Number: PL-519 Date: September 13, 2018 Subject: NPA 689 to Overlay 407 and 321 NPAs (Florida) Related Previous Planning Letters: 325 323 168 IL87/03-033 General Description On July 25, 2018 the Florida Public Service Commission in Order No. PSC-2018-0364-PCO-TL in Docket No. 20180118-TL, ordered to lift the suspension of the 689 NPA overlay of the 407/321 NPA. The area served by the 407/321 NPA currently services Orange, Osceola, Seminole Counties and parts of Lake and Volusia Counties in Central Florida. The rate centers for the 407 NPA are as listed: Apopka, Celebration, East Orange, Geneva, Kenansville, Kissimmee, Lake Buena Vista, Montverde, Orlando, Oviedo, Reedy Creek, Sanford, Saint Cloud, Windermere, Winter Garden, Winter Park and West Kissimmee. On March 25, 2002, in Order No. PSC-2002-0405-FOF-TL, the Commission directed all assignments of NXX codes in the 321 NPA in Orange, Osceola, Seminole Counties, and parts of Lake and Volusia Counties be frozen and the remaining CO codes in the 321 NPA are only to be used in Brevard County. The rate centers for the 321 NPA are as listed: Cocoa, Cocoa Beach, Eau Gallie, Melbourne and Titusville. Since NXX information may change over time, please consult the NANPA website at www.nanpa.com, iconectiv s LERG Routing Guide or the NPA NXX Activity Guide for updated information. Information in the LERG Routing Guide and NPA NXX Activity Guide is available by license contract from Telecom Routing Administration, at 732-699-6700. Dialing Plan Ten-digit dialing is already in place for this area, no permissive 10-digit dialing period is necessary. The dialing plan for the 407/689 NPAs will be as follows: Type of call Call terminating in Dialing plan Local call Home NPA (HNPA) or Foreign NPA (FNPA) 10-digits (NPA-NXX-XXXX) Toll call HNPA or FNPA 1 + 10-digits (1 + NPA-NXX-XXXX) Operator Services Credit card, collect, third party HNPA or FNPA 0 + 10-digits (0 + NPA-NXX-XXXX) Network Testing All international and domestic carriers should ensure that the new 689 NPA has been activated throughout their networks prior to June 4, 2019. The test number to verify the routing to the 689 NPA will be in service beginning March 4, 2019 through July 4, 2019. The test number to verify the routing to the 689 NPA is: 689-689-1689. A recorded announcement will indicate the test call has been successfully completed. General Information The information in this planning letter reflects detailed information about NPA relief activities. The information has been derived from commission orders and from industry implementation decisions. The implementation of the plan described in this letter is the responsibility of individual service providers, and NANPA does not guarantee that the activities and plans will occur exactly as described herein.
