The campaign will be designed to facilitate local, regional, and state-level efforts on a specific topic while building and sustaining a community of learners among Ryan White providers. The topic of the first National Campaign will be improving retention of clientss in care. Participation in the campaign is voluntary. Participants are asked to: - Commit to participate for the entire 12-months campaign - Submit routine dataa reports on uniform campaign-related measuress - Share best practices and lessonss learned with other grantees The campaign will promote improving HIV care-related outcomes using the existing techniques and tools available through NQC, including peer teaching and learning. Throughout the campaign, participants will have access to NQC faculty for support and coaching. As a first step in the campaign, NQC solicited suggestions from Ryan White Program grantees over the last year on the focus of the campaign through an online survey that asked grantees for input on their capacities and motivating factors that would affect participation, barriers to joining the campaign, and potential topics for the first NQC Quality Campaign. For more informationn nationalqualitycenter.org/index.cfm/5847/37364 > NQC Reminder Quality Award Nominations Due June 3 Time is running out to nominate quality leaders for the 2011 NQC Quality of Care Awards. Each year the NQC recognizes organizations and individuals that have made meaningful achievements in quality management. NQC created the Quality of Care Award Program to recognize Ryan White Program grantees, organizations, and individuals across all Parts that have demonstratedd outstanding progress in improving the quality of HIV care. The Awards were initiated in 2008 and are presented annually. Nominations are reviewed by NQC staff in collaboration with HAB staff and awarded each year in September. NQC is seeking applications to recognize Ryan White grantees in the following categories: Award for Performance Measurement: Honors grantees (either an individual grantee or a group of grantees) that have significantly strengthened their ability to measure the quality of HIV care and/or services. Those who have demonstrated a strong ability to collect and share data across Parts in their region will be given strong consideration. Award for Quality Improvement Activities: Recognizes grantees that have conceptualized and carried out a particular project that led to significant improvement in patient care (i.e., annual pap tests, retention rates, etc.). Applicants must provide data showing the improvement and maintenance of high performancee rates, as well as a description of efforts made to sustain the improvements made. This Award may be given to an individual grantee or a group of grantees working on the same quality improvement project. Award for Quality Management Infrastructure Development: An essential aspect of quality improvement is the development of a sustainable qualityy management infrastructure. This Award honors organizations that have shown commitment to substantial infrastructural change to effectively support and sustain quality improvement initiatives. This Award may be given to an individual grantee or a network of grantees. Award for Leadership in Quality: This year two Leadership Awards will be given to individuals who have demonstrated a continued commitment to quality management and quality improvement activities; one for a grantee representative and one for a consumer who have shown demonstrable leadership in advancing quality improvement practices. Consumer Involvement in Quality Improvement: Recognizes an agency that has made outstanding efforts to involve consumers in quality improvement efforts. This Award may be given to an individual grantee or a network of grantees. To apply or nominate an individual and/or organization, simply fill out the application form. For more information, to learn about past NQC Award winners, or to submit a nomination nationalqualitycenter.org/index.cfm/5847/17961 > NQC News Update on DC Collaborative The DC Cross-Part Collaborative is the newest HIV/AIDS Bureau (HAB) NQC Collaborative. Last month, grantees from Maryland, Virginia, Washington DC, and West Virginia met in DC to learn the basics of quality improvement, network among g themselves, and devise solutions for quality issues that impact all grantees in the DC EMA. Fifty (50) participants representing 25 agencies across the EMA attended the meeting. The Cross-Part Response Team for the Collaborative, which will lead participating grantees and subrecipients, was convened for the first time. Individuall roles and responsibilities as well as action plans for data collection and quality improvementt projects were determined by the team members. At the meeting, breakout groups began to: (a) plan for a DC-wide quality improvement project; (b) discuss the development of a written quality management plan; and (c) design strategiess to build quality improvement capacity across the EMA. All participants also engaged in a QI 101 training that includedd some of NQC s most popular interactive games. Participants left the meeting with a clear next steps and a strong motivation to advance the cause of the Collaborative at their own agency. Learn more about the DC Collaborative nationalqualitycenter.org/index.cfm/17112/38159 > Real World Quality Michelle Agnoli, Midwest AETC As the clinical program coordinator for the Midwest AIDS Training and Education Center (MATEC), Michelle Agnoli, RN, BSN, ACRN provides training and capacity building to clinicians who provide HIV care in Illinois. As she works with clinicians, the technical assistance she provides is extremely varied as it can cover the basics or be very detailed. Michelle has taken advantage of multiple NQC services some to hone her own skills and others to keep herself up to date on the resources that she can recommend to clinicians. She is a Page 3

graduate of NQC s Training-of-T Trainers (TOT) Program, and MATEC has also received one-on- one technical assistance from NQC regardingg a chart review project for a Ryan White Part B- funded program. Their services are supportive on so many levels, statess Michelle. The NQC is a tool that I can recommend to people. It also enhances my ability to engage with clinicians in terms of organizational transformation and how then can navigatee systems and improve communication and quality within systems. Michelle has also participated in two of the NQC s Journal Club meetings. The Journal Club, which was launched in November 2010, is designed to engage Ryan White grantees in quality- related discussions. It was a real lively discussion and an interesting exchange of ideas in an intimate group setting, relates Michelle. It gives you ann opportunity to apply the principles you have learned to a discussion with others who have similar expertise. > NQC Offerings VOICES Workshops and Exhibit NQC will be participating in the 2011 VOICES Conference, May 21-24 in Arlington, VA. The theme of the conference is "Mapping Our Way," and it will focus on the tools and skills needed to guide consumers to optimal health as well as strategies for providers on navigating through challenging times. During the conference, NQC will provide a Quality 101 training, which is designed to give those new to quality the skills they need to participate in quality-related activities. Participants are also encouraged to visit the NQC exhibit booth where resources tailored for Part D grantees will be available. Over the past 2 years, NQC has worked with Part D grantees to strengthen their quality-related skills. Activities have included the Ryan White Part D Quality Improvement Conference, with this year s conference scheduled for August 29-30 in Washington, DC. In addition, NQC has developed materials tailored to the needs of Part D grantees. NQC s national Training-of-Trainers (TOT) Program is designed to build capacity for quality improvement among quality managers. The goals of the TOT program include: - Enlarge the pool of qualified trainers on quality improvement in HIV care - Spread quality management concepts by increasing the number of training opportunities for Ryan White grantees - Increasee the ability of NQC to refer requests for QI training to regional TOT trainers - Build capacity in Ryan White-funded programs for quality improvement The TOTT Program is for those individuals with a strong experiential background in quality management and provides participants exposure to adult learning theories and available training resources. TOT graduates plan workshops with the ongoing support of quality improvement experts and peers facing similar challenges. Before attending the face-to-face TOT session, participants must complete pre-work, which includes online learning, readings of assigned quality publications, and participation in two conference calls. Since the purpose of the TOTT Program is capacity building, participants are asked to lead at least three trainings within 120 days of completing the session. The Journal Club allows participants to learn about various quality-relate ed topics and critique thee featured articles based on their unique knowledge and expertise from running quality improvement activities in the field. Each month, two articles are presented. Participants engage in a facilitated discussion on the findings and application of the articles. > Highlights from the NQC Collection New to Quality: Quality Improvement 101 and HAB Expectations There are many reasons to seek out a refresher in quality. Even veteran staff can benefit from a review every once in a while. For new staff, NQC has numerous resources designedd to introduce them to the concepts of quality improvement. Given the high turnover in many HIV service providers, regularly exposing stafff to these resources can make sure everyone is on the same page when it comes to quality. Quality Academy Tutorials There are nine beginner level tutorials, including four that are designed to serve as an introduction to quality improvement.
