I. GENERAL Oman Gas Company S.A.O.C. (OGC) is the major gas transportation company in Oman delivering natural gas to main economic sectors in the country, such as power plants and industries. OGC Gas Transportation Facilities network extends between Fahud, Muscat, Sur and Sohar in the north and from Saih-Rawl to Salalah in the south of the country. The network is the main link between the natural gas resources in the North and Central Oman Gas fields and major consuming regions in Muscat, Sur, Sohar, Fahud, Nimr and Salalah. Oman Gas Company (OGC) is currently certified with I ISO 9001: 2008, ISO 14001:2004 and OHSAS 18001:2007, Integrated Management System (IMS). The Company has been sustaining the certification since 2007. The current certification is valid up to 08 th January 2018. II. SCOPE OF WORK Recently Company started implementing requirements related to ISO 9001:2015 and ISO 14001:2015. The Agency shall conduct gap analysis (pre-assessment) audit and re certification audit of OGC Integrated Management Systems and to issue certificates to ISO 9001: 2015, ISO 14001:2015 and OHSAS 18001:2007 standards. The agency also have to conduct surveillance audits for next two years from re-certification (as per Table-2). The scope of works for the Agency comprises of the following but not limited to: 1. Conduct gap analysis (pre-assessment) audit and report status of implementation to ISO 9001:2015, ISO 14001:2015 and OHSAS 18001:2007 standards. 2. Conduct re certification Assessment and issue ISO 9001: 2015, ISO 14001:2015 and OHSAS 18001:2007 certificates. (Validity of current IMS certification is 08 th January 2018) 3. TIME OF COMPLETION AND REPORTING The tentative schedule for the gap analysis, re-certification audit and surveillance audit is shown in below table. However, the actual schedule shall be discussed and agreed based on progress. TERMS AND CONDITIONS 1. Scope of certification shall cover all the activities of the Company including (but not limited to) Natural Gas Transportation & distribution and Natural Gas Infrastructure Development 2. The certificates shall be accredited to UKAS, RVA or any equivalent acceptable to OGC. The accreditation details shall be submitted during bidding. 3. Each audit day shall compromise 8 hours dedicated for the audit. This shall not include travel time to the regional offices. 4. Auditors shall prepare to reach a night before for audit on any of OGC regional offices, if required. 5. All accommodation, food and domestic travel arrangements during the audits shall be provided by OGC. However, any accommodation within Muscat area (Head Office and Mabela Regional office) and any to-fro overseas travel facility shall not be in OGC scope. 6. Profile of Audit Team to be submitted along with the proposal. Copies of valid IRCA Cards to be submitted along with Auditors profiles. Once the contract is awarded, members from the same proposed team have to visit for audits. 7. Auditors shall have at least minimum experience of five years in the Oil & Gas Industry. Auditors experience in Oil and Gas Industry shall be well explained along with the list of companies certified in the Oil & Gas Industry. Enquiry No: OGC/RFQ/17/7000003450 Page 4 of 7
8. The following documents shall be submitted along with bid; Past 15 years records of IMS certification in Oil & Gas Industry in the region Details of accreditation for ISO 9001, ISO 14001 & OHSAS 18001 Details and number of qualified auditors to audit ISO 9001, ISO 14001 & OHSAS 18001 system CV identifying Qualification & experience of auditors Audit methodology and reporting system 9. All auditors CVs are subject to approval by OGC at the time of audit 10. In case of revision of any standards during contract period, the agency shall re-issue certificates to the latest standard free of cost based on implementation/compliance during surveillance audit. 11. Local tenderers must have a valid registration. The documentary evidence of such registration shall be submitted along with their technical bid. International tenderers participating in this Tender shall provide an undertaking to complete all registration formalities within a month after award of Contract if the tenderer is successful. 12. Price entered shall cover but not be limited to salary, leave pay, leave relief, travel, and transport, medical and other benefits for employees. The price shall include for the Agency office facilities, printing and stationary, utilities, communication, taxes, overheads and profits. The prices entered shall cover all site visits, coordination with end users, and meeting as deemed necessary.
