3 MISSION The Interagency Coalition on AIDS and Development (ICAD) provides leadership in the response of Canadian international development organizations and Canadian HIV organizations in reducing the impact of the global HIV and AIDS epidemic. ICAD does this through improving public policy, providing information and analysis, and sharing lessons learned. VISION The vision of ICAD is a world where the stigma, discrimination and inequities that drive HIV infection are eliminated and people living with or vulnerable to HIV infection are resourced and supported. MANDATE ICAD pursues its mission by: Improving public policy: ICAD conducts research and analysis, convenes stakeholders and provides expert advice to promote and enhance policy dialogue in Canada s response to the global HIV epidemic. Providing information and analysis: ICAD develops or identifies educational tools and resource materials to help members, the public and stakeholders in HIV, international development and government organizations understand and act upon important issues in the global HIV epidemic and in Canada s response. Sharing lessons learned: ICAD strengthens the capacity of various stakeholders, including its members and governments, to address the global HIV epidemic by sharing lessons learned on programs and partnerships. VALUES As with all progressive organizations working in the field of HIV/AIDS, ICAD is guided by the human development principles of human rights, gender equity and the greater involvement of people living with HIV/AIDS (GIPA) and groups most vulnerable to HIV infection. ICAD holds that a human rights approach to the HIV/ AIDS epidemic moves beyond a focus on the individual to address social, economic and political factors that drive the epidemic, such as gender-based inequities, poverty, corruption and government inaction. A rights-based approach empowers affected individuals and communities, and challenges governments to justify their actions (or inaction) to the people they represent and, ultimately, to the global community. A gender equity analysis means that programming takes into consideration gender roles and responsibilities, and women s vulnerability to HIV/AIDS because of systemic discrimination, sexual violence and the economic, social and political inequities, and gender inequities. A genderbased approach acknowledges the need to engage men and boys in addressing gender inequities. ICAD also views the HIV epidemic within the broader context of overall human development, and not solely as a medical or health issue. Vulnerability to HIV/AIDS and its impact on an individual or community are closely associated with, and exacerbated by, the wider challenges to development such as poverty, food and livelihood insecurity, and gender inequity. A holistic approach to programming is needed in order to address the effects of the pandemic, particularly on marginalized communities. ICAD s constitution and bylaws stipulate that at least one Board position be reserved for a person living with HIV/ AIDS. ICAD works closely with the ICAD membership to ensure that the priorities and concerns of people living with HIV/AIDS are effectively considered and integrated into ICAD s policies and decision-making processes. 4 MESSAGE FROM THE ICAD BOARD PRESIDENT Once again this has been a year of change, challenges and accomplishments for ICAD. The organization has drafted a new strategic plan to ensure ICAD remains relevant within the evolving world of HIV, and crucially, to our members. We have an updated and more interactive website. The difficult times for many NGOs have made it clear how important it is that Canadian HIV organisations have a strong and inclusive voice. ICAD has continued to support us being heard. It has, again, brought together and shared among us domestic and international best practices in HIV. Internally, Nicci Stein completed her first year as Executive Director. Unfortunately a couple of Board members needed to resign mid-term - Rosine Assemoi and Chantelle MacDonald. There have been a few staffing changes but as usual ICAD has been able to recruit talent, albeit while regretting the loss of those who have given so much to the organization. I remain impressed by ICAD s staff, Board members and wider membership, all of whom are knowledgeable, committed and incredibly hard working. It has been a privilege for me to serve as ICAD President this year. I look forward to working with you all again next year. Michelle Munro, Board President MESSAGE FROM THE EXECUTIVE DIRECTOR recall that it wasn t long into my new job at ICAD that I realized that 2009/2010 was going to I be a busy year, inspired by a collection of some unique moments in time that offered unprecedented challenges and opportunities - the G8 and G20 Summits, the International AIDS Conference in Vienna, the MDG Summit and the Global Fund Replenishment conference. Even before I started at ICAD, the organization had been involved in civil society organizing for the G8 Summit but this time, as host country, we took leadership and worked hard to forge stronger ties with other civil society players in Canada and abroad, as well as with the government. As the list of activities below demonstrates, ICAD has had a remarkable year of achievements and I commend the excellent staff team, consultants and member organisations who helped us reach our ambitious goals. The Board of Directors has been a wonderful source of support and wisdom for both me and the organization as a whole. The Board led us through a Strategic Planning process this year, producing a plan that is ambitious but realistic and offers focus and clarity to our future areas of work. For me, the highlight of this plan is working to increase the active engagement of members in our work. This year we also focused on building a resource development strategy. We have worked hard to develop the website, which now has easier navigation and a fresh design. We moved to e-newsletters instead of hard copies and condensed the many interesting news articles and announcements into a weekly news digest. We continued to develop excellent and informative educational resources and opportunities for our members. We have continued our partnerships with IPM and IAVI and have also enhanced this work through additional programming funded through the Canadian HIV Vaccine Initiative (CHVI).
