1 About Expenditure Analysis Expenditure Analysis (EA) an annual retrospective expenditure tracking of PEPFAR investments as reported by implementing partners. EA helps us to better understand the expenses USG incurs to provide a range of HIV services, to improve accountability and oversight of PEPFAR efforts by tracking spending and accomplishments over time, to improve transparency, collaboration, and strategic planning with other stakeholders, and to estimate the resources needed to support programs in future Data Reporting Basic Methodological Principles reported annually by implementing mechanism categories are comprehensive and mutually exclusive captures expenditures incurred within past fiscal year from perspective of prime partner captures PEPFAR expenditures only employs a cash-basis of accounting, in USD $ reported where they are consumed geographically not tied to PEPFAR budget codes or COP/ROP cycles $ reported in program areas / locations in which MER results are reported (but can also be reported in other categories) includes COP-funded expenditures, plus $ spent from funds that contribute to site-level targets (e.g. DREAMS, VMMC reservces, etc) Categorizing Expenditures Expenditures are categorized as site or above-site level, and then by geography, program area, cost category, and any other disaggregation required. 3 Data Analysis Expenditure data is analyzed and displayed by program area, cost category, and geography (or any combination), as well as by certain disaggregates where available. When possible, we also link our expenditures to indicators to calculate an expenditure per output, or unit expenditure. Unit Expenditure Basics Several types of UEs that are calculated through EA analysis National UE, Sub-national unit UE, Mechanism-SNU UE, National IM UE, Weighted Average Mechanism-SNU Type Numerator Denominator National UE SNU UE program area by all IMs in an OU program area by all IMs in a specific SNU Total number of beneficiaries for the OU as reported in the APR (de-duplicated) total number of beneficiaries for a given program area in that SNU (de-duplicated) IM SNU UE program area by a single IM in a specific SNU total number of beneficiaries reported by that IM in that SNU (not de-duplicated Type Calculation National IM UE Weighted Avg IM-SNU UE A weighted average of the individual IM-SNU UEs for a given program area and a specific mechanism in which the weights are the beneficiary volumes for each IM-SNU combination to adjust for skewing due to scale A weighted average of the individual IM-SNU UEs for a given program area in which the weights are the beneficiary volumes for each IM-SNU combination to adjust for
