1 SOUTH ASIA REGIONAL INITIATIVE 5 th SARI 145 WG meeting Prepared by: ED Paro, 22 to 24 May 2012 MEETING PARTICIPANTS COSCAP-SA DCA Bhutan CAA Bangladesh CAA Nepal CAA Maldives Drukair Tashi Air MAT (Representing SARI Expert) SARI Refer to the list of participant given in annex 1 Absence from representatives from CAA Sri Lanka, CAA Pakistan, DGCA-India as well as from the aviation industry in Sri Lanka, India, Pakistan, Bangladesh and Nepal were regretted. SUMMARY Due to the absence of CAA Pakistan, DGCA India and CAA Sri Lanka the following agenda item were dropped. Review of SARI Part 145 National Variants and action towards reduction of their number. Outcomes of the 2 nd SSG visit in Sri Lanka. Other agenda items were processed (refer to annex 2) The following topics were reviewed or discussed during the meeting: 1. Status of implementation of National Regulation based on draft SARI Part 145 issue 1 dated 15 October Review of the SARI NPA Process. 3. Review and comment on the SARI NPA G & S. 4. Review of ED 2011/011/R, 2010/006/R and 2010/002/R. 5. Open discussion on some paragraph interpretation. 8. Next SARI Part 145 WG meeting. 1. Concerning the implementation of National Regulation based on SARI Part 145 draft issue 1 the following information was provided: SARI 145 WG-5th meeting Summary Final issue 1 / 6
2 Nepal: CAAN has published NCAR 145 including Section B as well as AMC and GM. The organisations have been required to comply with this NCAR 145 before the end of Buddha Air and Yeti Airlines have already been granted a NCAR 145 Approval. Other maintenance organisations (operators) are currently going through the NCAR approval process. The NCAA was requested to de-identify the findings they issue during the approval process of the Nepalese operators and to provide SARI with these findings. The information collected may facilitate the identification of systemic issues the Nepalese maintenance organisations are facing. CAAN reported that currently one of the major issues faced by their industry is the absence of a SARI Part M which makes the split of maintenance / continuing airworthiness responsibilities difficult. CAAB has published ANO 145 effective 17 July The industry is now required to comply with this new regulation. Lack of adequate hangars as well as a lack of personnel matching quality manager profile. DCA Bhutan is still following JAR 145 as well as BAR AW for other airworthiness areas. BCAR 145 based on EASA Part 145 has been drafted few years back but never implemented. DCA Bhutan will therefore implement SARI Part 145 at issue 1. As the number of operators in Bhutan and their scope of work are limited the DCA do not anticipate major difficulties in the implementation of SARI Part 145. SARI underlined that the DCA will have also to apply SARI Part 145 when approving foreign maintenance organisations. DCA Bhutan recognised that this may be more difficult given the current lack of experience of DCA officers. DCA Bhutan will provide SARI with a timeframe for the implementation of SARI Part 145 including Section B procedures for Competent Authority CAA Maldives is fully aligned on SARI Part 145 draft issue 1 and its industry fully complying. The only difficulties Maldives is currently facing are the availability of airworthiness officers and the fast development of the aviation sector. By PCAA informed SARI that their ANO 145 should be approved by their Director General on 15 June The industry will be required to show compliance by 3 September It was not clear if this compliance date was for new organisations only. SARI will require additional information from PCAA. (Action: SARI Coordinator) 2. The draft SARI NPA Procedure issue 3 dated 7 February 2012 was commented. Draft 4 will be issued before the end of June to modify the consultation process that will include, prior to the WG meeting, the distribution of the draft NPA to the WG members. Each SARI Member State will be required to comment or formally accept / approve the SARI NPA Procedure before the end of August 2012 (Actions: SARI Coordinator to release draft NPA Procedure rev 4; SARI Member States to review, comment or approved the draft) 3. The SARI NPA G & S were presented. These two NPA have only been commented by CAAN so far. The SARI Coordinator reminded the SARI Member States they were formally required to comment or accept / approve the content of these NPA. A revision to the NPA will be issued before end of June 2012 to reflect the CAAN comments. The SARI Member States will be required to accept / approve these 2 NPA before the 31 st of August SARI emphasise the importance for the Member States to adopt the NPA S related to SMS in maintenance in order to meet the ICAO SARPS. (Actions: SARI Coordinator to release the revised NPA; SARI Member States SARI 145 WG-5th meeting Summary Final issue 2 / 6
3 to review, comment or approve the 2 NPA). 4. In order to keep SARI Part 145 as close as possible to EASA Part 145 and taking into account the EASA Parts reference that have been used to develop SARI Part 66 and SARI Part 147 as well as the future EASA Part M reference that may be used to develop SARI Part M, the SAR 145 WG agreed to adopt the EASA ED no 2011/011/R, 2010/006/R and 2010/002/R. The WG agreed that including 2012/004/R (B3 licence and others) would be premature. The 3 EASA ED mentioned above were reviewed by the WG. The following comments or actions were noted concerning 2010/002/R: 1. Item 60 Addition of ATA Chapter 47 to 28 Require clarification from EASA 2. Item 86 - Deletion of AMC 145.A.85 Request clarification from EASA 3. Item 88 - not relevant for SARI Part Item 90 - Deletion of AMC 145.B.50(b) point 2 Request clarification from EASA No comment was made concerning 2010/006/R and 2011/011/R. The SARI 145 WG agreed to issue a SARI NPA for each of the 3 EASA ED adopted. The 3 SARI NPA will be drafted and released by the SARI Coordinator before end of July. Consultation phase is expected not to exceed 2 months. (Action: SARI Coordinator to ask clarification on above item 1,2 and 4 and to release the 3 NPA; Member States to review comment or approve the NPA s) A complete revision of SARI Part 145 including the NPA G and S already issued as well as the 3 new NPA will be released before the end of The following clarification or paragraph interpretation have been requested: a) The SARI Part 1 foreword should list the EC regulations and EASA ED Decisions SARI Part 145 is using as a reference. b) Require clarification from EASA on natural person and legal person in the definition of organisation. (Action: SARI Coordinator) Open item from the 4 th meeting. c) Request clarification from EASA concerning the last sentence of 145.A.30(j)(5)...shall ensure that any such maintenance that could affect flight safety is rechecked by an appropriate approved organisation. (Action: SARI Coordinator) Open item from the 4 th meeting. d) Each SARI NAA to provide their detailed procedures for component shop licensing authorisations as well as their referenced NDT and welding standards. (Action: SARI WG members) Open item from the 4 th meeting. e) Clarify the term Qualifying Inspectors specified in AMC Annex 2, Part 3 (MOE). It was observed that the term inspector is never referred to within the regulation, the AMC or the GM (unless reference to Competent Authority Inspectors) but only in this AMC Annex 2 Part 3. f) Procedures for management of organisation changes should be clearly described in the MOE. g) Procedures concerning record keeping should be indicated in the MOE, including SARI 145 WG-5th meeting Summary Final issue 3 / 6
4 information such as who keeps the Form 1, originals or copies. 6. Absence of DGCA India and CAA Pakistan did not allow reviewing the existing SARI Part 145 National Variants. Therefore the next SARI Part 145 revision to be published end of 2012 will still include National Variants. The absence of participation from several SARI CAAs is seriously questioning the SARI harmonisation process. The SARI Coordinator will inform EASA of the difficulties encountered in order EASA defines is policy concerning the technical support they provide to SARI.
