I have conducted evaluations of CCT programs in Mexico (Oportunidades, currently Prospera, & PAL), Guatemala (Mi Familia Progresa) & Dominican Republic (Solidaridad). For impact evaluation, I have used experimental & quasiexperimental approaches, for the latter in particular propensity score matching and regression discontinuity, both combined with diff in diff methods. Principal investigator or Co-Investigator for several population based surveys in health and social development areas, with responsibilities in the design, coordination and analysis. 8 IPA, Universidad Católica de Chile 06/ /2015 DELIVERING CONDITIONAL CASH TRANSFERS VIA SAVINGS ACCOUNTS: DEFAULT AND MENTAL ACCOUNTING MECHANISMS We aim to test whether and how mental accounting and default mechanisms improve the ability of poor households to save, cope with negative shocks, and invest in health and education. In addition, we will explore the potential effect of health insurance and effective access on saving behaviors. 9 The State of Mexico (Central Mexico) has implemented a set of food security programs under their social development policy. Programs are defined by their target population. A design, process and outcomes evaluation has been commissioned to inform decisions on the continuation of the programs. Role: SEDESOL (Mexican Government) External evaluation of Oportunidades Oportunidades is a large conditional cash transfer programme in Mexico. The goal of this phase of Oportunidades evaluation is to estimate the impact of innovations on the education and health components, as well as to estimate trends on wellbeing indicators from the evaluation sample We The project included the design and analysis of the impact evaluation and the implementation evaluation for the alternative health model and the evaluation of the Programme targeting algorithm. Role: Inter-American Development Bank Impact evaluation of Mi Familia Progresa Mi Familia Progresa is a conditional cash transfer program in Guatemala. It is conditional on education and health corresponsabilities. The evaluation is a quesi-experimental design, with a comparison group generated using propensity score matching on census cluster characteristics. Role: Inter-American Development Bank Solidaridad (DR) Solidaridad is a conditional cash transfer program in Dominican Republic. The evaluation approach is a retrospective analysis using both discontinuity regression methods and matching. Role: Consultant for sampling and evaluation SEDESOL (Mexican Government) External evaluation of Oportunidades Role: Co-Investigator, responsible for the analysis on adolescents risk behaviours and for the management of the evaluation surveys. International HIV/AIDS Alliance & Bill and Melinda Gates Foundation 5/ /2007 External Evaluation of the Frontiers Prevention Program This overreaching purpose of the Frontiers Prevention Program (FPP) is reducing HIV infections interventions focused on key populations critical to the dynamics of the epidemic. INSP is a collaborating institution contracted to design and pilot the instruments of the external evaluation for India, and Ecuador; implement the baseline and follow-up survey of this evaluation;
10 analyze, write up, and disseminate all survey results. The FPP was a HIV prevention project targeted to MSM & FSW. Analysis. Role: Co-Investigator & Project Manager SEDESOL 05/2005 a 12/2005 Economic analyis of the PAL (CCT program in Mexico) Role: CNPSS 05/2005 a 12/2005 Targeting of health programs: development of a socioeconomic classification system Role: UC-MEXUS 9/2004-5/2005 Patterns of health expenditure, provider preferences and insurance enrollment among Mexican families who receive remittances from the United States The aim of this project was to estimate the impact of migrant remittances on household resource allocation; in particular, if transfers allow for a larger allocation for health expenditure and create changes in healthcare utilization patterns. Role: Co- UNAIDS/WHO /2006 Modeling HIV/AIDS treatment and care resources need The goal of this project was estimate the total resources need for HIV & AIDS prevention, treatment and care in low and middle income countries. The INSP team was in charge of modeling the treatment and care part, and for that purpose estimation on the size of the population and costs of services were produces.
