PROPOSED 2017 FEDERAL BUDGET FOR IMMUNIZATION AND JUSTIFICATION FOR REQUESTS

INTRODUCTION What is Immunization: It is a process of inducing immunity to an infectious organ or agents of an individual or even the animals through vaccination It is also a method of inducing immunity for infants, young children and adults (HB)

PURPOSE OF IMMUNIZATION (STATE LAW) To fight diseases such as: Polio, Tetanus, Measles, Whooping Cough, Smallpox, (Mumps, Diphtheria and Rubella)

JUSTIFICATION/IMPORTANCE OF IMMUNIZATION TO GOVT. It is the objective of government to deliver on its promises to Nigeria by providing Healthy society To use available funds at her disposal to achieve effective health care delivery service to Nigerian (Recession) Government targeted the provision of immunization for Nigerian children with a view to have healthy children Healthy Children of today are the productive leaders of tomorrow.

OVERVIEW OF 2017 IMMUNIZATION BUDGET Despite the recessed economy and limited Envelope/budget ceiling to the Heath Sector, government provision for immunization in the current year Budget are as follows: FMOH has the mandate to drive all Health Policies in Nigeria N3,281,461 was proposed and forwarded to NASS for consideration and Appropriation ZBB, Web-Based ZBB (Justification of budget lines)

National Primary Health Care (NPHCDA) Procurement of Routine Vaccines and Devices N4,114,129,528 Polio Eradication Initiative (PEI) N4,859,785,272 Procurement of Supplementary Vaccines and Devices N3,537,079,970 Other funds that are to complement the immunization exercise(s) (NPHCDA)

Global Alliance for Vaccines and Immunisation (GAVI) SUPPORT TO NIGERIA The mandate of Gavi is to assist poor countries on their immunization and health related programmes. Nigeria was identified as one of the poor countries in the continent/world Due to poor status of Nigeria economy, the nation benefited tremendously from immunization funds of GAVI Nigeria rebased its economy and pronounced that the country economy has attained the status of the best economy in Africa. GAVI to commence withdraw its funding to Nigeria by 20% for the next 5 years (Dec 20, 2016 Vanguard Newspaper)

WITHDRAWAL OF GAVI FUNDING TO NIGERIA Rebased of Nigeria economy as the best in Africa, due to the prevailing economic position at the time considering other indices Dr. (Mrs.) Ngozi Okonjo-Iweala (Former Minister of Finance)

WITHDRAWAL OF GAVI FUNDING TO NIGERIA (WHY?) Audit of cash support in Nigeria and funds disbursed to the country between 2011-2013 On 28 October 2014 in Geneva, Gavi s Programme Fiduciary Oversight team reported that there was systemic weaknesses regarding the operation/controls of funds released to Nigeria Nigeria agreed to repay the sum of US$ 2.2 million resulting from the systemic weakness/leakage

BENEFITS OF GAVI FUNDING WITHRAWAL TO NIGERIA GAVI immunization supports to Nigeria is in billions of Naira on yearly basis Nnamdi Okafor, Managing Director of May and Baker Plc briefing the press stated that the suspension to Nigeria is a blessing. The suspension will pave the way for local production of vaccines in order to develop local markets. Creation of additional jobs for the teeming youths that are unemployed The Honourable Minister of Health also reiterated that the country has decided to look inward for local production

UNICEF INTERVENTION It was reported that about three million Nigerian children do not receive a full course of even the most basic vaccines Due to the concern for this group of children, GAVI has asked UNICEF Nigeria to oversee the implementation of a limited number of activities that are deemed critical to routine immunisation and health system strengthening. N1.2 billion has been proposed in the 2017 Budget as Nigeria counterpart funding for this unique intervention as analysed above

REQUIRED ADVOCACY BY NIFT/SIF COMMITTEES The group is required to interface with the following stakeholders: The National Assembly To ensure that the budget presented for immunization programmes and exercises were not reduced or project altered The HMH has implored the members of NASS on same In 2016 fiscal year, a total sum of N7,019,657,013 (20%) was removed from the Health Sector Budget during appropriation

REQUIRED ADVOCACY BY NIFT/SIF COMMITTEES Effective interface and persuasion should be particularly made with the following Committees in NASS: The Senate Committee on Health The House of Representatives Committee on Health Institutions The House of Representatives Committee on Health Care Services The House of Representatives Committee on ATM (HIV/AIDs, Tuberculosis and Malaria Committee)

REQUIRED ADVOCACY BY NIFT/SIF COMMITTEES (SUSTAINABLE IMMUNIZATION FINANCING) Possible Windows for discussion: 1% Consolidated Revenue Funds (CRF) Provision of NHA passed by NASS NASS should be requested to implement its Law The amounts to N49 Trillion and a 1% will be N49 billion Increase in the Benchmark of crude oil for 2017 Budget by $2.0 per Barrel of Crude Oil will be a better window for NASS

REQUIRED ADVOCACY ON YEARLY BASIS The Ministry of Budget and National Planning should allocate adequate budget envelope/ceiling to FMOH for allocation to NPHCDA and other programmes of immunization The HMH should be requested to allocate funds that are realistic to effectively carry out the immunization programmes on yearly basis

OTHER SOUCES TO BE EXPOLORED States of the Federation should be consulted FCT recently constructed and commission Model PHC in Kuchingoro Promised to construct over 20 units in addition Abia and other states had in their various immunization programmes in their respective states NDDC has in its mandate the health policy and should be contacted CBN and other Banks can as well be consulted to fund immunization programmes (social responsibilities)
