ASSESSMENT CRITERIA FOR PRIMARY HEALTH DICIPLINES ELIGIBILITY FOR RECOGNITION AS CREDENTIALLED DIABETES EDUCATOR PREAMBLE Increased recgnitin f the CDE as a quality assured credential has led t increased value f the credential and has resulted in a wide range f health care prviders nt eligible fr CDE status seeking recgnitin. In respnse t requests ADEA initiated a review f eligible health disciplines in 2005. On cmpletin f this review in 2007 the ADEA Bard endrsed the prcess fr reviewing future requests fr recgnitin. In 2014 it was recmmended by applicatin reviewers that the assessment criteria be reviewed again, resulting in strengthening the criteria regarding descriptin f undergraduate studies in pertinent subject areas and the additin f a criteria pertaining t the intentin and benefit f the primary health discipline t the diabetes cmmunity and t the CDE prfessin. The revised 2015 assessment criteria are utlined in this dcument. As the credentialling bdy, ADEA has a respnsibility t ensure that legislative and prfessinal practice guidelines are maintained. In reviewing the eligibility f further health disciplines, ADEA will cntinue t cmmunicate and cnsult with the gverning bdies fr health disciplines prir t cnsidering any applicatin frm an individual health prfessinal frm a discipline nt currently eligible. The Australian Diabetes Educatrs Assciatin (ADEA) has cnducted the ADEA Credentialling Prgram since 1986 when the first ADEA accredited diabetes educatrs curses were intrduced. Recgnitin as a Credentialled Diabetes Educatr (CDE) was intended then, and still is, as an assurance t cnsumers, ther health prfessinals and emplyers f a quality assured credential in the practice f diabetes self management educatin and care. The CDE credential is widely recgnised as identifying thse health prfessinals mst apprpriately qualified fr delivering diabetes self management educatin and is specifically recgnised by the Cmmnwealth Gvernment (Department f Health and Department f Veterans Affairs), Diabetes Australia and ther nngvernment rganisatins. The ADEA CDE is registered as a certificatin trademark allwing ADEA t define the cnditins under which it is used. The Rle and Scpe f Practice f Credentialled Diabetes Educatrs in Australia identifies the scpe f practice f CDEs. In recent years, CDEs have been granted authrisatin fr a number f significant diabetes care prcesses further highlighting the imprtance f clinical cmpetence in thse wh hld the CDE credential. These include: authrisatin f registratin n the Natinal Diabetes Service Scheme (NDSS), prvisin f an initial supply f insulin (in sme states and territries), authrisatin fr supply f pump cnsumables n the NDSS and recgnitin by Medicare Australia fr Medicare rebatable diabetes educatin services, the Department f Veterans Affairs (DVA) and private health insurers as prviders f rebatable diabetes educatin services. GUIDING PRINCIPLES The fllwing principles shuld be read in cnjunctin with the ADEA publicatin The Rle and Scpe f Practice f Credentialled Diabetes Educatrs in Australia. CDEs are health prfessinals with a primary health qualificatin and authrised t practice in a health discipline. It is the respnsibility f the gverning bdy fr each health discipline t authrise the right t practice in the health discipline. Diabetes self management educatin (DSME) is a specialist and expanded area f practice beynd the scpe f the primary health qualificatin. The CDE credential is intended fr the health prfessinals wh undertake defined rles in diabetes self management educatin and deliver DSME acrss all aspects f diabetes self care. It is nt intended fr thse wh prvide discipline specific diabetes educatin, care r advice as part f, r in the usual curse f their primary health discipline rle. CRITERIA As part f the initial review, the criteria in the areas f prfessinal gvernance and clinical cmpetence were develped in rder t ensure that eligible health disciplines practice in an apprpriate regulatry framewrk and have develped the fundatin clinical cmpetence required t prvide cmprehensive diabetes self management educatin with a thrugh understanding f the clinical management and psychlgical needs f diabetes clients acrss all life and disease stages. With the current review, the criteria fr benefit f the primary health discipline t the diabetes cmmunity and t the CDE prfessin was added. Criteria relating t prfessinal gvernance include: Eligibility t practice in the health discipline is gverned by a natinal, state r territry registratin bard (registered prfessins) r by a prfessinal assciatin that has unifrm natinal accreditatin r membership requirements (unregistered prfessins). The relevant gverning bdy fr the primary health discipline: Is respnsible fr versight and maintenance f apprpriate gvernance and accreditatin f tertiary curses leading t the eligibility t practice in the primary health discipline Actively prmtes and mnitrs cntinuing prfessinal develpment Has in place a cmplaints and disciplinary mechanism Has delegatin and/r frmal respnsibility fr the assessment f verseas qualificatins and determinatin f eligibility t practice in the identified health discipline in Australia. Criteria relating t clinical cmpetence include: Cre cmpetencies are dcumented fr the identified health discipline. Cre cmpetencies include a Unit f Cmpetence specific t the clinical case management f individuals (assessment f an individual s health status and determinatin f a curse f actin r care plan designed t preserve, restre r imprve health; includes mnitring, evaluatin, dcumentatin and cmmunicatin with ther relevant health prfessinals). Eligibility t practice in the identified health discipline includes a requirement fr a supervised hspital based clinical practicum and a frmal assessment f clinical practice by the prfessin. Qualifying curses f study that develp entry level cmpetence are university based and develp fundatin knwledge and skills in the fllwing subject areas t such a level that will adequately prepare health prfessinals t undertake a pst-graduate Certificate in Diabetes Educatin and develp advanced knwledge and skills in cmprehensive diabetes care management: Anatmy and physilgy Bichemistry and interpretatin f clinical labratry assessments and use in case management Aetilgy and pathphysilgy f disease Human nutritin Pharmactherapy Health cmmunicatin studies Research methdlgy Quality assurance Health prmtin Criteria fr benefit f the primary health discipline t the diabetes cmmunity and t the CDE prfessin. Intentin f benefit is t be described ASSESSMENT OF APPLICATIONS Applicatins fr primary health disciplines t be eligible fr recgnitin as a CDE will nly be accepted frm the bdies recgnised as having respnsibility fr gverning the practice f the identified health discipline. Where state r territry registratin bards regulate prfessinal practice, ADEA will receive applicatins frm their natinal/representative bdy. The gverning bdy will be required t respnd t the attached questins and t prvide supprting dcumentary evidence. Applicatins will be reviewed and assessed by a cmmittee frmed by ADEA fr the purpse f reviewing the applicatin and with representatin frm the ADEA Curse Accreditatin and Standards f Practice and Credentialling Cmmittees. The applicatin fee fr an assessment will be $2,750 + GST. Findings frm the review will be frwarded t the gverning bdy making the applicatin and a right f reply will be given.
