Annual Work Plan Year: 2016 EXPECTED CP OUTPUTS Outcome 1. Establishment of enabling environment for decision-making on the implementation of the Minamata Convention. Baseline: 1.1: A Mercury Action Group has been established to improve coordination on issues related to mercury at the National Level; 1.2: The documents Inventory of Mercury releases in Guyana (level 1) and the Guyana Action Plan on Mercury (2015-2020) have to some extent reviewed the policy and regulatory framework and institutional capacity and can be used as a departure point.; 1.3: Some awareness among decision makers was created as a result of the Mercury work undertaken within the scope of the UNDP/UNEP mainstreaming project; 1.4: Under an agreement with WWF, another Consultant has been hired to develop a National Action Plan for mercury and concomitantly update the existing Code of Practice for the Mining Sector Activity Result 1.1. National decision making structure on mercury operational. Action: National Mercury Coordination/Consultation Mechanism established in Guyana. Action: Meetings with various government agencies executed to facilitate this process. Activity Result 1.2. Policy and regulatory framework, and institutional and capacity needs in regard to the implementation of Convention provisions assessed. Action: Assessment report prepared on the existing and required policy and regulatory framework as well as institutional capacity to implement the Convention for Guyana (incl. overview of existing barriers). Action: Initial technical inputs on proposed amendments made for existing legislation, gaps identified for meeting the MC requirements. Action: Roles and capacities of the key institutions reviewed and gaps identified for comprehensive management of mercury. Indicators: 1.1: A national decisionmaking structure on mercury ( Mercury Coordination/Consultation Mechanism (MCM) ) established; 1.2: Assessment Report finalized; 1.3: Awareness on the health effects of mercury increased among decision makers; 1.4: Socioeconomic study on the effects of mercury and alternatives in ASGM. Annual targets: 1.1: Institutional capacities amongst key stakeholders built; 1.2: Institutional capacities, and the policy and regulatory framework in place to management Mercury, assessed, gaps and needs identified. Barriers that would hinder implementation of the Convention identified. Assessment reviewed and discussed by Mercury Focus Group. 1.3: Awareness raising plan finalized. government agencies executed to facilitate the establishment of a MCM. Activity Result 1.3. Awareness raised on the environmental and health impacts of mercury. Action: Mercury awareness raising activities conducted in Guyana targeting decision makers and population groups at risk. Action: Implementation of awareness raising with decision-makers. Activity Result 1.4. Mainstreaming mercury priorities into national policies/plans. Action: National mercury priority interventions mainstreamed in national policies/plans. Action: Report accepted on the Alternatives in ASGM and the relevant sectors that were identified in the inventory. Development of National Mercury Profile and Mercury Initial Assessment Report Baseline: 2.1: There are some technical experts in Guyana (University of Guyana) who have quite extensive expertise in the area of mercury and mercury inventories; 2.2: The documents Inventory of Mercury releases in Guyana (level 1) and the Guyana Action Plan on Mercury (2015-2020) contain some baseline information and can be used as a starting point; 2.3: The documents Inventory of Mercury releases in Guyana (level 1) and the Guyana Action Plan on Mercury (2015-2020) contain some baseline information and can be used as a starting point. Indicators: 2.1: National technical experts (consultants and Mercury Focus Group members) trained on data collection methodologies, reliability, and credibility and data analysis; 2.2: Mercury profile finalized; 2.3: National MIA Report finalized. TOTAL OUTCOME 1 46,598.05 Activity Result 2.1.1. Capacity built and MNR GEF training conducted in Guyana to commence Mercury inventories. Action: Technical training provided for National Mercury Profile. Activity Result 2.1.2. Capacity built and training conducted to target key government representatives to facilitate revision process on Mercury Inventory. Action: Follow up training provided to facilitate the MCM and technical officers with sufficient knowledge conducting a Mercury inventory. Activity Result 2.2. National Mercury Inventory conducted in Guyana. Action: Data collection for the National Mercury Profile completed, reviewed, approved. Activity Result 2.3. National MIA Report available. Action: Review of the Proposed Regulatory framework on Mercury in Guyana and integrate in the MIA report 71200-71300 - Local 1,710.00 15,084.50 3,420.00 Page 4 of 6

Annual targets: 2.1: -Nationa technical experts trained to be able to undertake the Mercury Inventory. -Mercury Focus Group members trained to be able to review the Mercury Inventory. 2.2: Methodology and work programme submitted and approved by the project board. Mercury Inventory (Level 2) completed, incl.: - Overview of emission and releases sources - Inventory of wastes (stockpiles and generation rates) - Assessment of current practices to manage mercury - Identification of main risk groups -Recommendations for improved mercury management prepared. -National Mercury Profile finalized. 2.3: -MIA Report in preparation, containing: - Institutional structures available to implement the Convention. - Barriers for implementation of the Convention. Action: Review of the Draft National Action Plan on Mercury to highlight areas of concern and make recommendations that would be included in the MIA report. Action: Document the understanding of general public on the effects of mercury and integrate in the MIA report. And produce a short video documentary on this topic.
