Page 3 f 13 1.0 PURPOSE This prcedure prvides instructins n prtecting emplyees by eliminating ccupatinal expsures t cnfirmed and suspected chemical carcingens. 2.0 SCOPE AND APPLICABILITY 2.1 This Level 2 prcedure is applicable t all nn-radiactive materials that cntain at least ne carcingen in a cncentratin greater than r equal t 0.1% by weight r vlume. Cntrl f lead-cntaining materials is addressed in FBP-IH-PDD-00002, Lead Cmpliance Prgram Descriptin. 3.0 GENERAL INFORMATION Whenever substitutin with nn-carcingenic materials is nt feasible, expsures are maintained within ACGIH Threshld Limit Values (TLVs), OSHA substance-specific Actin Levels (ALs) and OSHA Permissible Expsure Limits (PELs). 4.0 USE REFERENCES A. FBP-BS-PRO-00062, Recrds Management Prcess 5.0 RESPONSIBILITIES 5.1 Occupatinal Safety and Health (OS&H) Manager 5.1.1 Prvides adequate resurces t maintain an effective carcingen cntrl prgram. 5.1.2 Prvides fr evaluatin f ptential imprvements t prcesses which culd result in reduced usage and inventry levels f carcingens. 5.2 Occupatinal Safety and Health Prfessinal 5.2.1 Classifies applicable chemicals used at PORTS as carcingens, accrding t this prcedure. 5.2.2 Determines the need fr -F01, Plan (CCP). 5.2.3 Determines the type and frequency f peridic mnitring, reprts results t supervisin, and recmmends expsure-cntrl measures.

Page 5 f 13 5.2.4 Assists Supervisrs in the selectin f apprpriate cntrl measures by cmpleting Part II f -F01. 5.2.5 Acts as cnsultant in matters related t strage, handling, spills, and dispsal f carcingens. 5.2.6 Assists Training in the develpment f apprpriate educatinal and training materials. 5.2.7 Perfrms investigatins f diagnsed r suspected ccupatinal illnesses, as necessary. 5.3 Supervisr/Cntract Technical Representative (CTR) 5.3.1 Cntacts OS&H fr identificatin, evaluatin, and recmmended cntrl f materials that may be carcingenic. 5.3.2 Replaces carcingens with less hazardus, nn-carcingenic materials, whenever feasible. 5.3.3 Initiates preparatin f FBP-IH-PRO-00501-F01, Plan, fr any peratin invlving the use f carcingenic materials that is likely t exceed applicable ALs, PELs r TLVs, as determined by OS&H. 5.3.4 Ensures applicable dcuments have been develped and cmpleted. 5.3.5 Establishes and psts regulated areas where chemical carcingens are used and cntrls access t these areas in accrdance with the CCP. 5.3.6 Maintains recrd (-F01) f persnnel wrking in the regulated area. 5.3.7 Uses engineering cntrls and required safe wrk practices as the primary methd t minimize expsure t carcingens and t prevent the release f carcingens int the wrking envirnment, as directed by OS&H. 5.3.8 Ensures all cntainers are prperly labeled, identifying the presence f chemical carcingens. 5.3.9 Ensures emplyees maintain gd hygiene. 5.3.10 Perfrms chemical inventry in accrd with FBP-IH-PRO-00014, Hazard Cmmunicatin. 5.4 Emplyee 5.4.1 Observes all safety and health rules. 5.4.2 Ntifies Supervisr immediately f ptential verexpsure t carcingens, and WHEN certain cnditins r practices may cause illness/injury.

Occupatinal Physician 6.1.6 Alert OS&H f any diagnsed r suspected ccupatinal illness that may have resulted frm expsure t a carcingenic agent fr fllw-up investigatin. Occupatinal Safety and Health Prfessinal 6.1.7 Perfrm investigatins f diagnsed r suspected ccupatinal illnesses, as necessary. 6.2 Educatin f Emplyees Supervisr/Cntract Technical Representative 6.2.1 Ensure that persnnel successfully cmplete hazard cmmunicatin training and any required substance-specific training, accrding t FBP-IH-PRO-00014, Hazard Cmmunicatin, and applicable prcedures/regulatins. 6.2.2 Ensure that hazard cmmunicatin is prvided, accrding t -F01, Plan, prir t wrk in an area r peratin determined t require a CCP.

IF a significant ptential fr ccupatinal expsure is determined t exist AND mre stringent cntrls than nrmal gd wrk practices are required, THEN ensure safety plans; prcedures; r experimental prtcls describing the use f chemical carcingens and the methds used t cntrl expsures are develped. Occupatinal Safety and Health Prfessinal 6.3.2 Determine an peratin's ptential fr ccupatinal expsure and the need fr a Plan (-F01). This determinatin will be based n the quantity used, ptential fr expsure, types f cntrls, mnitring results, and the type f peratin in which the material is used. Supervisr/Cntract Technical Representative 6.3.3 Initiate preparatin f -F01 fr any peratin invlving the use f carcingenic materials that is likely t exceed applicable ALs, PELs r TLVs, as determined by OS&H. 6.3.4 Ensure applicable dcuments have been develped and cmpleted. Such dcuments may include wrk cntrl packages; safety plans; standard perating prcedures r experimental prtcls assciated with lab activities describing the use f chemical carcingens and the methds used t cntrl expsures; Jb Hazard Analysis (JHA); and/r a dcumented pre-jb briefing t infrm emplyees f the health hazards and expsure cntrl measures assciated with the task. Occupatinal Safety and Health Prfessinal 6.3.5 Determine the type and frequency f peridic mnitring, reprt results t supervisin, and recmmend expsure cntrl measures. 6.3.6 Assist Supervisr/CTR in the selectin f apprpriate cntrl measures by cmpleting Part II f -F01, Plan.

Supervisr/Cntract Technical Representative 6.3.8 Ensure that a regulated area is established and psted, and that access is cntrlled, where expsure t a carcingen abve the applicable AL, PEL r TLV is likely, as determined by OS&H. The regulated area will depend n the quantity and physical prperties f the material being used and n the peratins being perfrmed. A. Ensure persnnel wrking in the area are identified in the required -F01. B. Ensure visitrs t the area are escrted by persnnel authrized fr entry under -F01. 6.3.9 Ensure that placards, labels, r signs are used t identify regulated areas and cntainers f carcingens in accrdance with applicable prcedures/regulatins. 6.3.10 Fllw guidelines listed belw when nn-carcingenic substitutes cannt be used: A. Use engineering cntrls and safe wrk practices as the primary methds t minimize expsure t carcingens, and t prevent the release f carcingens int the wrk envirnment. B. Use administrative cntrls and persnal prtective equipment (PPE) as secndary and tertiary measures, respectively, when needed t reduce expsure t carcingens. C. Make prvisins t ensure that cntaminated air is nt exhausted int wrk areas. D. Utilize apprved methds t cntain and dispse f liquid and slid wastes that may cntain carcingens. 6.3.11 Ensure that gd hygiene is facilitated thrugh use f prtective clthing; availability f shwers and change rms; bans n eating, drinking, smking, and chewing in regulated areas; use f nnpermeable wrk surfaces t the extent practical; and gd husekeeping practices. Occupatinal Physician 6.3.12 Prvide fr apprpriate medical surveillance, testing, and evaluatin f persnnel wh are ptentially expsed t carcingens abve applicable limits, when required by OSHA r DOE regulatins.
