Technical Specifications for LNS-AM -Lipid-based Nutrient Supplement for prevention of Acute Malnutrition- Specification reference: LNS category Version: V1.1 Date of issue: 20 August, 2012 1. INTRODUCTION 1.1 Product purpose The LNS-AM are ready to use lipid-based nutrient supplement that WFP uses to prevent acute malnutrition and/or to prevent stunting in children. LNS-AM are fortified with micronutrients and contain essential fatty acids and quality protein to ensure a child s nutritional needs are met. 1.2 Product type LNS-AM used by WFP are generally made with peanuts, sugar, milk powder, vegetable oils, and vitamins and minerals, though they may be made with chickpeas, almond or other commodities. LNS-AM are a fortified, energy-dense, lipid-based supplementary food that comes in individually packaged. LNS-AM are to be consumed directly from the package with no dilution, mixing or cooking necessary. Products such as Plumpy doz (Nutriset) and WawaMum (WFP Pakistan) belong to LNS-AM group. 1.3 Standards and recommendations LNS-AM shall comply, in terms of raw materials, composition or manufacture, except when specified otherwise in the contract, with the following guidelines or standards of Codex Alimentarius. Guidelines on Formulated Supplementary Foods for Older Infants and Young Children, CAC/GL 08-1991, of the Codex Alimentarius. Recommended International Code of Hygienic Practice for Foods for Infants and Children, CAC/RCP 21-1979, of the Codex Alimentarius. Recommended International Code of Practice: General Principles of Food Hygiene CAC/RCP 1-1969 Rev 4-2003 including Annex Hazard Analysis and Critical Control Point (HACCP) System and Guidelines for its application. 2. RAW MATERIALS 2.1 Main ingredients LNS-AM shall be manufactured from ingredients that are fresh, of good quality, free from foreign materials, substances hazardous to health and shall comply with all relevant national food laws and standards. Peanut (for peanut-based LNS-AM) Conform to Codex Stan 200-1995 Chick peas (for chick peas based LNS-AM) Conform to Codex Stan 171-1989 Other agricultural products Conform to Codex standards or/and relevant food laws. Oil Conform to Codex Stan 210-1999. Oil must not contain antioxidants which are not permitted for infant foods such as Butylhydroxyanisol (BHA) and Butylated hydroxytoluene (BHT). Sugar: Conform to Codex Stan 212-1999. Milk Powder Conform to Codex Stan 207-1999 - Standard for Milk Powders and Cream Powder Conform to Codex Stan 289-1995 Standard for Whey Powders To be provided with a certificate of analysis conforming absence of melamine. Raw materials must be stored under dry, ventilated and hygienic conditions. For agricultural products, only safe insecticides (i.e. phosphine) may be used for fumigation control. Where needed, fumigation must be performed by certified operators. 2.2 Vitamins and Minerals Complete micronutrient premixes must be purchased from a WFP approved supplier: BASF (Stern Vitamin), DSM, Fortitech, Nicholas Piramal, Hexagon Nutrition or their authorized dealers and GAIN premix facility. Addresses of premix suppliers are on http://foodquality.wfp.org. LNS-AM producer shall be requested to provide detail CoA of vitamins and minerals for every batch. Micronutrient premixes must be stored in a dry, cool and clean place. 2.3 Additives Emulsifying agents: The emulsifying agents used for minimizing the phase separation shall be in accordance with the standards requirements. Flavouring: Only natural flavours are allowed. Antioxidant: Only antioxidants permitted by Codex for infant foods can be added in LNS-MAM. Butylhydroxyanisol (BHA) and Butylated hydroxytoluene (BHT) must not be used. 2 / 5
3. PROCESSING LNS-AM must to be produced Codex Alimentarius CAC/RCP 21-1979 Recommended International Code of Hygienic Practice for Foods for Infants and Children. The LNS-AM Supplier must implement a HACCP plan specific to this type of product (including Critical Control Points CCP s, critical limits, corrective actions). LNS-AM should apply appropriate process in order to minimize the amount of anti-nutrient compounds and naturally occurring toxins, cyanogens, alkaloids or other potentially poisonous or deleterious natural ingredients in agricultural products. Pulses have to be processed to eliminate, as far as possible, the anti-nutritional factors normally present such as lectins (haemagglutinins) and trypsin and chymotrypsin inhibitors. Cereals shall be processed in such a way as to reduce the fibre content and to eliminate tannins or other phenolic material which can lower the protein digestibility. 4. Permitted level of total aflatoxins: 10 ppb (B1, B2, G1, G2). Heavy metals: below levels specified in Codex Stan 193-1995. Pesticides: as per Codex. Melamine: free. 4.5 Fit for human consumption guarantee LNS-AM suppliers shall have to check the quality of their products and guarantee that they are fit for human consumption. 5. 7. ANALYTICAL REQUIREMENTS The principal tests in table 3 must be performed in order to check if the quality of the LNS- AM meets main requirements. Additional analyses shall be defined in case of further quality assessment.
