The project will consist of the design of renovations to the existing Clock Tower Plaza including, but not limited to, Architecture/Engineering design, electrical layout and design, grading, drainage, and cost estimating. A conceptual plan has been developed by the Green River URA/MSA and the selected Design Build Firm or Team will be expected to meet with the Green River URA/MSA Board and Director, coordinate design efforts with the Green River URA/MSA Director, and incorporate this conceptual design plan into the final design plans. An area map and aerial map, of the Clock Tower Plaza is shown on the attached map marked as Exhibit A and Exhibit B, respectfully. The conceptual design plan completed by the Green River URA/MSA Board and Director is on the attachment marked Exhibit C. Proposals will be limited to twenty (20) pages, excluding proposal cover and cover letter. Proposals are to include the price to complete work as defined in the Scope of Work section of this document. The time to complete the work as defined in the Scope of Work section of this document is 3 months following the acceptance of a Contract for Service between the Consultant and the City of Green River. A Contract for Service is to be provided with the submitted proposal to allow legal review before acceptance. Bid Release June 20, 2013 Pre-Bid Meeting July 9, 2013 Bid Due July 24, 2013 Bid Selection July 25, 2013 Council Approve Bid August 6, 2013 Contract Signed August 15, 2013 Selection Process The Green River URA/MSA Board of Directors will review the Proposals and select the preferred Firm or Team. The City of Green River will enter into a Contract for Service to complete the desired work by the selected Firm or Team. The selected Firm or Team is required to supply the following documentation within 15 calendar days of the Award and prior to commencement of work: proof of Comprehensive General Liability Insurance in the amount of $1 million, Certificate of Good Standing from Wyoming Department of Employment Workers Safety and Compensation Division, Certification of Good Standing with the Wyoming Unemployment Tax Division for Unemployment Insurance, and a valid City of Green River business license to conduct business of this nature within the City. All work must be completed using appropriate traffic control as required to complete the project. All traffic control, signage, and safety are the responsibility of the selected Design-Build Firm or Team. Selection criteria will be based on the proven ability to undertake work of this nature as assessed by the review references, proven service quality as assessed by review references, safety work practices records as assessed by review of references, proximity of firm s or team s location to Green River, and price. The submittals are to include a list of similar projects by the Design-Build Firm or Team within the last five years along with references for each of those projects including current addresses and telephone numbers. Project descriptions should clearly explain what role the Firm or Team performed on the project. The Firm or Team is to provide a description of expertise with similar projects and public participation required for those projects. Evaluation of Proposals received will be based on the following weighted criteria: Proven ability to undertake work of this nature (15%) Proven quality of service as assessed by review of references (15%) Safety work records (10%) Similar project experience and qualifications (25%) Proximity of Consultant firm s office to the City of Green River (10%) Price (15%) State of Wyoming Procurement Standards inclusive of W.S. 15-1-113 and W.S. 16-6-101, et. seq.(10%) 3
The selection committee for evaluating proposals will be the Green River URA/MSA Board, Green River URA/MS Director and City of Green River Parks and Recreation Director. The selection committee will review and evaluate the Proposals as delivered and accepted. Consultants may be requested to make a presentation showing their expertise. Payment for services for this Contract will follow the standard City of Green River s Purchasing Policy practices. Payment will be made monthly with 10% of each monthly payment being retained until the project is complete. Budget The proposed budget for the project is $325,000. Preliminary Project Schedule Start Construction September 2, 2013 Winter Shut-down October 31, 2013 Spring Re-start April 1, 2014 Construction Competed July 15, 2014 Site Information The City of Green River and Green River URA/MSA has identified the renovations of the existing Clock Tower Plaza as a high priority project within the Green River Main Street District. The existing Clock Tower Plaza s construction and layout is dated and its use to the general public has been limited. The Green River URA/MSA has planned renovations of the Clock Tower Plaza with the desire to enhance the Plaza s function as a gathering place within Green River s Main Street District. In addition, the current Clock Tower Plaza is difficult to identify by vehicles along Flaming Gorge Way and pedestrian traffic due to its high and obstructing walls and hidden features. Additional known concerns with the existing Clock Tower Plaza site are concrete pavement heaving/settlement, inadequate electrical outlets, and fall protection along walls. Site Description The project area is defined as the Clock Tower Plaza, Parcel Number 1807-22-1-14-009-01. The parcel is owned and maintained by the City of Green River. Projects Requirements Program Summary The purpose of this project is to provide Architecture/Engineering construction drawings for the proposed renovation of the Clock Tower Plaza. The selected Firm or Team is to provide construction drawings for the proposed renovations addressing grading, drainage, existing wall alterations, proposed wall construction, electrical upgrades, and construction cost estimating. The Green River URA/MSA conceptual plan will be used as a basis for project design, demolition, renovation and construction Functional Requirements The nature of this work is to provide construction documents for the renovation of the Clock Tower Plaza including the following: A. Construction Plans and Specifications The selected Firm or Team will provide construction drawings and specifications for the proposed renovations. These drawings will be based on the conceptual plan developed by the Green River URA/ Main Street Agency. Proposed renovations include grading, drainage, existing wall modifications, and electrical upgrades. The selected Firm or Team will be required to design any and all renovations in accordance with the American with Disabilities Act (ADA). B. Cost Estimates The selected Firm or Team will provide detailed construction cost estimates for each phase of the proposed renovations. C. Coordination with Pertinent Agencies The selected Firm or Team will meet and coordinate the renovation design with the Green River URA/MSA Board and Director (up to three meetings), Green River Parks and Recreation Department (up to two meetings) and a Green River Mayor and Council Workshop presentation. The selected Design-Build Firm or Team will be responsible for incorporating comments from each of the entities listed above into the renovation design. D. City Council Presentation Upon completion of the Clock Tower Plaza s renovation design, the selected Consultant will present the design, including construction cost estimates and proposed project phasing to City Council during a meeting for final agreement. E. Construction Phase Services The selected Firm or Team will be responsible for performing construction phase services including construction contract administration, supervise the construction of the project, project close-out and warranty acquisition. General Physical Characteristics The Green River URA/MSA has developed a conceptual plan of potential renovations to the Clock Tower Plaza with the purpose of visually opening this area to the travelling public along Flaming Gorge Way and to alter the internal layout to promote a better atmosphere for the public to gather. The primary design elements in the project will include a xeriscape design, a water feature, performance stage, and natural spectator seating. The design should offer the option for phased construction, if required. 5
Performance Specification After completion and City of Green River final Acceptance, project firm or team will warranty workmanship and material for 1 year. Code and Standards All Work will be performed to I-Code 2012 codes and standards.
