Introduction Importance of our supply chain Over the last two years the Government has been implementing its Transforming Rehabilitation programme which has led to big changes to both the Prison and Probation Services. The Prison Service has been reorganised to create 89 resettlement prisons across England and Wales, the idea being that most people in prison will transfer to a resettlement prison in their home area three months before release. The Probation Service has been split into two new organisations - the National Probation Service (NPS) and a number of Community Rehabilitation Companies (CRC). The majority of people in prison and in the community will be supervised by a CRC while those who pose a high or very high risk of harm will be managed by the NPS. There are 21 CRCs across England and Wales. The CRC for this area is called BeNCH CRC (The Bedfordshire, Northamptonshire, Cambridgeshire and Hertfordshire Community Rehabilitation Company). BeNCH CRC has linked up with a number of voluntary and charitable organisations to deliver integrated rehabilitation services in prisons and communities. Our partners are essential to BeNCH CRC s success and we work in tandem to ensure services are delivered to the best of our joint abilities. St Giles Trust is a national charity that aims to break the cycle of disadvantage, crime and prison to create safer communities by supporting people to change their lives. They currently work with 15,000 people in prisons and communities across the UK. Services in Custody At HMPs Bedford, Woodhill, The Mount and Peterborough, St Giles Trust staff (called Resettlement Workers) will complete part two of the Basic Custody Screening Tool (BCST2) and meet with people in prison to prepare a Resettlement Plan with them. This Resettlement Plan will direct activities that they will complete during their time in custody. 12 weeks before release, Resettlement Workers will prepare a Pre-Release Plan with the individual in prison. This plan will then direct the activities that the person will complete before and after release. The activities on your Resettlement and Pre-Release Plan may include: substance misuse; accommodation; education, training and employment and finance; benefits and debts. St Giles Trust also offers the opportunity to train to be a mentor under St Giles Trust s Peer Advisor Programme. Many of the people we train on it support our services through volunteering and some progress to paid employment once they are fully qualified. Services in the Community Across Cambridgeshire, St Giles Trust provide the following support services to those released from prison: - Accommodation - Finance, benefit and debt - Mentoring. Langley House Trust The national charity Langley House Trust is a housing association and care provider that delivers a range of specialist projects which include housing, support and care homes to support offenders to lead a crime free life and make positive changes. Langley House Trust support people with all kinds of issues be it mental health, substance misuse, complex needs to name a few, their starting point is to ensure that service users have a safe and stable place to live. They have a reconviction rate of 2.6% for service users staying at their projects. Services in Custody and in the Community Langley House Trust s Housing Advice service provides housing advice and support as well as helping to find accommodation. The service is for people being released from HMP Woodhill and HMP Bedford into the communities of Bedford, Luton and Northampton and those under community supervision in these towns. Langley House Trust also offers finance, benefit and debt advice from the two prisons. Langley House Trust can help with: Referrals to housing providers including emergency housing, hostels and supported housing. Help to apply for deposits and rent in advance and to access private rented accommodation. Assisting people to access social housing and making statutory homeless applications. Providing legal advice and advocacy to sustain tenancies and to prevent evictions. Finance, benefit and debt advice if you are in rent or mortgage arrears. Help to retain existing accommodation. Referrals to other agencies including mental health, substance misuse and mainstream support services. 4
Ormiston Families Ormiston Families Established over 35 years ago, Ormiston Families is a leading children s charity in East Anglia. Ormiston Families exist to support children, young people and their families so that they are able to achieve their potential irrespective of background or circumstances. Ormiston Families work with BeNCH CRC comes under their Unite Programme which works with offenders in the community and in prison and their families to maintain positive relationships and minimise the impact of imprisonment on their children. Services in Custody and in the Community Ormiston Families delivers a range of prison and community based interventions which supports the continued development of family relationships throughout the sentence, playing a critical role in reducing reoffending rates. These interventions include, but are not limited to: - Family liaison and mediation. - Information and advice on parenting and relationships. - Support to write letters and other forms of communication. - Story Book Dads (helping prisoners record stories which their children can listen to at bedtime). - Enabling attendance for family visits in prison visitor centres. - Support for children affected by the consequences of offending. - Baby-bonding visits soon after birth. - Mentoring. - Group-based parenting programmes. - Contribution to family assessments. 5
Bold Moves Bold Moves develops and delivers rehabilitative interventions to the Family Court, Prison and Probation services. Their mission is to support individuals make positive life changes to achieve a future where liberty, optimism and personal growth supports desistence from crime and/or a better family life. Services in Custody and in the Community Bold Moves work across four prisons in BeNCH (HMPs Bedford, The Mount, Peterborough and Woodhill) and all BeNCH community areas (Beds, Northants, Cambs and Herts) to deliver the following interventions: Parenting skills for Dads: The Family Man is a 10 session group work programme that supports fathers learn child centered parenting skills during or after serving periods in custody or where relationships have broken down due to domestic abuse. The programme looks at the impact of absence, abuse and conflict in relationships on children and how to rebuild relationships and learn more about children s needs, developmental stages and positive parenting. Armed Forces: The Grey Man is a 10 session group work programme designed and delivered by Veterans for Veterans of the Armed Forces. It can be delivered on a 1:1 and further supported by ongoing community mentoring services. The programme focuses on how to regain life structure and get back into employment. We are partnered with a large number of regimental units and associations that have their own recruitment processes and additional resettlement support services. 1 in 12 of BeNCH s caseload is likely to have served in the Armed Forces and could benefit from additional specialist support. Mentoring: Peer and voluntary mentoring sessions are available to both support programme attendance, participation and post programme attendance. Motivation: 360 Motivation is a 4 session group work programme that focuses on increasing participants motivation to make vital changes in life. It focuses on making decisions and dealing with ambivalence, feeling stuck and procrastination. Domestic Abuse: The Safer Relationships programme provides advice and support for male perpetrators of domestic abuse to change their behaviour and control their emotions. It is a 10 session group work program to look at the effects of abuse on self and others and for men to start to consider the impact of their behaviour and develop skills in taking responsibility for their actions and doing things differently in the future. Bold Moves also supports men who have worked as part of the sex trade or are victims of domestic abuse. This work is completed on a 1-1 and delivered by a specialist adult social care worker. The focus of the sessions are men s mental and physical health, safety planning, support with making decisions and setting and achieving goals for the future. Sessions can be weekly or can be one off advice-giving sessions. 6
St Mungo s Broadway St Mungo s Broadway is a homelessness charity and housing association specialising in working with vulnerable individuals and those presenting complex needs, including offending. Their service focuses on preventing homelessness and finding appropriate accommodation for prison leavers and those in the community. St Mungo s Broadway provides a bed and support to more than 2,500 people a night who are either homeless or at risk, and works to prevent homelessness, helping about 25,000 people a year. They believe no one should be homeless and that people can and do recover from the issues that create homelessness. We support men and women through more than 250 projects including emergency, hostel and supportive housing projects, advice services and specialist physical health, mental health, skills and work services. Services in Custody and in the Community St Mungo s Broadway s Housing Advice Support Workers are based at HMP The Mount and BeNCH CRC offices across Hertfordshire. They offer an effective and flexible housing assessment and advice service. The support on offer includes: Appropriate referral to accommodation in the area including hostels, statutory homeless applications, private rented sector and emergency accommodation. Assessments and referrals for rent deposit schemes. Links with prison accommodation support schemes. Advice on welfare benefits and tenancy sustainment, including legal advice and support to prevent evictions and deal with disputes. Referrals to other services including floating support services, education, training and employment (ETE) and drug and alcohol services. 7
Dawn Project The Dawn Project is a one-stop service for women who are or have been in the criminal justice system or at risk of offending. It works to support women with complex needs to rebuild their lives and is managed by Cambridge Women s Resources Centre. Services in the Community Support services (including crèche facilities) are available from the Dawn Project s women-only centres in Cambridge and Peterborough as well as outreach services in Fenland and Huntingdon. Support is offered on a wide range of issues including: - Accommodation - Employment, training and education - Drugs and alcohol - Domestic violence and sexual abuse - Finance, benefit and debt - Children and families - Mental and physical health - Attitudes, thinking and behaviour - Sex industry. Our services in the community also include: - Supervision of Court Orders - Supervision of Unpaid Work - Engagement and support orders for sex workers - Delivery of WEWSAR (Women s Emotional Wellbeing Specified Activity Requirement). Stepping Stones Stepping Stones is a Luton based charity that offers help and support to women affected by any drug/alcohol, domestic abuse, mental health and social care related issues. An on-site Ofsted registered Childcare Service enables women to access the services we provide or other vital services they may need in the community. Services in the Community Stepping Stones provide tailored support for female service users that are about to be released from prison or are in the community. The following support services are offered in Luton: - 1 to1 support - Counselling - Advocacy (accompanying you to appointments) - Employment, training and education - Childcare - Mentoring - Finance, benefit and debt. Stepping Stones also offers specialised group work including: - Freedom Programme for those affected by domestic abuse - Beyond Anger & Violence - Helping Women Recover - Beyond Trauma - Strengthening Families Strengthening Communities - Baby Massage/Baby Yoga - Mellow Parenting -Babies/Toddlers/Bumps - Coffee Cake Chat. 8
Family Groups Family Groups is a registered charity established in 1982 and based in the Cauldwell ward of Bedford. They are a multi-cultural charitable organisation whose aim is to reduce isolation and increase the confidence and skills of local families. Services in the Community Family Groups provide tailored support for female users by offering the following services: Accredited and non-accredited training courses to improve life skills and employment prospects. Weekly Freedom Programme sessions for women who have experienced or are experiencing domestic abuse. One-to-One Mentoring and Information Advice and Guidance. Unpaid Work placements. Short courses on Effective Parenting, Mindfullness, Confidence Building, Vocational Skills and weekly skills workshops (e.g. sewing, cooking, arts and crafts). Family Groups also provide a crèche for pre school children as a part of their workshops and training courses. C2C Social Action C2C Social Action The charity C2C Social Action supports people at any stage of the criminal justice system by inspiring and motivating them to take personal responsibility for their behaviour, in order to reduce re-offending. This has a huge impact on their lives, their children, wider families and local communities. Services in Custody At HMP Peterborough, C2C provides rehabilitation support to women returning to Northamptonshire. This includes: - Prison visits. - Mentoring support. - Help to build new relationships in the community - Help to access training, volunteering and work opportunities. Services in the Community C2C delivers dedicated community integration and mentoring services across Northamptonshire county for women service users. This provision is primarily based at a secure premises in Northampton but can also be delivered in the community to suit individuals needs. The practical interventions are delivered from a safe, women-only base which has the facilities to accommodate 1-1 meetings, group work, drop-in activities, and has an onsite bakery offering work placements and the opportunity to complete Unpaid Work requirements. C2C also offer a mentoring and befriending service to help service users in the community. They are able to work with both the individual and their family, which works well in addressing the real issues together. C2C s aim is to empower and enable people in a positive, goal focused approach. 10
Sova Mentoring Services Sova Mentoring Services brings extensive experience of recruiting, training and supporting volunteers and peer mentors. Sova is a charity that works in the heart of communities in England and Wales to help people steer clear of crime, live healthier lives and make better choices. Sova define mentoring as a relationship of engagement, encouragement and trust. Its immediate priority is to offer support, guidance and practical assistance to individuals; providing tailored support working towards specific and achievable user-defined goals pre- and post-release for an average period of 3-6 months. Sova s approach to achieving success in reducing re-offending through mentoring is based on principles of the foundations of rehabilitation which are to Connect, Grow and Thrive. Volunteer mentors are recruited and trained from the communities in which our services are delivered. Volunteers can be a successful bridge for service users to access the support they need and explore and build alternative futures. Our mentors will support and encourage them to reach their potential. Being able to have someone to talk to can make a world of difference and give you confidence to look at things from a different perspective. Services in Custody and in the Community Sova work closely with Resettlement Workers at HMP The Mount and HMP Woodhill to begin support with service users approaching release and then continue support on their return to the community. BeNCH Responsible Officers can refer service users in the community to Sova for the following mentoring support. + Education, training and employment + Health and well-being (dentists, doctors, healthy eating) + Healthy relationships and relieving social isolation + Support with form filling, accompanying to appointments + Meeting for a coffee and chat in the local community + Support to make positive choices. Sova supports male service users, 18 years old and over who are resident in Hertfordshire, Bedfordshire or Northamptonshire. Plus women service users, 18 years old and over who are resident in Hertfordshire. 11
