SD PDMP History and General Information This program was established by the State Legislature in 2010 (SDCL 34-20E) to improve patient care and to reduce diversion of dangerous drugs and became operational in March 2012 PDMP Program Highlights Dispensers must submit controlled substance (CS) data at least weekly to the repository with the exception of federal facilities (VA, AFB, IHS) which are not required to submit, although both IHS and VA do submit Reports generated are invaluable tools in prescribers and dispensers practices to improve patient care and aid prescribers, dispensers and law enforcement in detecting diversion and preventing illicit use of prescription controlled drugs We have an excellent relationship with our SD Division of Criminal Investigation (SD DCI) We have operated under a Harold Rogers Implementation Grant and an Enhancement Grant is currently funding the SD PDMP 2

How is South Dakota Doing? Enough doses of opiates were prescribed to South Dakotans in 2015 to medicate every SD adult around-the-clock for 19 straight days SD Poisoning Deaths by exposure to narcotics and hallucinogens (Accidental & Undetermined Intent) = 151 from 2004 to 2011 (approximately 19 per year) Between 2004-2011 = 82 Opioid Deaths (approximately 10 per year) 2013 = 17 Opioid Deaths 2014 = 16 Opioid Deaths (including one death where heroin was present)

Comparing Law Enforcement (LE) Profile Requests to Criminal History Data: July 1, 2013 to June 30, 2014 No. of SD Certified LE Officers = 1800 No. of these officers approved for data access to the SD PDMP = 84 No. of approved officers making requests = 41 No. of LE profile requests = 553 No. of individuals LE requested data on = 438 No. of PDMP requested individuals that matched Criminal History Data = Arrested = 122 44 of these individuals had more than 1 arrest on different dates 4

Comparing Law Enforcement (LE) Profile Requests to Criminal History Data FY14 to FY16 Law Enforcement usage of the SD PDMP has increased each year Arrests have decreased based on the arrest codes queried by the SD Attorney General s (AG s) office Arrest codes queried by the SD AG s office yielded the most arrests for: 3527 Possess Controlled Substance 3523 Obtain Drugs by Fraud 7

Why Less Arrests? Is the SD PDMP working as a deterrent against prescription controlled substance misuse and abuse? Profile requests are run on individuals that can t be arrested, i.e. deceased due to an overdose or murder Arrests of individuals that no report was run on, i.e. pharmacy robberies Arrests were for arrest codes not used in this data comparison 8

Trending PDMP Usage for Life of PDMP: March 2012 to June 2016

SD PDMP Plans for 2016-2017 PDMP users will be surveyed Integration of SD PDMP data into the electronic health records (EHR) of one of South Dakota s three major health systems launched in May 2016 Share with more states through PMP Interconnect Partner with SD pharmacies in a statewide drug take-back program to address diversion 11
