TARGET SETTING PROCESS IN LATIN AMERICA How the process was built up In Latin America, the process has been undertaken through several phone conferences, done within the context of the Horizontal Technical Cooperation Group and civil society networks. UNAIDS Country Coordinators have been encouraged and supported in the establishment of a meaningful process, where governments and civil society should open a dialogue for the target setting process. Taking advantage of the Horizontal Technical Cooperation Group s meeting for discussion of Foro 2007, the target setting process was again encouraged.

TARGET SETTING PROCESS IN LATIN AMERICA The following steps have taken place to date The UNGASS process was highlighted as providing important momentum where countries have committed themselves to a set of goals, in order to convert these goals into concrete targets. UNAIDS Regional Support Team in Latin America has strongly referred to the need for civil society participation in this process and has also emphasized the availability of support for facilitating dialogue with governments. UNAIDS Country Coordinators are building up a consultation process in each of the Latin American countries, facilitating the participation of civil society.

Latin America Universal access achievements 16/18 countries have drafted universal access targets and set baseline data for 2006. 16/18 countries have conducted national universal access consultations, including civil society. Harmonization in the region of targets to achieve is being reached with seven core and four recommended targets agreed upon Consultative process Consultative process with civil society in 16/18 countries

Latin America Universal Access Achievements Five countries have reported validation of universal access targets by national authorities (Argentina, Chile, Paraguay, Uruguay, Brazil) Unification of data at the regional level is slowly being reached. Four countries have reported targets in Programme Coordinating Board format for 2006-2010 (Brazil, Colombia, Paraguay, Peru)

TARGET SETTING IN LATIN AMERICA Main challenges reported for the target-setting process This is a country-driven process and there is limitation on UNAIDS action. Civil society needs to be more demanding on the issue of target setting and there is still a lack of awareness of their political role. The lack of data, particularly baseline data, in regards to core and recommended UNGASS targets is an issue throughout the region

TARGET-SETTING PROCESS IN LATIN AMERICA Main challenges reported regarding the target setting process Changes in government have slowed the consultation process in some countries. Countries are reluctant to set more ambitious targets as they are having difficulty fulfilling those committed to at UNGASS.

TARGET SETTING PROCESS IN LATIN AMERICA Next steps Harmonize UNAIDS targets, based on core and recommended UNGASS or related targets, in National Strategic Plans. UNAIDS Regional Support Team to approach regional networks, in order to increase their participation of the target setting process. UNAIDS Country Coordinators to approach national NGO s, community based organizations and networks to increase their participation on the national target-setting process.

TARGET-SETTING PROCESS IN LATIN AMERICA Next steps contd. Unify available official country data between national surveys and UNGASS, UNAIDS and universal access (3 x 5) reports, particularly in terms of coverage figures. Complete national consultations on universal access, in those countries where they have yet to be completed. Follow up meeting in November within the context of the Horizontal Technical Cooperation Group Programme Coordinating Board fact sheets about the target setting process are being elaborated. They are based on national consultation reports and consultations with the respective UNAIDS Country Coordinators.
