6 HIV in Vietnam 250,000 people are living with HIV in Vietnam Epidemic is concentrated among key populations: people who inject drugs, men who have sex with men, transgender women, and female sex workers Significant increase in HIV infections among men who have sex with men: from 4% in 2011 to 12% in 2017 Little data available on transgender women but HIV prevalence is estimated at 18% in Ho Chi Minh City Surveillance data suggests a rise in new infections among people who inject drugs Strong national AIDS program; reduced new infections by 40% since the peak of the epidemic 6

7 Declining donor funds: challenge or opportunity? 77.2% of national HIV program donor-funded in 2015* With Vietnam attaining middle income status, major donors have left or dramatically reduced in size and geographic scope Government of Vietnam has adopted ambitious goals with plan for elimination of HIV by 2030 The question is: how will Vietnam maintain momentum to eliminate HIV by 2030? 10 Key private sector partnership steps 1. Landscape the private sector partners that align with your goal 2. Generate market insights 3. Start with a few potential partners first 4. Conduct due diligence (PATH database++) 5. Pitch! Share examples, articulate value proposition 6. Agree to partner and on who does what 7. Make decisions quickly, be adaptive 8. Communicate regularly to check-in on progress, track results together 9. Show respect and appreciation! 10. Assess results continue, grow or discontinue 10

12 Government Challenges and barriers Interests are not always aligned While the private sector sometimes moves fast, finalizing a shared values coalition can take a lot of time Perception of bias or collusion Governments are not always open to working with the private sector Some companies are reluctant to share their P&L data Donors can be reluctant to support private sector; but some love it! 12

13 What multi-sectoral engagement has meant for Vietnam Over 10,000 cases of TB diagnosed in five years and government s policy to allow private sector to engage was changed Family planning goods and services now available to millions more women, girls and couples HIV testing now available in the private sector, through lay testers and self testing Working with the government to allow social enterprises to sell HIV services has led to 100,655 people receiving testing, resulting in the diagnosis of 4,528 new cases 13
