He currently coordinates PAETC s portfolio of CDPH/OA-funded projects, which supports training and technical assistance to providers and organizations offering PrEP, clinic-based HIV testing services, and other high impact prevention activities in targeted local health jurisdictions. Heidi Aiem is the Clinic Services Coordinator for the HIV, STD and Hepatitis Branch of Public Health Services in the Health and Human Service Agency at the County of San Diego. She manages program operations related to HIV counseling and testing, Partner Services, STD disease investigation and surveillance-based activities including; Data to Care, Surveillance-Based Partner Services and STD/HIV Integration activities. Ms. Aiem has worked in HIV/STD and sexual health programs since 1988. Julie Arena JD is a Health Program Specialist II with the Office of AIDS Division at the California Department of Public Health. Heidi Bauer MD, MS, MPH is the Chief of the STD Control Branch for the California Department of Public health. Dr. Bauer has worked in the STD field for nearly 20 years and is a national expert in the area of sexual health and STD prevention. Ela Ben-Ur MS has worked and co-experimented with individuals and organizations interested in design thinking since 2012 through her own practice, i2i Experience. Ms. Ben-Ur has taught courses and offered workshops from product design to life design at Olin College, MIT, Sloan, Babson, Dartmouth and Harvard, and many conferences from SXSW to the International Development Design Summit. Mona Bernstein* MPH is the former director of the Pacific AIDS Education and Training Center, and is the current Technical Advisor. She has 35+ years of experience designing public health training and education programs, based on adult learning principles. Bernard M Branson MD served as the Associate Director for Laboratory Diagnostics in CDC's Division of HIV/AIDS Prevention until his retirement in 2014. He was the lead author on the 2014 updated recommendations for laboratory HIV testing, and continues to provide consulting and educational updates on HIV tests and their interpretation. Kama Brockmann* PhD is a Specialist for HIV Prevention and Surveillance Integration at the California Department of Public Health, Office of AIDS. Previously she has coordinated the CDC-funded Expanded HIV Testing in Healthcare Settings Project, the CDC Rapid HIV Testing in Labor and Delivery Project and the Bridge Project. She completed her Ph.D. in Social Work at the University of Chicago and has been research fellow of the National Institute for Mental Health Office on AIDS. Her dissertation, African American Women With HIV/AIDS: A Quantitative Study Of Their Patterns Of Disclosure focused on African American women s disclosure of their HIV/AIDS status to their families, friends, religious organizations and substance abuse treatment providers. Lauren Brookshire MSW, MPH has worked in HIV services since 1999 and is currently the Assistant Medical Services Administrator for the HIV, STD and Hepatitis Branch of Public Health Services, County of San Diego where she oversees HIV prevention, care and treatment services.
Derrick Butler, MD, MPH is a Family Medicine Physician and HIV Specialist practicing in South Central Los Angeles. He received his undergraduate degree from Morehouse College in Atlanta, GA and his medical degree from the University of California, San Francisco. He currently serves as Associate Medical Director at the T.H.E. Clinic, a long-standing federally qualified community health center and is the director of T.H.E Clinic s HIV Program. He also serves as Assistant Professor with the Pacific AIDS Education and Training Center at Charles Drew University. Dr. Butler is focused on addressing the current HIV/AIDS epidemic and the health disparities of urban populations. With an additional interest in international health, Dr. Butler has also lived in Africa as a Peace Corps Volunteer and participated in medical missions in various parts of Africa. Prescott Chow* MUP is the Director of the Pacific AIDS Education & Training Center, a regional technical assistance program serving Arizona, California, Hawai`i, Nevada and the 6 US-affiliated Pacific Island Jurisdictions. Betsie Cialino* MA recently joined CDPH's Office of AIDS, HIV Prevention Branch, as the Data to Care Unit Chief. Prior to joining CDPH, Ms. Cialino worked in international public health as a project manager for Management Sciences for Health, World Education Inc., and John Snow Inc. Her areas of expertise include leadership, management, and governance for health; monitoring and evaluation; and organizational capacity building. Linda DeSantis* MEd is a Program Manager with the California Prevention Training Center. She has worked in STD and HIV prevention for over twenty years in both community and public health settings. Ms. DeSantis has provided training and technical assistance for CBOs, local health departments and community planning groups and has extensive experience with evidence based program models. She has worked extensively in Africa and in Asia providing training and TA for those most impacted by HIV. She is committed to social justice and improving health outcomes. Filipe Flores is the Manager of PrEP Benefits & Navigation at the San Francisco AIDS Foundation. Felipe and his team oversee the insurance, pharmacy, adherence, and engagement side of Magnet's clinic, one of the largest PrEP providers in the country. Felipe works to center queer/trans black and brown communities, eliminating barriers to access the medication and holistically supporting individuals' PrEP journey. Jonathan Fuchs* MD, MPH is the Director of the Center for Learning & Innovation at the San Francisco Department of Public Health and is an Associate Professor of Medicine at UCSF. His research has focused on the design and conduct of early and late stage HIV vaccine trials and the use of novel technologies to promote PrEP adherence. Dr. Fuchs is the Principal Investigator of a CDC-funded Capacity Building Assistance (CBA) program which aims to support the HIV prevention workforce at health departments nationwide. Alyssa Guido* MPH has served as the Program Director for the Arizona AIDS Education and Training Center, a local partner of the Pacific AIDS Education and Training Center, since July 2010. As the Arizona AETC Program Director, Ms. Guido has managed the implementation of a targeted HIV screening program in two emergency departments in Tucson and currently is focused on PrEP and PEP program development and education about the 4th generation HIV testing algorithm. Aunsha Hall-Everett* MA serves as the Sr. Development Manager with the Black AIDS Institute, based in Los Angeles, and has a 13-year background in Human Services and Public Health with a strong focus in HIV/AIDS Prevention and Care and Organizational Capacity Building. Nina Harawa PhD, MPH is an Associate Professor with the Charles R. Drew University of Medicine and Science and adjunct faculty at UCLA. She received her both her Masters (1995) and PhD (2001) in Epidemiology from UCLA. She has partnered with several local organizations to conduct innovative community-based research in a variety of populations. Obiel Leyva MPH is a Program Manager with Contra Costa Public Health.
Terri Lopez is the HIV Surveillance Coordinator for San Mateo County. As a Communicable Disease Investigator trained in both STD and HIV for 14 years, Terri brings her experience in developing effective messaging and prevention methods in most impacted populations by HIV: MSM and trans communities of color, LGBTQ youth and monolingual Spanish speaking communities. Her work in internet partner notification has been at the forefront of this prevention method and she co-developed interventions using geo-locating applications to reach suburban MSM for STD and HIV services. Clark Marshall has been with the State of California for over 18 years and specifically with OA for 12 years. He is currently the PrEP Program Coordinator. Eugene McCray MD is the Director of the Center for Disease Control and Prevention's (CDC) Division of HIV/AIDS Prevention (DHAP) and is responsible for U.S. domestic HIV prevention activities, budget, and policy. More specifically, Dr. McCray oversees program, research, surveillance, and communications activities that will have the greatest effect on reducing HIV incidence and improving health equity. Greg Mehlhaff* is the Deputy Director of the California Prevention Training Center. He has been actively working in HIV/STD prevention for nearly 30 years and has used his many years of HIV/STD testing and prevention program experience to enhance his training and technical assistance provision. He has worked throughout the United States and Africa training providers and helping to build programs. Kristy Michie MS has worked for the Monterey County Health Department for 11 years. Ms. Michie currently serves as the Program Manager for the Division of Communicable Disease Prevention and Control, which includes the Department s tuberculosis, communicable diseases, immunization, HIV, STD, and epidemiology/surveillance programs. Matthew Millspaugh* is Chief of the HIV Program Section, State Office of AIDS. Leo Moore MD, MSHPM is the Associate Medical Director, Clinical Prevention Specialist, and Chief of Provider Support and Quality Assurance Unit for the Division of HIV and STD Programs at Los Angeles County Department of Public Health. In this role, he works to expand access to HIV and STD prevention tools, such as pre- and postexposure prophylaxis and patient delivered partner therapy. Dr. Moore is a practicing STD physician at North Hollywood Community Health Services clinic. Dr. Moore was recently featured on NBC News PRIDE 30 list in honor of LGBT people making a difference in the community. He was also recently interviewed by HIV Plus magazine for an article entitled Meet the Doctor Changing How Black Gay/Bisexual Men View PrEP. Romni Neiman* is a Centers for Disease Control, Division of STD Prevention, Public Health Advisor assigned to the California Department of Public Health as the Assistant Branch Chief for the STD Control Branch. She has more than 20 years of experience working in California local and state public health programs, and currently provides technical assistance to local health departments in program, policy and workforce development, and serves as a CASTDHIVCA ex-officio executive committee member. As a former DIS, Ms. Neiman is a CDC DSTDP co-lead on the National DIS Certification Project. Jessica Osorio MA is the Interim Director of the Contra Costa County HIV/AIDS and STD Program. She started her career in global health, and spent over four years working in reproductive health and HIV program management in Rwanda, the Philippines, and El Salvador. Prior to joining Contra Costa Health Services in 2016, Ms. Osorio worked in prison and jail reentry services, including transitional and medical case management, prison-based peer health education, and clinical supervision. Kolbi Parrish MA is a Research Scientist at the California Department of Public Health, Office of AIDS. Ms. Parrish is currently the lead evaluator for a three-year, federally-funded PrEP demonstration project. Emily Phillips* BA is the Chief of the Surveillance Quality Management Unit at the California Department of Public Health, Office of AIDS.
David Rocha is ehars administrator at the Office of AIDS (OA) of the California Department of Public Health. He also developed and oversees OA's electronic lab reporting (ELR) system for HIV. Natalie Sanchez* MPH is well-known for her work as creator and writer of the award-winning telenovela webseries Sin Verguenza which addresses HIV in Latino communities. Her educational training in socio-cultural and gender related topics has influenced her approach to addressing public health issues. She has created and led some of the largest and most successful HIV campaigns as well as implemented a combination of public health strategies to reduce HIV infections in Southern California. Ms. Sanchez is currently the Administrator of AltaMed s Specialty Department where she manages a team of 50 employees overseeing medical and prevention services for HIV and Hepatitis C. AltaMed serves over 1700 HIV positive clients and is one of the largest Latino HIV medical providers in Southern California with clinics in Los Angeles and Orange County. Deanna A. Sykes* PhD is Chief of the HIV Surveillance Section, Department of Health at the Office of AIDS. She has worked for the Office of AIDS for nearly two decades, beginning in HIV Prevention Research, where she was instrumental in getting rapid HIV testing implemented in California. She was also a key player in the development of LEO (Local Evaluation Online), the data system used to capture OA-funded prevention program data. Nancy Warren MPH, MA is Director of Evaluation for PAETC. Her portfolio includes longitudinal evaluation projects for the UCSF School of Nursing, the UCSF HCV ECHO+ project and a UCSF Health Information Systems project in Mozambique. Shannon Weber MSW is the Director at HIVEonline.org and Founder of PleasePrEPMe.org, PleasePrEPMe.global and LoveYou2.org. Shannon is passionate about writing love notes, creating public displays of affection and mapping the end of HIV. Bruce Weiss MSW serves as Director of the Department of Community Health at the Desert AIDS Project. Mr. Weiss has 24 years' experience in the fields of HIV prevention and care, health care and nonprofit management. His career has also focused on building health programs that serve the Lesbian, Gay, Bisexual And Transgender communities. He has served as CEO of two nonprofit organizations and in executive leadership roles in Washington DC, Chicago IL and Phoenix AZ. Will Wheeler* PhD, MPH currently works as a Clinical Informatics Specialist in the Prevention Research and Evaluation Section of Office of AIDS, and has previously worked in the Surveillance Section at OA. Prior to working at CDPH, he worked as an epidemiologist in CDC's HIV Incidence and Case Surveillance Branch. Sheryl Williams* PhD, MA serves as the Acting Lead of the Prevention, Research and Evaluation Section of the California Office of AIDS. Dr.. Williams has 30 years of working in the areas of program evaluation and research design, implementation and analysis. Her background includes an MA and PhD in Communication and Research. Phill Wilson is President and CEO of the Black AIDS Institute, the only national HIV/AIDS think tank focused exclusively on Black people. With a long history of advocacy work, Mr. Wilson is Co-Chair of the Los Angeles Ryan White Planning Council; AIDS Coordinator for the City of Los Angeles; Director of Policy and Planning at AIDS Project Los Angeles; Co-Chair of the Los Angeles County HIV Health Commission; Director of The Care Coalition; and was an appointee to the HRSA AIDS Advisory Committee. In addition to being co-founder of the National Task Force on AIDS Prevention and founder of the Black Gay and Lesbian Leadership Forum, he has served on the Presidential Advisory Council on HIV/AIDS (PACHA) and currently sits on the Strategic Working Group for National Institute of Allergy and Infectious Diseases (NIAID). Sophy S. Wong MD serves as the medical director for the Bay Area and North and Central Coast AETC, the medical director for HIV ACCESS, and as the clinical advisor for the Get East Bay Tested! and Alameda County Hepatitis C Capacity Building projects. She is an Associate Clinical Professor of Medicine at UCSF, and an HIV specialist and internist caring for people with HIV, hepatitis B and C at Asian Health Services in Oakland, California. Her work
focuses on improving health care access for vulnerable populations through training, capacity building and quality improvement for HIV and hepatitis prevention, testing, linkage, and treatment services in community health centers and public hospitals. JaDawn Wright* MA (Moderator) is the Program Manager at the central office of the Pacific AIDS Education & Training Center. Ms. Wright s degree in Intercultural Relations has given her a unique academic perspective to implement innovative public health programs and facilitate learning in sexual health with an emphasis on HIV prevention, care and treatment for over 15 years. *Members of the Planning Committee
