Human Develpment Index (HDI), the Multi-Dimensinal Pverty Index (MPI) as and the Gender Inequality Index (GII). The manuals shall have, but nt be limited t, the fllwing fcus: Theretical fundatins f Human Develpment and Human Develpment apprach t a wide range f key plicy issues; Multidimensinal measurements, range f available multidimensinal techniques and the prblems each can address; Offer participants the practical applicatins f theretical principles by giving hands-n practical mdules undertaken in prject related style and in grups. Prvide the tls and practical skills fr specific case based analysis and presentatin and disseminatin. Cmplementary tls fr analysis: rbustness tests, statistical inference, cmparisns ver time, and assessments f inequality amng the pr; Raise awareness f hw the Human Develpment paradigm applies t the participants future wrk place, and in their interactins with natinal and internatinal plicy makers and civil sciety; Suggested cntent 1. When designing a training manual, bth the lgistics and rganizatins f the trainings as well as the audience t which they are addressed and the gals t be achieved need t be cnsidered. Validatin wrkshp. D. Institutinal Arrangement The reprt will be prduced under the verall guidance f NISR and the Ministry f Ecnmics and Finance (MINECOFIN). A team f technical experts under the leadership f NISR and MINECOFIN will be established t versee the prductin f the training material and prvide quality assurance service. UNDP will prvide bth technical and financial supprt in the prductin f these manuals. NISR, MINECOFIN and UNDP will arrange a validatin wrkshp upn submissin f an acceptable final draft t wider stakehlders fr their feedback. The cre technical team will be established by NISR and MINECOFIN and ther team members will be added as needed during the curse f the preparatin f the manuals. E. Duratin f the Wrk The training manual will have t be prepared within the curse f three mnths starting frm the award f the cntract. The cntractr will deliver a detailed methdlgy and apprach t the drafting f the manual within three weeks frm the award f the cntract and upn cnsultatin with NISR, MINECOFIN and UNDP. The methdlgy and apprach will detail the cntent f the manual as well as the specifics f the targeted audience and the lgistics underlying the training t be based n the manual. Once the methdlgy and apprach will be apprved, the cntractr will start the drafting f the manual. The first draft manual will be shared with NISR, MINECOFIN and UNDP and will underg as many revisins as deemed fit by the cntracting authrity. The drafting and revisins will nt have t last mre than tw mnths. The validatin will happen during a wrkshp t be held in Kigali and will clse the cntract. F. Duty Statin The cntractr is expected t be present in Kigali at the design phase and later t hld validatin wrkshp befre finalising the manual. The rest f the prject des nt require the cntractr s presence n the grund, in Kigali and can therefre be hmebased. G. Qualificatins f the Successful Individual Cntractr Prfile f the Cnsultancy Firm (the cntractr) The cnsultancy firm shuld demnstrate experience in the prductin f similar training materials fr gvernments and public institutins in human develpment and in multi-dimensinal pverty analysis. Experience in develping such manual and African cuntries experience will be an added advantage. The firm shuld demnstrate five years experience in similar assignments (develpment f training materials, training curses fr gvernments and public institutins); The firm shuld demnstrate availability f apprpriate skills t prduce the training manual. Prfile f the Experts The team will be cmpsed by ne (r mre) highly qualified prfile(s), minimum: master s degree, with a backgrund in ecnmics, scial sciences r internatinal develpment and a prven recrd in
preparing and prviding trainings and curses n relevant tpics, such as develpment plicies and ecnmics, pverty and inclusin, grwth and welfare, etc... The expert(s) must have a slid understanding f the current internatinal develpment and cperatin landscape, in particular the adptin and implementatin f the Sustainable Develpment Gals and f Agenda 2030. The expert(s) must have cnducted at least three similar assignments (preparatin f training manuals and materials). The expert(s) need t master the theretical framewrk f Human Develpment in all its dimensins and have a prven understanding f the measurement f the Human Develpment Index t the multidimensinal pverty analysis and the gender aspects. An excellent ability t write and synthesize infrmatin as well as the capacity t present tpics in innvative ways is required. Any experience in Rwanda and the East-African Cmmunity will be cnsidered an advantage.
