Professor Sparer is the former editor of the Journal of Health Politics, Policy and Law, and the author of Medicaid and the Limits of State Health Reform, as well as numerous articles and book chapters.

She is Co-Director of the National Program Office of the Robert Wood Johnson Foundation Scholars Program. She was Principal Deputy Assistant Secretary for Health in the U.S. Department of Health and Human Services (HHS) from 1993 to 97, and as Acting Assistant Secretary in 1997. From 1991-93 she was Director of the King s Fund College, London, in the UK.
